Tribal Climate Adaptation Research Projects Federal Fiscal Year 2021 Northwest and Southwest Climate Adaptation Science Center 12/17/2020 Deadline: 12/17/2020. Call for Statements of Interest for Tribal Climate Adaptation Research Projects Federal Fiscal Year 2021. Deadline for Statements of Interest – December 17, 2020. The Northwest and Southwest Climate Adaptation Science Centers (NW CASC, SW CASC) invite statements of interest for tribal climate adaption research projects to be initiated in Federal Fiscal Year (FY) 2021. The NW CASC is seeking statements of interest for tribal climate adaptation research projects that focus on the following priorities, as identified and described in the NW CASC Science Agenda for 2018-2023: 1) management of aquatic resources, 2) management of at-risk species and habitats, 3) management of invasive species and diseases, 4) management of forest ecosystems, and 5) human dimensions of climate adaptation. Statements of interest that describe leveraging of existing projects will also be considered. The SW CASC is requesting statements of interest that specifically draw upon the application of traditional methods of ecosystem restoration and natural resource management, with special emphasis on fire in the context of climate change and adaptation. These projects can be used as seed funding in preparation for subsequent calls for proposals or focus on developing a process for implementing traditional practices and/or building bridges between western (conventional) and indigenous practices. DOE Office of Indian Energy : On-Request Technical Assistance DOE 12/31/2020 Applications accepted year round. Indian tribes and Alaska Native villages can apply annually to receive on-request technical assistance with energy planning; housing, building energy efficiency, and resilience; project development; village power; and policy and regulation. National Link Local Governments Reimbursement Program EPA 12/31/2020 Applications accepted year-round. In the event of a release (or threatened release) of hazardous substances, EPA may reimburse local governments for expenses related to the release and associated emergency response measures. The Local Governments Reimbursement Program provides a "safety net" of up to $25,000 per incident to local governments that do not have funds available to pay for response actions. Long Term Research in Environmental Biology (LTREB) National Science Foundation (NSF) 12/31/2020 Proposals accepted year-round. The Long Term Research in Environmental Biology (LTREB) Program supports the generation of extended time series of data to address important questions in evolutionary biology, ecology, and ecosystem science. Research areas include, but are not limited to, the effects of natural selection or other evolutionary processes on populations, communities, or ecosystems; the effects of interspecific interactions that vary over time and space; population or community dynamics for organisms that have extended life spans and long turnover times; feedbacks between ecological and evolutionary processes; pools of materials such as nutrients in soils that turn over at intermediate to longer time scales; and external forcing functions such as climatic cycles that operate over long return intervals. National Link With generous support from Google.org, NCAI is issuing business stabilization grants in the amount of $5,000 each to a total of 28 selected Native-owned small businesses that havebeen severely impacted by the curtailing of commercial activity caused by the COVID-19 pandemic. Awarded applicants can use the funds to address their most urgent needs tostabilize and strengthen their businesses, such as (but not limited to): making monthly payments on small business loans that have lapsed due to declining business revenues; keeping employees employed; paying their vendors; and/or purchasing equipment/software to transition or grow their businesses online. The Community Forest and Open Space Conservation Program Forest Service, Department of Agriculture 01/11/2021 Deadline: 1/11/2021. The U.S. Department of Agriculture (USDA), Forest Service, State and Private Forestry, Cooperative Forestry staff, requests applications for the Community Forest and Open Space Conservation Program (Community Forest Program or CFP). This is a competitive grant program whereby local governments, qualified nonprofit organizations, and Indian tribes are eligible to apply for grants to establish community forests through fee simple acquisition of private forest land from a willing seller. National Link Bureau of Indian Affairs Endangered Species Program Bureau of Indian Affairs (BIA) 01/13/2021 Deadline: 1/13/2021. The Bureau of Indian Affairs has announced plans to provide funding (of up to $150,000 per applicant) in an effort to support restoration, management, and economic development, of “tribal trust resources”, as they are defined in the FOA attachment: "Those natural resources, either on or off Indian lands, retained by, or reserved by or for Indian tribes through treaties, statutes, judicial decisions, and executive orders, which are protected by a fiduciary obligation on the part of the U.S." (BIA, Endangered Species Program, Ranking Criteria and Application Process). As highlighted in the application process, the project proposals are expected to promote tribal revenue, through the utilization of these resources. Therefore, significant effort and concern should be placed in the preservation of important natural and traditional resources. Bureau of Indian Affairs Fish Hatchery Maintenance Program Bureau of Indian Affairs (BIA) 01/13/2021 Deadline 1/13/2021. The Bureau of Indian Affairs has announced plans to provide funding for fish (and/or shellfish) hatchery maintenance initiatives, within the eligible jurisdictions focused on in the program. Bureau of Indian Affairs Invasive Species (IS) Program Bureau of Indian Affairs (BIA) 01/13/2021 Deadline 1/13/2021. Successful applications will focus on the management/control of invasive species on tribal trust lands, individual Indian allotment lands, or in areas managed by tribes through treaties or agreements. Instead of focusing on the definition of “Invasive Species,” this program will focus on the damage caused to Tribal Trust Resources and leave it to the discretion of the applicant to describe whether the species is “invasive” or represents an instance in which a native species is behaving as an invasive species due to altered environmental conditions. This funding can cover all invasive species (plants/animals) outside of noxious weeds in agricultural settings. The National Forest Foundation (NFF) Matching Awards Program (MAP) provides funding for results-oriented on-the-ground projects that enhance forest health and outdoor experiences on National Forests and Grasslands. The current NFF strategic plan focuses on the Program Areas of Outdoor Experiences and Forest Health. By pairing federal funds provided through a cooperative agreement with the U.S. Forest Service with non-federal dollars raised by award recipients, MAP measurably multiplies the resources available to implement stewardship projects that benefit the National Forest System. National Forests, restoration, impacts, forest health, civic engagement, community involvement Average grant $25,032 National Link Organic Agriculture Research and Extension Initiative United States Department of Agriculture 01/14/2021 Deadline: 11/14/2021. The Organic Agriculture Research and Extension Initiative (OREI) seeks to solve critical organic agriculture issues, priorities, or problems through the integration of research, education, and extension activities. The purpose of this program is to fund projects that will enhance the ability of producers and processors who have already adopted organic standards to grow and market high quality organic agricultural products. Priority concerns include biological, physical, and social sciences, including economics. The OREI is particularly interested in projects that emphasize research, education and outreach that assist farmers and ranchers with whole farm planning by delivering practical research-based information. Projects should plan to deliver applied production information to producers. Fieldwork must be done on certified organic land or on land in transition to organic certification, as appropriate to project goals and objectives. Region 9 Indian Environmental General Assistance Program EPA 01/14/2021 2021 Deadline: 1/14/2021 EPA provides GAP financial and technical assistance to tribal governments and intertribal consortia to assist tribes in planning, developing, and establishing the capacity to implement federal environmental programs administered by the EPA and to assist in implementation of tribal solid and hazardous waste programs in accordance with applicable provisions of law, including the Solid Waste Disposal Act (commonly known as the Resource Conservation and Recovery Act, or RCRA). As described in the GAP Guiding Principles, this support promotes tribal government efforts to develop core environmental program capacities (administrative, financial management, information management, environmental baseline needs assessment, public education/communication, legal, and technical/analytical) and baseline capacities for media-specific programs (e.g., ambient air quality, water quality, managing waste, and other EPA-administered statutory programs). Adaptation, Regulatory, Environmental Justice, Natural Resources, Conservation, Health $75,000 for first-time applicants. Pacific Southwest Link Tribal Wetland Program Development U.S. Environmental Protection Agency 01/15/2021 Deadline: 01/15/2021. Tribal Wetland Program Development Grants (WPDGs) assist tribal governments and intertribal consortia to develop or refine tribal programs which protect, manage, and restore wetlands. The primary focus of these grants is to develop/refine tribal wetland programs. The goals of EPA’s wetland program include increasing the quantity and quality of wetlands in the U.S. by conserving and restoring wetland acreage and improving wetland condition. In pursuing these goals, EPA seeks to develop the capacity of all levels of government to develop and refine effective, comprehensive programs for wetland protection and management. Wood Innovations Grant Program Request for Proposals U.S. Department of Agriculture, U.S. Forest Service 01/20/2021 Deadline: 1/20/2021. The U.S. Forest Service requests proposals to substantially expand and accelerate wood energy and wood products markets throughout the United States to support forest management needs on National Forest System and other forest lands. This Request for Proposals focuses on the following priorities to: Reduce hazardous fuels and improve forest health on National Forest System and other forest lands. Reduce costs of forest management on all land types. Promote economic and environmental health of communities. The intent of the Wood Innovations Funding Opportunity is to stimulate, expand, and support wood products markets and wood energy markets. Deadline: 1/29/2020. Fiscal Year (FY) 2020 Flood Mitigation Assistance (FMA) Grant Program provides resources to assist states, tribal governments, territories and local communities in their efforts to reduce or eliminate the risk of repetitive flood damage to buildings and structures insurable under the National Flood Insurance Program (NFIP) as authorized by the National Flood Insurance Act of 1968, as amended. The FMA grant program strengthens national preparedness and resilience and supports the mitigation mission area through FEMA’s strategic goal of building a culture of preparedness. FEMA requires state, tribal, and local governments to develop and adopt hazard mitigation plans as a condition for receiving certain types of non-emergency disaster assistance, including funding for HMA mitigation projects. For more information on mitigation plan requirement or refer to the current HMA.  FY20 Building Resilient Infrastructure and Communities (BRIC) DHS FEMA 01/29/2021 Deadline: 1/29/2020 The Building Resilient Infrastructure and Communities (BRIC) program makes federal funds available to states, U.S territories, Indian tribal governments, and local communities for pre-disaster mitigation activities. The Building Resillient Infastructure and Communities (BRIC) program replaced the grant previously known as the Pre-Disaster Mitigation (PDM) Grant. FEMA will provide financial assistance to eligible BRIC Applicants for the following activities: (1) Capability- and Capacity-Building (C CB), (2) Mitigation Projects, (3) Management Costs.  FEMA will provide a tribal set aside of $20 million for allocations up to $600,000 for Native American Indian tribal governments to support C CB activities. Up to $300,000 of the Tribal Set-Aside may be used for mitigation planning and planning-related activities per Applicant. National Link Hazard Mitigation Assistance Programs FEMA 01/29/2021 2021 Deadline: 1/29/2021. FEMA's hazard mitigation assistance provides funding for eligible mitigation measures that reduce disaster losses. Mitigation planning breaks the cycle of disaster damage, reconstruction and repeated damage. Hazard mitigation includes long-term solutions that reduce the impact of disasters in the future. FEMA Hazard Mitigation Assistance has five grant programs. Hazard Mitigation Grant Program (HMGP). Assists in implementing long-term hazard mitigation planning and projects following a Presidential major disaster declaration.Flood Mitigation Assistance (FMA) Program. Provides funds for planning and projects to reduce or eliminate risk of flood damage to buildings that are insured annually under the National Flood Insurance Program.Pre-Disaster Mitigation (PDM) Program. Northwest, Alaska Link Region 9: Water Pollution Control Program U.S. Environmental Protection Agency 02/01/2021 Deadline: 2/01/2021. The Clean Water Act (CWA) Section 106 – Water Pollution Control Program assists federally-recognized Indian tribes with achieving environmental results by developing institutional capacity for administering water quality programs to protect, improve and enhance natural resources. Community Wood Energy and Wood Innovation U.S. Forest Service 02/03/2021 Deadline: 2/03/2021. The U.S. Forest Service (Forest Service) requests proposals for projects to install a thermally led community wood energy system or build an innovative wood product facility. The grants awarded under this announcement are authorized by the Agriculture Improvement Act of 2018 (7 U.S. Code § 8113). The Forest Service solicits proposals for projects that will achieve the following: Expand thermally led community wood energy or innovative wood product opportunities Improve forest health; and Stimulate local economies. 2020 Energy Infrastructure Deployment on Tribal Lands Department of Energy 02/11/2021 This Funding Opportunity Announcement (FOA) is consistent with the principles of tribal sovereignty and self-determination, and with an all of-the-above energy strategy that recognizes the breadth of energy resources on Tribal Lands, and each Tribe’s right to use them as they see fit. Projects sought under this FOA are fuel and technology neutral. Specifically, DOE’s Office of Indian Energy is soliciting applications from Indian Tribes, which include Alaska Native Regional Corporations and Village Corporations, Intertribal Organizations, and Tribal Energy Development Organizations to:(1) Install energy generating system(s) and energy efficiency measure(s) for Tribal Building(s) (Topic Area 1); or,(2) Deploy community-scale energy generating system(s) or energy storage on Tribal Lands (Topic Area 2); or,(3) Install integrated energy system(s) for autonomous operation (independent of the traditional centralized electric power grid) to power a single or multiple essential tribal facilities during emergency situations or for tribal community resilience (Topic Area 3); or,(4) Deploy energy infrastructure and integrated energy system(s) to electrify Tribal Buildings (Topic Area 4). DOE expects to make approximately $10 million to $15 million of federal funding available for new awards under this FOA, subject to the availability of appropriated funds. National Link WaterSMART Drought Response Program: Drought Contingency Planning DOI, Bureau of Reclamation, WaterSMART 02/11/2021 The objective of this funding opportunity is to invite states, tribes, irrigation districts, water districts, and other organizations with water or power delivery authority to leverage their money and resources by cost sharing drought contingency planning with Reclamation to build resilience to drought in advance of a crisis. Build and Broaden 2.0: Enhancing Social, Behavioral and Economic Science Research and Capacity at Minority-Serving Institutions National Science Foundation, Directorate for Social, Behavioral and Economic Sciences (SBE) 03/05/2021 Deadline: 03/05/2021. Build and Broaden 2.0 is designed to support fundamental research in the SBE sciences by scholars at minority-serving institutions (MSIs). Proposals are invited from single Principal Investigators based at MSIs and from multiple co-investigators from a group of MSIs. Principal Investigators who are not affiliated with MSIs may submit proposals, but must collaborate with PIs, co-PIs, or Senior Personnel from MSIs and describe how their project will foster research partnerships or capacity-building with at least one MSI as a primary goal of the proposed work. Native American Natural Resource Research Scholarship The Intertribal Timber Council (ITC), USDA 12/01/2021 The ITC Education Scholarship is designed to support tribally relevant, natural resource based, research being conducted by Native American scholars enrolled in a graduate program. Multi-Family Housing Loan Guarantees USDA 12/31/2021 The program works with qualified private-sector lenders to provide financing to qualified borrowers to increase the supply of affordable rental housing for low- and moderate-income individuals and families in eligible rural areas and towns. Construction, improvement and purchase of multi-family rental housing for low to moderate income families and individuals is the primary objective for this program. Under the Planning program EDA assists eligible recipients in creating regional economic development plans designed to build capacity and guide the economic prosperity and resiliency of an area or region. As part of this program, EDA supports Partnership Planning investments to facilitate the development, implementation, revision, or replacement of Comprehensive Economic Development Strategies (CEDS), which articulate and prioritize the strategic economic goals of recipients’ respective regions. Applications are accepted on a continual basis, consideration of applications will be based on the FWS budget cycle. The FWS Ecological Services Program provides Federal financial assistance on a competitive basis to secure information about endangered, threatened or candidate species, to aid in the recovery of these species, to avert listing of species pursuant to the Endangered Species Act, and to help conserve the ecosystems upon which these species depend.
