SeaDoc Society 2024 Call for Grant Proposals. Deadline: May 15, 2024. Open Call for Tribal and First Nations Grants (SeaDoc Society) The SeaDoc Society anticipates funding $100,000 for Tribal and First Nations projects. This application is only for Tribal- and First Nation- and Indigenous-led projects. Funding for individual projects will be limited to $50,000. The SeaDoc Society is pleased to launch our annual competitive grants program with the goal of supporting science where more information is needed and expected to directly improve the health of the Salish Sea. Thanks to private donors, we plan to fund a minimum of $250,000 in projects for 2024 with funding for individual projects limited to $50,000. We anticipate awarding two Tribal, First Nations, or indigenous-led projects and three or more through our Open Call for proposals.

Our goal is to support science that results in positive conservation outcomes for pressing environmental issues facing the Salish Sea. Analysis of past SeaDoc-funded work showed that successful projects that (1) defined the conservation need a priori, (2) collaborated with personnel from government agencies, and (3) where researchers built and maintained relationships with natural resource managers and policy makers before, during and after the research. Accordingly, we plan to fund projects where more science will benefit conservation and where investigators can demonstrate plans for including these three components.

Solicitation Opens for Tribes to Sell Clean Energy Credits to Federal Agencies under Indian Energy Purchase Preference. Deadline: May 20, 2024. The GSA has opened a solicitation for 47,500 MWh of clean energy credits from Tribes in a move that both boosts opportunity for Tribal energy businesses and advances federal clean energy goals of running on 100% carbon pollution-free electricity by 2030 (E.O. 14057). The solicitation has the potential to lead to the first ever procurement under the Indian Energy Purchase Preference. 

• The solicitation is for Energy Attribute Certificates (EACs), which include Renewable Energy Credits (RECs), and allow for the clean attributes of energy production to be purchased without having a direct connection to the energy source. One EAC is equivalent to 1 MWh of clean energy production.
• Tribal-majority-owned energy businesses with carbon pollution-free electricity, or who compile carbon pollution-free electricity from other sources are eligible to compete in the solicitation.
• EACs must have been generated between April 1, 2023, and Dec. 1, 2024, from generation sources that were put in service on or after Oct. 1, 2021. The EACs will be procured independently from physical power produced by Tribal sources.

• WHCNAA, GSA, DOE, and DOD committed to implement the Indian Energy Purchase Preference at the 2022 Tribal Nations Summit and in 2023 DOE Secretary Granholm re-emphasized the need to implement the whole preference, which allows for buying energy byproducts such as EACs.

Deadline to Apply: May 22, 2024. Tribes and Native communities are on the front lines of climate change, experiencing extreme weather, rising sea levels, extended drought, warming temperatures, and melting permafrost. The IPCC’s Fifth Assessment Report demonstrates that climate change affects Indigenous peoples more severely and earlier than other populations. Many tribes and Native communities are located in remote and coastal locations, which increases their vulnerabilities to flooding and wildfire. Furthermore, subsistence and cultural practices rely on healthy ecosystems that are stewarded by Native peoples. To support climate action that addresses adaptation and disaster preparation First Nations established the second project under its newly created Climate Initiative, Advancing Tribal Nature-Based Solutions. This project is designed to provide tribes and Native nonprofits with resources to support climate action that addresses adaptation and disaster preparation (e.g., wildfires, flooding, drought) through the application of nature-based solutions based on Native knowledge. To address the challenges facing kelp and eelgrass, a holistic and inclusive approach to research is needed. Proposals are encouraged from diverse fields of study to include (but not limited to) biophysical science, social science, and Indigenous science.

The Habitat Strategic Initiative Lead 2023 Investment Plan contains five investment priorities (A-E)
recommended by the Habitat Strategic Initiative Advisory Team. The Plan informs the upcoming
allocation of up to $11 million in Puget Sound Geographic Program funds. The following five priorities
are not listed in prioritized order:

A. Increase capacity and workforce development to meet Puget Sound habitat recovery goals.
B. Local support for habitat protection, monitoring, and adaptive management.
C. New science, synthesis, and analysis for improved protection and restoration of kelp and
eelgrass in Puget Sound.
D. Restoration effectiveness of soft shore alternatives to hard armor.
E. HSIL-Hosted recovery community engagement.
E.1 Understanding and planning for sea level rise and climate related hazards to shorelines
in Puget Sound.
E.2 Increased marine vegetation awareness and support through place-based community

Fiscal Year 2025 Project Solicitation: Now Accepting Proposals. The NW CASC invites Statements of Interest for our Federal Fiscal Year 2025 research portfolio, for which we are seeking projects that focus on developing knowledge and resources to address 1) the effectiveness of management or adaptation strategies, 2) climate adaptation strategies for estuaries and coastal ecosystems and 3) management and climate adaptation strategies for sagebrush and juniper ecosystems, with a focus on the Great Basin. Proposals developed in response to this project solicitation should focus on developing scientific information and products that can be directly applied to specific management challenges, either locally or broadly across landscapes in Idaho, Oregon, Washington and western Montana. EPA is announcing the availability of approximately $81 million in non-competitive, direct award funding from the Inflation Reduction Act of 2022 (IRA) for eligible state, local, Tribal and territorial air agencies to establish new ambient air monitoring sites, and maintain, operate, or upgrade existing ambient air monitoring networks. These funds provide critical resources to ensure the sustainability of national air quality monitoring networks as a public asset. The networks provide data to inform decision making that protects human health and the environment. Approximately $2 million of funding is also available to support the deployment and operation of air quality sensors in low-income and disadvantaged communities across the United States.

The 2024 Bullitt Prize. Deadline to Apply: June 1, 2024. The 2024 Bullitt Prize application is now officially open – and will remain open through June 1, 2024. Are you a conservation and environmental justice leader working on a project or action to address a conservation or environmental justice issue in the Pacific Northwest? The Prize is awarded annually based on the following eligibility: an individual or collaborative group, from an underrepresented group, from Washington State or the Pacific Northwest region if their work impacts Washington, are 35 years or younger and have demonstrated academic, professional, or grassroots leadership that advances the environmental movement. The goal is to broaden, strengthen, and diversify the current and future leadership of the environmental movement by investing in emerging leaders advancing conservation and environmental justice efforts in the Pacific Northwest. The Confronting Hazards, Impacts and Risks for a Resilient Planet Program (CHIRRP) invites projects focusing on innovative and transformative research that advances Earth system hazard knowledge and risk mitigation in partnership with affected communities. Hazards compounded by changing climates, rising populations, expanding demands for resources, aging infrastructure, and increasing reliance on technology are putting our economy, well-being, and national security at risk.

CHIRRP projects will demonstrate convergence of three essential elements: (1) Equitable Community Partnerships; (2) an Earth System Science approach to advance knowledge of hazards, impacts, and risks and (3) Actionable Solutions that increase resilience.

Tribal Climate Resilience Program Grants in Washington. Deadline to Apply: June 7, 2024. Choice Neighborhoods Planning Grants support the development of comprehensive neighborhood revitalization plans which focus on directing resources to address three core goals: Housing, People and Neighborhood. To achieve these core goals, communities must develop and implement a comprehensive neighborhood revitalization strategy, or Transformation Plan. The Transformation Plan will become the guiding document for the revitalization of the public and/or assisted housing units while simultaneously directing the transformation of the surrounding neighborhood and positive outcomes for families. The Planning Grants NOFO was posted to Grants.gov on April 9, 2024 and announced up to $10 million for Planning Grant awards. The maximum grant award is $500,000. Applications are due June 10, 2024.

The Active Transportation Infrastructure Investment Program (ATIIP) is a new competitive grant program created by Section 11529 of the Bipartisan Infrastructure Law (enacted as the Infrastructure Investment and Jobs Act (Pub. L. 117-58) to construct projects to provide safe and connected active transportation facilities in active transportation networks or active transportation spines.

ESIP Lab Request for Proposals. Deadline: June 17, 2024. Earth Science Information Partners (ESIP) Lab has recently announced a new request for proposals. The 2024 ESIP Lab RFP aims at supporting data management, data analysis or visualization, or data-informed storytelling related to climate resilience. Over the past seven years, ESIP has granted over $300k in small grant funding, resulting in over $2.5 million in follow-on funding, numerous collaborations, open-source software and data products, and peer-reviewed publications. Grid Resilience Formula Grants. Applications Extended to June 17, 2024. Department of Energy (DOE) issued an amendment to the Administrative and Legal Requirements Document (ALRD) for the Grid Resilience State and Tribal Formula Grants Program, extending the deadline for States, Indian Tribes, and Territories to apply for grants and request allocations to Monday, June 17, 2024 at 11:59 p.m. ET.   The original deadline was today, April 17th.  The deadline extension reflects stakeholder feedback and provides additional time for States, Indian Tribes, and Territories to prepare applications. Applicants should submit their applications as soon as they are ready.  Applications will be processed on a rolling basis as they are received, and grants may be awarded prior to the June 17, 2024 deadline. U.S. Fish & Wildlife Service 2021 Tribal Wildlife Grants Program. Deadline: June 18, 2021. The U.S. Fish and Wildlife Service is pleased to announce the availability of funding through the Tribal Wildlife Grants (TWG) Program.  The TWG Program was created to support the development and implementation of programs for the benefit of wildlife and their habitats and species of Tribal cultural or traditional importance, including species that are not hunted or fished. The TWG Program provides opportunities for federally recognized Tribes to engage in fish and wildlife conservation efforts on their lands, many of which are located adjacent to DOI- managed lands. Many of the TWG Program-funded project activities increase fish and wildlife populations, allowing for hunting and fishing opportunities on and off Tribal lands. Additionally, the TWG Program also funds project activities that align and assist the Service with Endangered Species Act (ESA) activities supporting downlisting, delisting, and preventing species listing under the ESA.  Estimated Total Program Funding:   $6,000,000; Award Ceiling: $200,000; Award Floor: $10,000. The Family Forest Fish Passage Program (FFFPP) assists private forestland owners in removing culverts and other stream crossing structures that keep trout, salmon, and other fish from reaching upstream habitat. Road culverts and other structures that are aging, too small, or improperly installed can block fish from reaching their spawning grounds, and young rearing salmon from reaching the ocean. The program funds the replacement of eligible barriers with new structures. Since 2003, some 376 landowners have taken advantage of the program to remove 433 barriers and open more than 1149 miles of stream habitat.

The National Fish and Wildlife Foundation (NFWF) is pleased to announce the 2024 National Coastal Resilience Fund (NCRF) Request for Proposals (RFP). NFWF will make investments in planning, design, and implementation of natural and nature-based solutions. The goal is to enhance protection for coastal communities from the impacts of storms, floods, and other natural coastal hazards and to improve habitats for fish and wildlife. NFWF will award approximately $140 million in grants to create and restore natural systems to increase protection for communities from current and future coastal hazards and improve habitats for fish and wildlife species. The availability of federal funds estimated in this solicitation is contingent upon the federal appropriations process; funding decisions will be made based on level of funding and timing of when it is received by NFWF.

Deadline: August 1, 2024.  Microbes and communities of microbes have remarkable genetic, physiological and biochemical diversity, allowing them to flourish in environments all over the planet and in a variety of substrates and hosts. The goal of this solicitation is to support research that addresses one or more of the three themes: 1) define the underlying mechanisms or rules that drive the formation, maintenance or evolution of synthetic microbial communities, 2) use synthetic microbial communities to address fundamental biological questions, including questions in molecular biology, cellular/organismal biology, ecology and evolution and/or 3) build synthetic communities with biotechnology, bioeconomy or environmental engineering applications, including but not limited to the production of novel biorenewable chemicals, biodegradation of recalcitrant or “forever chemicals,” enabling a circular bioeconomy, fostering sustainable agriculture and mitigating the impacts of climate change.

The Inflation Reduction Act Forest Landowner Support programming provides financial assistance grants for projects that support underserved and small-acreage forest landowner participation in emerging private markets for climate mitigation and forest resilience. The Inflation Reduction Act provides the Forest Service $450 million for Forest Landowner Support which will be made available through a series of funding opportunities. Under the authority provided by Section 22 of the Water Resources Development Act of 1974 (PL 93-251), as amended, the U.S. Army Corps of Engineers can provide states, local governments, other non-Federal entities, and eligible Native American Indian tribes assistance in the preparation of comprehensive plans for the development, utilization, and conservation of water and related land resources. Typical studies are only planning level of detail; they do not include detailed design for project construction. The program can encompass many types of studies dealing with water resources issues. Types of studies conducted in recent years under the program include the following: water supply/demand, water conservation, water quality, environmental/conservation, wetlands evaluation/restoration, dam safety/failure, flood damage reduction, coastal zone protection, and harbor planning.

There are two types of assistance available: (1) development of a Comprehensive Plans for planning for the development, utilization, and conservation of the water resources and (2) Technical Assistance related to the management of state water resources.

The Community Action Fund Grant supports efforts that include community organizing, amplification of community voices, and utilize a wide variety of tactics imperative to shifting the political and financial systems that are impacting our communities. The Grant is available on an ongoing basis as funds are available.Areas of emphasis may include: climate justice and racial equity efforts, challenging the extractive industry, accelerating the just energy transition in Indigenous communities, healing justice work within the movement, and training the next generation of community organizers.  Direct expenses may include funding for travel, supplies, equipment, consultants, contractual services and staff that support various forms of NVDA (non-violent direct action), i.e.;  marches, camps, boycotts, prayer vigils as a form of resistance, organizing or protest to affect change.  Action may also include community-based response to climate events such as flooding, fires, earthquakes.

This program will help eligible entities develop applications for to be submitted for grants under the Office of Environmental Justice and External Civil Rights (OEJECR) Community Change Grant Notice of Funding Opportunity (NOFO), which is expected to be issued in the fall of 2023. Community Change Grants will invest approximately $2 billion dollars in Inflation Reduction Act funds for environmental and climate justice activities to benefit disadvantaged communities through projects that reduce pollution, increase community climate resilience, and build community capacity to respond to environmental and climate justice challenges. Eligible projects for this technical assistance must be located in a disaster-prone area and benefit a disadvantaged community.

Deadline: November 21, 2024. Inflation Reduction Act Community Change Grants Program. EPA’s new Environmental and Climate Justice Community Change Grants program (Community Change Grants) has announced a Notice of Funding Opportunity for approximately $2 billion dollars in Inflation Reduction Act funds in environmental and climate justice activities to benefit disadvantaged communities through projects that reduce pollution, increase community climate resilience, and build community capacity to address environmental and climate justice challenges. These place-based investments will be focused on community-driven initiatives to be responsive to community and stakeholder input. They are designed to deliver on the transformative potential of the IRA for communities most adversely and disproportionately impacted by climate change, legacy pollution, and historical disinvestments.

Rolling Deadline. The Rural Economic Development Loan and Grant program provides funding for rural projects through local utility organizations. USDA provides zero-interest loans to local utilities which they, in turn, pass through to local businesses (ultimate recipients) for projects that will create and retain employment in rural areas. The ultimate recipients repay the lending utility directly. The utility is responsible for repayment to USDA.

Deadline: Year round with periodic ranking cycles announced. The Agricultural Conservation Easement Program (ACEP) protects the agricultural viability and related conservation values of eligible land by limiting nonagricultural uses which negatively affect agricultural uses and conservation values, protect grazing uses and related conservation values by restoring or conserving eligible grazing land, and protecting and restoring and enhancing wetlands on eligible land. ACEP has two components:Agricultural Land Easements (ALE) help private and tribal landowners, land trusts, and other entities such as state and local governments protect croplands and grasslands on working farms and ranches by limiting non-agricultural uses of the land through conservation easements.Wetland Reserve Easements (WRE) help private and tribal landowners protect, restore and enhance wetlands which have been previously degraded due to agricultural uses.

Submissions accepted on a rolling basis. The Clean Water Indian Set-Aside Grant Program (CWISA) provides funding to Indian tribes and Alaska Native Villages for wastewater infrastructure. The CWISA program is administered in cooperation with the Indian Health Service (IHS). The CWISA program provides funding for wastewater infrastructure to American Indian Tribes and Alaska Native Villages. Funds may be used for planning, design, and construction of wastewater collection and treatment systems. The CWISA program is administered by the Environmental Protection Agency (EPA) in cooperation with the Indian Health Service (IHS) Sanitation Facilities Construction program. To be considered for CWISA program funding, tribes must identify their wastewater needs to the IHS Sanitation Deficiency System. EPA uses the IHS Sanitation Deficiency System priority lists to identify and select projects for CWISA program funding.

Rolling Deadline. The Climate Action Fund (CAF) was established in 2009 to award small grants to frontline community groups that are fighting to prevent fossil fuels from being extracted and/or the construction of large point sources of greenhouse gas emissions. CAF is a grassroots alternative to carbon offset programs. Instead of purchasing carbon credits, funds will be used to empower frontline communities to keep fossil fuels in the ground where they belong. Grants generally do not exceed $2,500.
