The Parish government operates under the Home Rule Charter form of government adopted by the voters in 2011. Since that time, my office has worked with the Parish Council to implement many changes in Parish structure and operations that allow us to improve our services to the citizens and businesses in our area. We will continue to focus on providing the essential services needed by the public and do so in the most cost effective manner.
Natchitoches Parish has a rich history and culture that influences everything that we are and do. From our founding as the first permanent settlement in the Louisiana Purchase territory to the present, we are a community of hard-working, fun-loving and friendly people.
Our Parish is rich in natural resources and scenic beauty. It is truly a sportsmen’s paradise. The pine forests, Cane River and beautiful lakes entice one to fish, hunt or just explore the outdoors.
The Parish is also the home of a number of major industries in forestry and building materials production, poultry production and processing, paper manufacturing and other manufacturing.
Northwestern State University is one of Louisiana’s finest public universities and includes the Louisiana Scholars College. The university provides valuable opportunities to people and businesses in the region and its faculty and staff make major contributions to the quality of life in the Parish.

Natchitoches Parish Council
The Parish Council consists of five members that constitute the legislative branch of the Parish government. Members are elected from single-member districts for four-year terms. Council members are term limited and cannot serve more than three consecutive four-year terms. The Parish Council, being bound by the Home Rule Charter, State laws and the Constitution, have the authority to pass Parish Ordinances including those related to the general welfare of the Parish and the management of Parish affairs.
Parish Council meetings are held on the 3rd Monday of each month (excluding holidays and special called meetings) beginning at 5:30 p.m. in Room 211 of the Natchitoches Parish Courthouse located at 200 Church St. in Natchitoches.

Recommendation 1: General Control Environment
A. The subrecipient’s general polices and procedures does not have the code of ethics process.
The Parish has a State Ethics Liaison, Cathy Creamer. The State Ethics Liaison provides both on-line access to ethics training and in person training at least two times a year for Natchitoches Parish Government. Every employee is required to attend ethics training and their completion of the required ethics training is documented in their personnel file. This process will be added to the NPG Personal Manual and presented to the Natchitoches Parish Council for ratification.
B. The Subrecipient does not have the fraud, waste, and abuse banner on the website.
RESPONSE: The Parish in undergoing a new website design at this time, the website is projected to be complete by the end of July. NPG will send the required banner to the designer and ensure that it is posted prominently on the landing page of the Parish website.
