Update on
Meeting by CMD BSNL with leaders of Recognized Associations & Unions: As notified by SR Cell Section BSNL CO, the
Meeting was held by Shri. P.K. Purwar ji, CMD BSNL at his office on Third Floor, Bharat Sanchar
Bhawan, Janpath New Delhi at 1630 hrs of 24/05/2024. Mrs. Anita Johri, PGM
SR BSNL was also present in the meeting.
This
meeting was attended by the representatives of recognized Associations SNEA & AIGETOA
and recognized Unions BSNLEU, NFTE BSNL & BTTU.
From SNEA,
this meeting was attended by Shri. Manish Samadhiya, President SNEA
CHQ and Shri. M. S. Adasul, GS SNEA CHQ .
Meeting
started with a direct address by CMD BSNL, wherein he shared information about
technically upgradation of BSNL Equipments and what are efforts taken by BSNL
in improving Infrastructure to maintain maximum uptime in the overall network
of BSNL all over India.
CMD BSNL
critically analyzed challenges in front of BSNL and stressed that with support
of GoI, till now BSNL has overcome majority of challenges faced by it and only
problem is with 4G /5G Mobile services for which BSNL is not at fault and
whatever equipment of 4G is being provided by M/S Tata, same is being installed
by BSNL.
We
have prestigious projects like Bharat Net which can be utilized for
providing One Crore FTTH connections. This
year, we earned very good revenue from FTTH and Leased lines and fibraisation
of leased lines are helpful to provide more precarious financial institutes.
CMD
BSNL narrated that except 4G/5G services, BSNL is having sufficient equipment
and resources. He added that all works related to equipments supplied to BSNL
are completed and 4G/5G services started at many places. There certain issues in
supply of 4G Equipments by the vendors and hence BSNL is facing constraints.
But he was optimistic that in coming days issues of suppliers also will be resolved
and BSNL will get full fledge 4G & 5G equipments and will start getting
enhanced revenue from GSM services shortly.
CMD BSNL
has all figures about procurement of Equipments on his finger tips and he
shared the following details.
· Availability
of Battery & Power Plants:
· Out
of 23000 Battery sets procured and 20000 sets delivered to field units up to
now and more than 18000 have been installed at site. Very shortly all 2300 sets
will be delivered and installed at all sites.
· Total
9800 Power Plants are procured and 3700 delivered to field up to now and
efforts are being made that remaining supply and installation of Power plants
is completed within one month’s period. Second round of Procurement is also
started and lithium ion batteries also procured. There will not be any scarcity
of Power Plants in the coming days.
· To
meet the shortage of good quality Modules for power plants purchased after Year
2017, total 30000 Power Plant modules are also procured for smooth power supply
to BSNL equipments and with this, the
power supply issues faced by certain exchanges will be managed by field units.
· With
such huge procurement of Battery sets, Power Plants and its modules, the
present crisis in the field units will be reduced to a better extent. If any field
units feel any shortage at any stage, the requirement will be fulfilled within
15 days of receipt of the requirement by BSNL Corporate office. As of now no
resource constraints exist in BSNL and all have to put efforts to maintain
uptime more than 99.0 %
· The
entry of all these items is being made in ERP for better accounting and records
and with this field units will have to manage energy availability for maximum
time by proper and timely maintenance of
Batteries and Power plants and if till anyone fails to maintain it properly
then accountability will be fixed for mishandling equipments.
·
Optical Fiber connectivity:
· Availability
of OFC: CMD BSNL stressed that for survival of BSNL in Telecom network,
maintaining OFC Network uptime of 99.5 % is must and if we must achieve this
target by combined efforts of all. The
availability of resources for sufficient fiber is available for services and
maintenance. As of now BSNL is having 6000 Lakh Kms of OFC available in hand
and 10000 KMs are reserved for maintenance and retrieval of lossy fibers.
· Availability
Tool Tester for OFC Maintenance: CMD BSNL added that Tools
& Testers like OTDR, splicing machines etc are available in ample quantity
and with available tools BSNL can form teams for maintenance of OFC @ one team
per 200 Kms OFC. He emphasizes one OFC Maintenance team includes One SDE/JTO,
One JE, Two TT / ATT with
one Vehicle and tools like one splicing machine , one OTDR machine,
other equipments for ensuring OFC fault
restoration within 4 hrs of occurrence of fault. By analyzing requirement for
specific locations, CGMs/BA/Unit Heads may deploy additional team for less than
200 Kms also, but no should be kept pending beyond four hours.
· Ample
availability of OFC Equipments: CMD BSNL stressed that as
of today, sufficient and latest Transmission equipments like OTN, EDGE Router,
MAAN, SFP, and CPAN etc are made available to field units and any additional
requirement if any can be made available at any time.
· Effective/
efficient use of Non-Executive in BSNL: CMD BSNL expressed that the
Non-Executive manpower is underutilized after conversion of landline to FTTH
and many of BAs have completely the 100% work of conversion of Landline into
FTTH and hence the staff working for landline is spare as of now. He stressed
that there are a good number of Non-Executives who are at age below 35 years
and they can be utilized in OFC maintenance, FTTH Maintenance, Computer works
by proper training by BSNL. BSNL will arrange special training to all such Non
Executives and appealed leaders to bring awareness among employees and they
should come forward for required training and changes in work. Effective and
efficient use of Non-Executives will make effective and efficient use of
available manpower which is the need of time.
· Appointment
of BCG as consultant of BSNL:
After elaborate information on improvement of Infrastructure of
BSNL and stressing hard for 99.5% uptime of BSNL network, CMD BSNL narrated on
the appointment of BCG as consultant and explained need of appointment of
consultant in BSNL. He added that there are certain effective actions taken by
the different Telecom operators all over word and certain effective decisions
of other companies adding value to the business of the company, and the same
cannot be known to BSNL and its officers. Consultants are appointed for
implementation of such measures in BSNL and to get such critical advice on
existing working and chances of improvement in it. He elaborated that there are
a total of seven Modules on which BCG
consultant will keep a focused approach and submit its recommendations.
1 Improvement in QoS (Quality of Services): CMD BSNL added that BSNL aims to
maintain 99.00 to 99.95% uptime which is practiced globally and some of private
Telecom operators practices it. He
stressed for improvement of fault manageability and improvement of MTRR
further. He added that when he has taken over as CMD BSNL, the MTTR was very
high and he had set a target of 4 Hours MTRR, which was dream at that time, but
with the efforts of all, this target was also achieved by BSNL and now it is
reality and not a dream. As such whatever may be challenges , there is need to
improve network availability and reduction of MTRR and BCG will give its
recommendations on both these issues related to improvement of Quality of
Services,
2 Customer centricity Module: CMD BSNL added that 12% to 15 % staff will be utilized in the
field of Customer care and main intention is that customer issues should be
resolved before customer reaches BSNL office. He agreed that present services
offered through BSNL CSCs and Call Centers are not up to mark and there is much
scope for improvement. He stressed for improved customer experience, customer
centric approach with support of call center, Customer grievances portal, apps
so that 99% customer work / issues will be resolved without the need of visit
by BSNL customers to BSNL offices. He stressed the need to resolve all issues/complaints of
customers without need of visiting the BSNL office and the entire focus will be
to solve the customer grievances/complaints within four hours of reporting
fault and efforts will be made to implement customer simplicity and ease in
getting BSNL services.
3 Sales & Distribution: 12% to 15 % staff will be
utilized in the field of sales & marketing. This is very important vertical
and it is a need of time that we have to focus on Sales and Distribution
activities. BCG consultant will also give its suggestions for improvement in
existing Sales and Distribution Policy of BSNL.
4 Cost reduction: CMD BSNL made it clear that there is no plan for VRS for BSNL and
also there is no intention of BSNL Management for cutting the existing manpower
as the organization needs stability at this time. He added that about 11000
BSNL employees out of total 57000 working employees will be retired within the next
5 years and hence there will be systematic reduction in manpower and no need of
any special drive for the same. He added
that BSNL has already saved Rs 400 to 500 Crores by implying electricity saving
measures effectively. He also stressed other
measures for cost reductions viz. power/ electricity bill savings, compressed
network size, reduction of centralized Air conditioners areas, implementation
of open office work concept for better working environment as started in
Chandigarh etc are the other measures for cost reduction and BCG will give its
recommendations for improvement in BSNL.
5 Challenges of Emerging high Technologies and its response by BSNL: By
elaborating importance of emerging High Technologies, CMD BSNL added that BSNL Executives
should also be utilized in high tech areas like BSNL own IT system &
solutions / data center, billing Centers,
Core/software units, Customer services, Transmission Units with proper trainings. CMD BSNL informed that
he aims to have BSNLs own Dedicated Software Unit which will take care of IT
enabled services of BSNL. He added that it is unfortunate that even after
having ample manpower and infrastructure, BSNL is not able to grab the market
of IDC due to lack of focused approach.
Such business opportunities with use of BSNL Executives in higher Technologies
will be explored by BCG consultants. CMD
BSNL stressed that with utilization of executives in higher technologies with
special benefits to these executives will help BSNL in retention of its
talent.
6 Brand Strengthening /visibility: Elaborating need of Brand
Building in today’s market scenario, CMD BSNL added that with valuable
suggestions from the consultant BCG, BSNL aims to All efforts will be made for better brand
visibility especially in youngsters to add Brand Value of BSNL and all its
product so that immediate attention of Telecom customers is drawn towards BSNL
Products.
Terms
of Reference of BCG <<<>>>
After
more than one hour address by the CMD BSNL, then some time was given for
suggestions by the leaders of Unions and Associations.
On
turn of SNEA for submitting views, we have elaborated that BSNL has taken ample
efforts for improvement of Infrastructure and from the presentation of CMD BSNL
given today, there are much actions taken for improvement of Infrastructure and
definitely BSNL services will improve.
We
pointed out that even after getting More than 3.25 lakh Crore support from GoI
for revival of BSNL, nothing has been done by BSNL Management for resolving
pending HR and financial issues and there is lack of motivation among the
workforce of BSNL which has to implement the Project of GoI and also the
recommendations of BCG.
We
added that BSNL management has not even started the process for resolving HR
issues of the BSNL workforce. We narrated that if the work of BSNL is not
motivated by the financial benefits, then the recommendations of BCG also will
not give desired results.
By
quoting say of CMD BSNL that there are hundred HR issues pending, we requested
CMD BSNL to keep aside all hundred issues and resolve only one the issue related to
all executives and Non-Executives i.e. Implementation of 3rd PRC with
topmost priority. We added
that BSNL management cannot expect the BSNL workforce to be motivated by
compelling them on pay scales granted in 2007 i.e. before 17 years and
requested immediate action from BSNL management to start discussions on
implementation of 3rd PRC.
In
response CMD BSNL informed that he and his BSNL management was never against
passing on any benefits to employees and rather he is advocating implementation
of 3rd PRC for all executives and Non-Executives, but he has limited
role and final decision on this matter is to be taken by DoT/GoI. He assured all possible support from BSNL
management for implementation of 3rd PRC.
We
have narrated that the role of consultant is limited only for Infrastructure
improvement and it seems that there is no scope for improvement of level of
motivation by resolving HR issues like promotions in view of court cases,
revision of vacancies of different cadres, revision of Pay /Perks, resolving
pay anomalies etc.
CMD
BSNL informed that though there is no specific mention and all such suggestions
are expected from the consultant and there are no restrictions on consultants
to give suggestions for improvement of BSNL.
We
pointed out that earlier also consultants were appointed but their
recommendations were not given consideration in total and it was given
consideration only partially and asked for the purpose for again appointing
consultant with such huge costs.
CMD
BSNL responded that Project Sikhar was one of such effective recommendations by
consultant which has added great value to Enterprise business. This special
approach added Enterprise Business of Rs 4000 Crores per year. Earlier, only
Government Banks were using Network of BSNL for connectivity of banks, but now
apart from Government Banks even private banks like ICICI Bank, IDBI, etc are
using BSNL services for interconnectivity of their branches. He stressed that
the appointment of consultant will not be a total loss to BSNL but it will
definitely add value to the business of BSNL.
CMD
BSNL added that FTTH Business has added Revenue of Rs 2670 Crore per year and
in this way each vertical has to add enhanced revenue to BSNL.
We
also asked about freedom given to consultant in giving recommendations and
requested CMD BSNL to confirm where all suggestions from the consultant will be
implemented or may be again implemented partially. If consideration is not to
be given to all the recommendations of the consultant, then what is the use of
appointing a consultant with a huge cost of Rs 132 Crore needs to be clarified.
CMD
BSNL responded that consultant is free to submit recommendations on any subject
which will help BSNL in improving its business and business opportunities. But
all recommendations of consultant will not and cannot be given consideration
and final decision on implementation of recommendations of consultant will be
taken by BSNL Board and it may accept 100% Suggestions and may not accept it
100% and may partially accept the recommendations of consultant.
CMD
BSNL added that one special meeting has been called on 27/05/2024 with Circle
Heads so that the BCG consultant can start their work effectively.
We
asked where there is any scope for Associations/Unions to have interaction with
the BCG Consultant team and where our suggestions will be included in the
recommendations of BCG? CMD BSNL
responded that Association leaders can have meetings with teams of consultant
and their suggestions will be well taken into consideration by the consultant
while submitting their recommendations. He assured to have such interactive
sessions and appealed the leaders to
come forward with such solid and concrete suggestions.
On
query that BSNL is going through financial crises to a better extent that we
are not in position to meet the day to day expenses, many employees related
issues are kept frozen for years together and till BSNL is paying Rs 132 Crore
just for getting recommendations or suggestions to improve services, CMD BSNL
responded that Rs 132 Crores is peanuts for company like BCG and for similar
works they charge three times than the amount charged to BSNL. We are able to
get these negotiated rates with much discussion and pursuation. He added that
there are hundreds of demands of employees which cannot be taken care of
altogether. There should not be any relation between the appointment of BCG as
consultant and pending issues of Employees. With the improvement of services
and revenue of BSNL all such issues of employees can be taken care of.
On
query of implementation of second VRS as main
agenda of this special meeting, CMD BSNL responded that till today there is
no discussions at any level about second VRS, and there is no chance of second VRS rather BSNL is
likely to get more projects and there is need of available manpower to meet
requirement of works allotted to BSNL. He added that BCG is given a task to
suggest the utilization of existing manpower with efficient and effective
manpower. He advised leaders to make it clear to all employees and executives
of BSNL that in these circumstances no second VRS is possible in coming days
also.
We
have brought to the notice of CMD BSNL that BSNL has taken decision to shift
from Landline to FTTH, but no efforts are made for retrieval of Copper network.
BSNL has invested Crore of rupees in the Copper network and assets worth crores
of rupees need to be recovered in systematic and planned manner.
CMD
BSNL responded that such feedback is expected from associations and unions and
efforts will be made for recovery of copper assets, but added that the
expenditure of recovery of the asset is more than the cost of asset to be
recovered, but assured to look into it. We added that this work can be given
centralized to vendors for recovery on basis of as is where is or sale at the
site by valuing these assets, otherwise this asset will be sold/stolen by some
miscreants and it will be loss to BSNL in Crores of rupees.
On
a query for a time frame fixed for recommendations of BCG, CMD BSNL responded
that it will study different units for the first six months, then draft the
recommendations in next three months and will complete its project in total 18
months.
On
query, where any penalty clause is implemented in case of failure on part of the
consultant in submitting its recommendations, it was replied that there is no
such clause in the work order issued, but the works will be completed in time
given in work order. The work is to be completed in 34 months and accordingly payment will be made on basis
of completion of works of that particular Year. The consultant will not only
submit recommendations, but will also support BSNL in implementation of these
recommendations so that the expected benefits can be realized.
In
a nutshell, this special meeting was called to give ideas behind the appointment
of the BCG consultant by BSNL management and how it will be utilized for
improvement of BSNL and majority of time CMD BSNL was addressing the house. The
majority of time of the meeting was addressed by CMD BSNL and at the end some
queries and doubts were cleared by CMD BSNL and many left unclarified due to
said time constraint.
There
were many doubts and queries of leaders to be clarified by CMD BSNL on BCG
Consultant, but it was not clarified as CMD BSNL had another meeting at 1800
Hrs. The meeting started at 1630 Hrs concluded at 1800 hrs with vote of thanks
by Mrs. Anita Johri, PGM SR BSNL CO.
It
is fact that there is mass unrest about the appointment of BCG Consultant and
we have drawn attention of management on this, but as usual BSNL management has
already decided to appoint BCG as consultant by payment of Rs 132 Crore
and Management want to move as per the
directions of expert opinion of Consultant.
We
find that at this stage there is no chance that this appointment of consultant
will be reverted back, and hence we will have to keep keen watch on overall
activities of the consultant and we will not let go of Rs 132 Crore of BSNL
waste. It is our responsibility that the consultant gives proper
recommendations on all fronts and all such recommendations are implemented for overall
growth of BSNL.
If
as proposed, BSNL Management is successful in getting desired output out of the
recommendations of BCG, and there is increase in overall profit/revenue of BSNL
as being projected in proposal for appointment of BCG, then we will not have to
worry at this stage, rather we should be happy that such increased revenue will
not only pave way for implementation of 3rd PRC, but it will enhance scope
for implementation of 4th PRC due in Year 2027 and we all Executives
and Non-Executives will be financially upgraded along with BSNL.
Let
us hope for the best out of this unwanted appointment of BCG consultant and
rest time will clear all our doubts and prove where fear by all of us was right
or strong faith by BSNL Management on BCG Consultant for revival of BSNL was right.
Let
us pray that by the end of this year, time will prove that BSNL Management was
right in the appointment of BCG and our fear was wrong and then the same
management will come forward by releasing our due financial benefits pending
for years together.
Meeting
of leaders of Recognized Associations and Unions of BSNL: In the pretext
of Meeting called by CMD BSNL, the leaders of recognized Associations and
Unions had a meeting at 1500 hrs to discuss and decide certain strategies. This
meeting was presided over by Shri. C. Singh, GS NFTE BSNL and was
attended by Shri. Animesh Mitra, President BSNLEU, Shri. C. K.
Gundanna, AGS BSNLEU, Shri. N.D. Ram, GS SEWA, Shri. Mukesh,
CS SEWA BSNL CO, Shri. Arvind Pal Dahiya, CS SNEA BSNL CO, Shri.
Manish Samadhiya, President CHQ and Shri. M. S. Adasul, GS SNEA.
This
meeting was called to have one voice strategy on whatever may be agenda of the meeting
as no agenda was shared for this special meeting. It was analyzed that this
meeting will be for update on BCG Consultant appointment, for update on
development issues and may be on issues related to merger of MTNL with BSNL. It
was discussed about need of consultant at this stage when BSNL has already shown certain profit,
the huge expenditure of Rs 132 Crore for consultant, curtailment on the
expenses of daily need, poor maintenance of Bldg. and Staff quarters, Unrest
among entire workforce of BSNL on long pending Financial benefits of Executives
and Non-Executives mainly losses due non-implementation of 3rd PRC,
further enhancement of Mobile Handset reimbursement for executives, Extension
of Mobile Handset facility to Non-Executives and need of minimum level of
motivation for Executives/Non-Executives is
BSNL etc were discussed in length. After elaborate discussions on
different points from all angles, it was unanimously decided to pursue these
issues more vigorously and with strong unity. It was decided that whatever may
be agenda of the Meeting by CMD BSNL, the leaders will keep a single demand for
implementation of 3rd PRC for all executives and non-executives with
suitable fitment formula. The meeting concluded with thanks by Shri. Arvind Pal
Dahiya CS SNEA BSNL CO.
Update
on Meeting for renewal of BSNL GHI Policy: As notified by Admn Section BSNL CO, the
Meeting for renewal of existing BSNL Group Health Insurance Policy was held at
Second Floor, Committee Hall, Bharat Sanchar Bhawan, Janpath New Delhi on 22/05/2024.
The
meeting was Presided over by Shri Sanjeev Tyagi, PGM Admin
BSNL CO and from management side it was attended by Mrs. Anita Johri, PGM
SR BSNL CO, Shri S.P. Singh, PGM Estt. BSNL CO, Shri
Rajeev Kumar Sharma, DGM Admn/PR and Shri. S.K. Agarwal, AGM Admn BSNL CO.
This
meeting was attended by the representatives of recognized Associations SNEA & AIGETOA
and recognized Unions BSNLEU & NFTE
BSNL.
From SNEA,
this meeting was specially attended by Mrs. Anu Agrawal, CP
SNEA BSNL Corporate Office and Shri Arvind Pal Dahiya, CS SNEA
BSNL Corporate Office.
Starting
the meeting with welcome, DGM Admn gave a brief idea about the revised proposal
received from M/s Oriental Insurance Company with Co-payment Option. In this
proposal, total 12 different categories are defined and renewal rates are
enhanced by 1.22 times to 1.86 times and these rates shared are subject to 20%
co-payment. Copy<<<>>
Further it
was briefed that M/s Oriental Insurance Company has made restrictions for
employees who are opting for the group policy for the first time and for all
such new entrant diseases namely Cataract, Knee –replacement, Diabetes,
Hypertension, Hernia, Urinary Tract Infection, Kidney Transplant, Hysterectomy,
Fever and Benign ENT disorders and surgeries i.e. Tonsillectomy, Adenoidectomy,
Mastoidectomy, Tympanoplasty etc. will not be covered for first year.
On our
query, about negotiations with M/S Oriental Insurance Company, it was informed
that the representatives of the company are present in Bharat Sanchar Bhavan
and once it is decided by an in-house meeting of BSNL, they will be called to
participate in the meeting and we can discuss with them. The rates quoted by
M/S Oriental Insurance Company were analyzed in detail and it was once again
decided that further reduction in premium rates will be asked for.
Leaders of
all Associations and Unions once again demanded that the rates quoted by M/S
Oriental Insurance Company are still high with co-payment option and demanded
for continuation in same rates with co-option. All showed their resentment for
the first year restriction condition too. Leaders of all Associations and
Unions have not accepted this proposal and demanded for provision for
continuation of the policy after retirement also.
PGM SR
specially pointed that restriction clause for Hypertension, Diabetes and Fever
is very vague. Further from management side it was conveyed that considering
the last year IN and OUT situation Co-Option Policy wherein a certain
percentage of the amount of the GHI claims are to be paid by the individuals is
needed in order to control the premium amount. This will also have control on
claims during policy year which is base for deciding premium amount for renewal
next year or every year.
After
elaborate discussions on pros and cons of the proposal submitted by M/s
Oriental Insurance company, the
representatives of M/s Oriental Insurance Company were invited in the meeting
and Shri. Mukesh Goyal attended this meeting from M/S Oriental
Insurance Company. We told that the premium rate is still too high with
co-payment policy and with these
restrictions no one will opt the GHI policy at all. We also narrated that
personal Medical policies are available at cheaper rates having these
restriction clauses in the market.
In
response Shri. Goyal informed that they have worked on this proposal further
and now the categories have been clubbed into 6 only instead of 12 and further
the premium rates have been lowered. Regarding the restriction clause he
clarified that this will be applicable only to parents of new enrolled
employees for a period of one year. He further informed that restriction will
be only for cataract, Knee-Replacement, Hip replacement, Diabetes, Hypertension
and UTI diseases only and all others will be covered. He also informed that if
any employee wants to continue the policy after retirement, then he can
continue the same as individual policy , in that case he will get the benefit
of continuation of policy.
All
associations representatives demanded that increase must be kept at 1.20 times only
as already 20% co-payment option has been exercised upon. Further it was asked
to elaborate/categorize the diseases like Diabetes and Hypertension.
It was
again suggested that provisions must be made for payment against co-option may
be reimbursed by BSNL as outdoor claim as considering the current situation it
is difficult to get the reimbursement of co-payment under BSNL MRS policy.
Management representatives informed that BSNL can look into it depending upon
the number of employees opting the policy.
In
conclusion, it was decided that M/S Oriental Insurance Company will give final
quote as per discussions held in today’s meeting and if it is between 1.00 times
and 1.20 times with 20% co-payment option the same will be finalized by BSNL
otherwise fresh meeting for deciding rates as per fresh quote will be conducted
immediately on receipt of the quotes.
The
Meeting concluded with summarizing of discussions by PGM Admn and thanks by DGM
Admn BSNL CO.
Update on hearing in DGM Regular
Court case in CAT Chandigarh: The scheduled hearing in the Court case against DGM
Regular Promotion at CAT Chandigarh was scheduled on 25/05/2024 and case was
listed at Sr No. 88. But as double bench was not available, the hearing could
not take place today and next date is given as 06/08/2024.
Update on hearing in 22820
Court case in CAT Delhi: The scheduled hearing in the
Court case filed by SNEA for grant of 22820 Basic pay at CAT Delhi was
scheduled on 21/05/2024, but hearing could not take place as file was not traceable.
Applicant was supposed to file the rejoinder on reply of respondents before
this hearing, but same was not submitted but it will be filed well within time
before next hearing scheduled on 04/07/2024.
Update on hearing in Contempt Petition
at High Court Delhi by SNEA & Others against deputation of Officers to
BSNL: The hearing in this case was scheduled on 22/05/2024, the hearing also
took place, but could not completed due to paucity of time. The next date of
hearing is scheduled on 24/09/2024.

As on today, there is total outstanding of approx. Rs. 4.08 Cr total
against Services connections and out of that Rs 3.39 Cr is outstanding against
North East Region Circles.
As per this letter, all the service connections are to be verified,
checked for eligibility and if any wrong service connection has been provided,
then the amount is to be recovered.

Some of GSM Connections allotted to State Government, Central
Government and VIP category are exempted from dunning process and hence are
having outstanding more than one year old, for which immediate necessary action
for the recovery of outstanding needs to be taken by respective circles and its
recovery is to be done in a time bound manner.

This is partial modification
in BSNL Recognition of Executives Association 2014 as per the pursuation of
SNEA. Though the REA Rules were formed in Year 2014, the important facility of marking all
Circulars/letters /notices was neither introduced in REA 2014 nor it was
granted to Majority Association.
Though some units were
marking copies to DS/CS and GS SNEA, but it done only by few office
administration and majority including BSNL Corporate office was not marking
copies to Recognized Associations By understanding the seriousness of the
issues and concern expressed by DS/CS,
this issue was taken by SNEA as part of agenda meeting and thereafter
pursued for such official order and
finally this order has been issued and henceforth all non-confidential
Circulars will be marked to DS/CS/GS SNEA at respective level respectively by
offices of BA Heads/Circle Heads and Corporate Office.

Transformation in Strategic areas of BSNL to become a Leading Brand in Telecom

There is mixed
reaction among the executives in BSNL and many have welcomed this idea and many
have started opposing this issue where in a good amount of Rs. 132 Crore will
be handed over M/S BCG for getting advise in which BSNL has expertise.
When there are huge talented/expertise executives within BSNL,
there is no need of repeated appointment of consultant and that to be by paying
such huge cost.
Earlier also, many consultants
have been appointed and consultant have given some suggestions for growth and
development of BSNL and our of them some are accepted by BSNL, but till date
many suggestions on HR issues benefitting executives are not accepted by BSNL. That means it is not binding for BSNL to
accept the recommendations of consultant.
SNEA will discuss this
issue, in its CS and CHQ OB Meeting scheduled at Manali in next week and decide
further course of action on this issue.
