During a career in UK government service from 1986 to 2013 he held a variety of senior positions, including heading the precursor to the Centre for the Protection of National Infrastructure (CPNI) and leading national security preparations for the London 2012 Olympics. From 2013 to 2016 he was the Director of Security for the UK Parliament, with responsibility for its physical, personnel and cyber security. He is a Distinguished Fellow of RUSI, an Honorary Principal Research Fellow at Imperial College London, a Fellow of the Institution of Engineering and Technology and a member of the Board of the Charity Commission. Paul was educated at the University of Cambridge and Stanford University. He lectured and researched in behavioural science at the University of Cambridge before leaving academia to join government service. He is the author or co-author of several books. His most recent book, The Rules of Security (OUP, 2019) is about risk, resilience and protective security.The COVID-19 pandemic has shone a harsh light on the resilience – or lack of it – in many businesses, organisations, governments and societies around the world. Many found they were not as resilient as they should have been, or thought they were. Some are thinking about how they might do it better before the next crisis hits – whether that is another pandemic or a major security event. But history shows that memories are short and attention soon turns to other matters, so the time for action is now. In this presentation, Paul Martin sets out a series of principles to assist thinking on how to build true organisational resilience against the full range of malicious threats and natural hazards. He contrasts these principles with conventional practice and highlights reasons why resilience has often been done badly.
