The moratorium takes effect September 4th, 2020.  The CDC declared the moratorium to ensure that renters can practice social distancing and remain in compliance with stay at home orders in their states during the Covid-19 Pandemic. Prior to this action, many state level moratoriums were about to expire. Please note, the moratorium does not cancel or cover back rent, utilities or fees. It also does not provide emergency assistance for housing. The moratorium only postpones evictions. Homeowners are confused about what is available to help them with their mortgage, renters don’t know if they can be evicted, and advocates want to know how current policies are impacting the most vulnerable consumers. Unfortunately, up to the minute data just isn’t available as quickly as needed to keep up with the ever-changing landscape of the COVID-19 pandemic. At NHRC, we know HUD approved housing counselors are seeing this play out on a day to day basis with consumers they are trying to help. In order to [...]NHRC HighlightsOn Monday, NHRC met with Danberry Carmon and the Office of Housing Counseling staff.  In the photo are Ibijoke Akinbowale (NCRC), Terry Carr (HUD), Jorge Rivera (UnidosUS), Danberry Carmon (HUD), Claudia Randall (Community Development Network of Maryland), Simone Griffin (HomeFree-USA), and Ellie Pepper (NHRC).  Also in the meeting were Ayanna Fortson (National Urban League), Jennifer Murphy (Homeownership Council of America), David Young (Housing Action Illinois), Karen Hoskins (NeighborWorks America), Baylee Childress (NeighborWorks America), Ruth Roman (HUD), Brian Siebenlist (HUD), Phyllis Ford (HUD),  Jerry Mayer (HUD), and me. We discussed strategies to increase housing counselor certification, challenges with testing sites, English as a second language issues, and different learning and testing styles of counselors.  We explained  some of our programs to attract more people to the housing counseling field.  We urged HUD to get this year s Housing Counseling Assistance funding out early to the agencies.  We floated ideas on rebranding housing counseling and what would it take to rebrand the housing counseling job title.   We updated HUD on the technology work, integrating MISMO data standards into the housing counseling client management systems. We described the Savi student loan tool and the discount for HUD-approved housing counseling agencies.  All in all, it was vibrant discussion and we agreed to more regular meetings.
