Nació en Haret el Sa'adie de la Vieja Ciudad de Jerusalén, capital de Palestina, el 13 de agosto de 1946, convertido en refugiado desde 1948. Casado, padre de 4 hijos.
Formación Humanística
Tiene estudios de ciencias políticas, sociología y maestría de ceremonias. Autor de 5 libros, el 6 de Ensayos y 3 Centenares de artículos publicados en diarios y revistas. Dicto más de 4 Centenares de conferencias y cátedras universitarias.

* Presidente de la Organización de Estudios Históricos-Literarios Arabes-1978.
* Fue Secretario General del Comité de Solidaridad con el Pueblo Palestino en 1983.
* Director de la Oficina de Información Palestina en 1987.

Desde la Primera Oficina hasta la Primera Embajada Palestina en la República Argentina

Primer Embajador del Estado de Palestina en la Argentina
Fue un compromiso de sangre y raíz. Sangre jerosolimitana y raíz palestina. Fue un compromiso con mis principios de dignidad para mi pueblo palestino. Fue mí compromiso con mi Maestro, con nuestro Padre de la Patria Yasser Arafat. Fue un compromiso con mi propio exilio de más de medio siglo.
Seré critico y contundente. El objetivo era considerablemente noble. La instalación de una Oficina de la Organización para la Liberación de Palestina-OLP en la Argentina que asista los legítimos derechos del pueblo palestino, fue el propósito.
No fue un desafío simple. El primer paso fue establecer nuestras relaciones diplomáticas con el gobierno argentino. El segundo, un sueño de mi vida, abrir la primera Embajada de Palestina en Buenos Aires.
Boicot, conspiraciones y amenazas, fueron una constante. No era grato. Más doloroso fue cuando del mismo frente interno palestino la conjura de los cegados por el poder personal excedían los intereses de nuestro propio pueblo. Todo formó parte de un pesado costo. La decisión estaba tomada. Nada ni nadie podía detener la traza silenciosa. Cada golpe adverso me fortaleció y me impulsó a continuar.
Por ética reservaré el alma esencial de la estrategia, el lobby, los contactos y los compromisos con las distintas altas personalidades para lograr el éxito del objetivo.
La proyección dio sus frutos. Con discreto perfil en 1985 alquile bajo mi responsabilidad y abrí en la Argentina la primera Oficina Palestina en la ciudad de Rosario (segunda de importancia en Argentina) en una casa de estilo antiguo ubicada en Avda. Carlos Pellegrini 1618. Desde ese ámbito, en 1989, impulsé el Club Social y Cultural Palestinos de Rosario. (consta Documentación y Fotos).
Con la mezcla de frustraciones y logros, desde esa primera Oficina de Información Palestina, nuestra voz comenzó a penetrar contundentemente en Buenos Aires, en el interior y el exterior del país. También llegó a nuestro Liderazgo Palestino. Fue una ardua y prolija labor que mucho interesó al Comandante Yasser Arafat y mucho preocupó a algunos otros. La misma quedó plasmada en la historia.
De la inquebrantable militancia emanaron los resultados. En 1990 preparé un nuevo reto. Con el aval escrito del Comandante Arafat, a mi regreso de Túnez abrí en una moderna propiedad de tres pisos en el Barrio Caballito de Buenos Aires, situada en Yerbal
1020, la primera Representación de la Organización para la Liberación de Palestina-OLP en la Argentina. Fue una determinación muy fuerte y arriesgada. No teníamos reconocimiento oficial del gobierno argentino, pero lo toleró (consta Documentación y Fotos). En 1993, se acordó lanzar la Cámara de Comercio Argentino-Palestino.
La presencia palestina era fundamental para demoler los retóricos mitos difamadores que sufría la Organización para la Liberación de Palestina-OLP y la justa lucha de liberación de nuestro pueblo palestino. El excelente edificio alquilado cubrió las expectativas de Oficina de la OLP en la ciudad de Buenos Aires. Sin presupuesto de mi gobierno, me vi obligado a comprar todo el mobiliario para las oficinas y la residencia. Los alquileres fueron pagados por la OLP desde 1990 hasta el 93. Desde ese año hasta 1995, y a partir de ese año hasta mediados de 1999, tuve que hacerme cargo de los gastos y alquileres de la oficina.
Inesperado. Luego de la guerra del Golfo de 1991, las presiones trajeron la debacle económica de la OLP y el recorte presupuestario para las Oficinas en el exterior. Mi frágil patrimonio, la indiferencia de los míos y en general, me obligó dejar el edificio de la Oficina y la Residencia personal en 1995 de manera lamentable, traumática y humillante, con un lamentable juicio de desalojo. El alto costo económico, lo asumí personalmente con todos sus gastos. (consta Documentación). Además del sabor amargo de la pérdida, fue la fuerte preocupación de no alcanzar el compromiso de mi objetivo.
A La falta de propiedad, la asfixia económica, el clima de guerra en el Golfo Arábigo (1991), los dos atentados terroristas que sufrió la Argentina en la embajada israelí (1992) y en la institución judía AMIA (1994) que puso las miradas acusadoras en la OLP. Se sumó la falta de reconocimiento diplomático por parte de la Argentina, más la fuerte presión de lobby israelí para que no se reconozca a la OLP, me dejó al borde de un riesgoso equilibrio.
Redoblé los esfuerzos, y como lo señala un proverbio palestino: el golpe que nos quiebra la espalda nos impulsa hacia adelante, continué con un favorable trabajo mediático y de esclarecimiento, sorteando dificultades, indiferencias y presiones, buscando sin presupuesto de nuestro liderazgo palestino, alquilar una nueva propiedad para re-abrir la Oficina y obtener el reconocimiento del gobierno argentino al status diplomático de la OLP.
La persistencia encendió la luz de la esperanza. En 1995 el gobierno argentino me hizo saber sus deseos de reconocer oficialmente a la OLP. Rompí mi exilio ese año y retorné a mi país por primera vez en 1995, para informarle al Presidente Yasser Arafat y recibir al Canciller argentino José Mario Guido Di Tella en Gaza. Al regreso de Palestina, ya acreditado como Embajador por decreto de nuestro Presidente Yasser Arafat, presenté mis Cartas Credenciales y elaboré la acción diplomática.
El anhelo se logró. En 1996 sellé el primer acuerdo de nuestras relaciones bilaterales y la aceptación para la apertura oficial de nuestra Misión Palestina en la Argentina. Sabía que esas primeras relaciones serian bajas y a nivel de Representante, plagadas de dificultades y de presiones israelíes.
Mi corazón palestino se atiborró de felicidad. En 1996, ya con el reconocimiento argentino a la OLP y a la Autoridad Nacional Palestino, alquilé e inauguré una nueva Representación en un sobrio piso del barrio de Belgrano, ubicado en Mendoza 1821, 8piso de Buenos Aires. Mi gratitud al hermano argentino-libanés Dr. Horacio Munir Haddad, por su generosidad de ayudar alquilar la nueva Sede. La crisis presupuestaria continuaba.
Con tiempo y perseverancia, tras generar prácticamente un lobby propio con los contactos y las reuniones con la Cancillería Argentina, logré alcanzar los máximos reconocimientos diplomáticos de la Cancillería Argentina, casi a niveles de un Estado. Entre el año 2000 al 2004, se logró muchos avances diplomáticos. Finalmente en el 2004, la Argentina me entregó el documento reconociendo definitivamente el cargo de Embajador en lugar de Representante, con derecho a la precedencia, inmunidades y el avance protocolar que reubicó a nuestra Misión desde Organismos Internacionales al Cuerpo Diplomático junto con las embajadas. Cambiando las placas del automóvil oficial de ME (misiones especiales) a CD (cuerpo diplomático). Un reconocimiento casi de Estado. El establecimiento de las relaciones diplomáticas, fue altamente complejo en todo sentido. Oportunamente informe el exitoso cambio a nuestro Liderazgo enviando la nota oficial y las nuevas credenciales diplomáticas que me otorgaron.
Percibí, que a pesar de los significativos logros diplomáticos, la frágil situación económica y la falta de presupuesto ponía en riesgo la continuidad de nuestra presencia palestina con oficinas alquiladas. Se precisaba un inmueble propio para nuestra Embajada que nos asegure la permanencia.
Embajada
Es un capitulo aparte. Cómo explicar. Qué redactar. Fueron muchas idas y vueltas, lobby y contra lobby, dificultades, maniobras, decepciones y agobios. Un azote constante, y hasta algunos de los míos no les agradaba ningún avance. Quebradas las muchas presiones, la diplomacia funcionó.
La estrategia echó a volar lo soñado. Quizás me resultaba más fácil pedir prestada una casa para la Embajada, sin embargo, me interesaba asegurar un propiedad propia para Palestina.. Luego de las peregrinaciones para conseguir un propiedad, a finales de 1996 obtuve con mucho esfuerzo que el gobierno argentino entregue un inmueble para nuestra Embajada y me dio la posibilidad de elegir entre varias propiedades. Opté por la más complicada, pero la más acorde para nuestro pueblo palestino. Un importante edificio de un siglo de antigüedad en pleno Barrio Norte de Buenos Aires. Un palacio de 4 pisos enclavado en Riobamba 981. Su estado era deplorable y su interior en total ruina. Otro nuevo gran desafío fue el reciclado del edificio. Sabía que no podía obtener recursos económicos de parte de nuestro Liderazgo, ni tener un subsidio local y sólo el gobierno argentino sería mi única expectativa. El Presidente Arafat agradeció por nota el gesto argentino.
La expectativa se obtuvo. Los esfuerzos fueron dignos y los entretelones espinosos y apasionados hasta lograr convencer al gobierno argentino para que refaccione el edificio de la futura Embajada Palestina. El inmueble se comenzó a reciclar en 1997 por licitación abierta y pública del gobierno argentino con las empresas. El presupuesto inicial propuesto no llenaba las expectativas. Era un edificio de casi 1800 metros cuadrados y mi deseo fue recuperar su máxima belleza y esplendor. Fueron casi 3 años de obra de remodelación del edificio. Hubo muchos sin sabores, pero no dejé mínimos detalles sin realizar.
* Me interesó mantener su estilo francés como monumento histórico para la ciudad. En el interior se recuperó su belleza con empapelados importados; detalles en dorados; mármoles y alfombras. Amplia residencia de vivienda para el embajador. Importante escritorio para el embajador. Varias oficinas. Salones de recepción; el salón de reuniones: Jerusalem; la sala de conferencia: Mártires; la sala de la Bandera: Yasser Arafat; el salón de biblioteca: Dalal Al Mogharabi. Las dependencias; dos departamentos para visitas y departamento para Consulado. Quincho con asador; cancha de paddle; once baños; cuatro cocinas; portones motorizados; dos ascensores y una serie de finos detalles que realzaron el edificio con sus jardines y terrazas con su árboles y plantas. Los muchos que conocieron el antes y el después de la propiedad se sorprendieron de cómo se logró. Fue un verdadero orgullo. (hay fotos del Edificio en ruinas en 1996 y del Edificio reciclado en 1999).
Durante la obra de reconstrucción del edificio, me encontré que los jardines y terrazas recuperados no tenían plantas. Por otra parte, los muebles que tenia de las otras oficinas no eran suficiente. Sin presupuesto de mi gobierno, me obligué a elaborar el nuevo desafío. Luego de los muchos contactos, el Jefe de Gobierno de la ciudad, Fernando de la Rúa, en 1999, donó hermosísimas palmeras y finas plantas de exterior e interior.
En cuanto a los muebles, fue otra historia interesante. Al no tener presupuesto de mi gobierno para la compra del mobiliario para la Embajada, luego de muchas búsquedas e indiferencias, obtuve del gobierno argentino la donación de algunos muebles usados de oficina (según el artículo 53 de los muebles del Estado en desuso y antieconómico su arreglo para el gobierno argentino. Según consta en el Documento que me entregaron). Si bien los muebles estaban en muy mal estado, con esfuerzos los restauré, haciéndome cargo de los gastos de arreglos y restauración (consta Documentación y Fotos del mal estado de los muebles).
En 1999, Palestina ya estaba representada digna y diplomáticamente en la Argentina, con un importante palacio cuyo valor superó los $ 10 millones de dólares. Afortunadamente mi gobierno no tuvo inversión alguna en la propiedad. Ahorrando nuestro gobierno un alquiler de $ 15,000 dólares mensuales. Sin vacilar, es la mejor Embajada de Palestina en el mundo, competitiva con las mejores embajadas extranjeras en Buenos Aires. Gracias a mi familia por el sacrificio y el soporte. Gracias a la Argentina. Gracias al Pueblo Argentino. Gracias a quien presidía la Nación Dr. Carlos Menem. Gracias a quien regía la Ciudad de Buenos Aires Dr. Fernando de la Rúa. Gracias a quienes me acompañaron en los malos y los buenos momentos... A los desleales y a quienes conspiraron y traicionaron, mi comprensión.
Sensaciones agridulces, felicidad y lágrimas. Mis ojos cristalizaron el despertar exitoso del largo sueño. El 15 de noviembre de 1999, Día de la Declaración de Independencia, con mis manos enarbolé por primera vez en el frente del edificio nuestra Bandera Nacional e inauguré la primera Embajada del Estado de Palestina, con una recepción sin precedente en la memoria de la diplomacia en Argentina. Más de 1800 personalidades asistieron a la misma. Diplomáticos; sectores del gobierno nacional, local y provincial; intelectuales; religiosos, colectividad, etc., colmaron la calle y el edificio. A las 20:35 quien fuera el Presidente de la Nación Dr. Carlos Menem cortó las cintas palestinas y argentinas dejando inaugurado la esperanza y el anhelo palestino. La seguridad de la continuidad y la presencia palestina en la Argentina, mediante su Embajada, ya estaba consolidada.
Durante la inauguración planté en los jardines de la Embajada un Arbol de Olivo por la Paz en Palestina y Jerusalem. Llamé a la dignidad, la paz y la convivencia. Exhorté e impulsé al gobierno argentino para la apertura de la Embajada Argentina en Palestina. Sobre este tema en especial, después de muchos contactos y solicitudes con los distintos presidentes argentinos, se logró en el año 2005, que el Presidente Néstor Kirchner, firme el decreto para la apertura de una Representación Argentina en Palestina. El Hermano Presidente Abu Mazen lo agradeció. En lo personal, lo agradecí por nota y públicamente en la prensa. La Argentina envío su primer Embajador a Palestina, en Octubre de 2008. El objetivo se había logrado. Palestina y Argentina igualaron sus relaciones bilaterales y diplomáticas.
Los esfuerzos y sacrificios no fueron en vano. Mi heroico y martirizado pueblo palestino se lo mereció y seguramente se sintió orgulloso de ver flamear nuestra primera Bandera Nacional Palestina en pleno corazón de Buenos Aires. El Presidente Yasser Arafat, se emocionó cuando en Ramallah le mostré la foto de su Embajada, nuestros ojos enrojecieron.
Durante mi gestión: A)-La Embajada fue la base de las relaciones diplomáticas de Palestina con Argentina y con las embajadas de países amigos. B)-Fue la base para el inicio de las relaciones diplomáticas bilaterales entre Palestina y la República del Paraguay en el 2000, firmada entre las partes en el 2005. C)-Fue la base de los frecuentes contactos con la República del Uruguay para establecer nuestras relaciones diplomáticas. D)-Fue la casa de cada palestino y descendiente en el exilio, de los árabes y los hombres amantes de la dignidad. E)-La Embajada fue el lugar de contactos con el gobierno nacional y los gobiernos provinciales y algunos gobiernos extranjeros. F)-Fue la base del contacto con los intendentes, con los diputados y senadores nacionales y provinciales. G)-Desde la Embajada se firmaron acuerdos de cooperación con los gobiernos y el incentivo de la plantación de Arboles de Olivo por la Paz, plantados en 34 ciudades. H)-Fue el recinto para la presentación de libros, exposición de obras de arte y fotografías. I)-Fue el lugar ideal para las conferencias sobre Palestina, para recepciones y encuentros de notables personalidades. J)-Fue un espacio para el diálogo y la paz; del encuentro intelectual, religioso, social y político. K)-Además de los vastos programas diplomáticos y culturales, se destacaron las recepciones anuales por el Día Nacional de Palestina con la participación de más de 1500 personalidades en cada una de las importantes recepciones. Quedando en el recuerdo como la única Embajada con más poder de convocatoria del ámbito diplomático e institucional. L)-Desde la Embajada impulsé en el 2001, el Centro Cultural Argentino-Palestino para la reunificación de los hermanos palestinos. Y en el 2005, desde la Embajada se adhirió e impulsó el Centro de Amistad Argentino-Palestino de Rosario. M)-Desde la diplomacia incentive e inauguré una calle con el nombre de Belén y 5 calles con el nombre Palestina en Argentina. En Buenos Aires logré que la calle Palestina cruce a la calle (Israel), inaugurada en la misma esquina el 11/10/1995. N)-Desde la Embajada impulse la creación de la primera Estampilla Postal del Correo Argentino con el nombre de Belén 2000-Palestina, presentada con el Presidente argentino el 29/9/1999 (única estampilla argentina dedicada a la Ciudad Sagrada y a un país árabe). O)- Desde lo intelectual, escribí 5 Libros, más de cuatro centenares de artículos y casi cinco centenares de Conferencias y Cátedras por mi pueblo y mi Patria. De todo lo expresado constan las Documentaciones Oficiales y Fotografías.
Al finalizar mi misión en mayo de 2006, me despedí con una recepción en la Embajada con más de 1700 personalidades. Fue una despedida emocionante en la que recibí el gran cariño de la gente y fui receptor de un Documento de Reconocimiento a mi labor firmado por más de un centenar y medio de personas, dirigido a S.E. Hermano Presidente Abu Mazen. Oportunamente le fue enviado el Documento.
Quizás, una sintética visión de lo logrado con el tiempo la dio el principal diario de la Argentina, Clarín, Buenos Aires, viernes 19/mayo/2006. En una larga entrevista sobre la finalización de mi misión, destacó: El embajador Suhail Hani Daher Akel, entró por la puerta trasera de la diplomacia y hoy se va con una ceremonia de despedida del Palacio San Martín (Cancillería Argentina). Esto reflejó el respeto conseguido para nuestra Justa Causa Palestina.
Deje la Embajada con mi conciencia serena. Casi tres décadas de un digno trabajo desde la militancia, lo diplomático e intelectual, se logró las relaciones bilaterales y la apertura de la primera Oficina Palestina hasta la primera Embajada del Estado de Palestina con su edificio propio. La satisfacción de haber sido el primer Representante de la OLP y el primer Embajador Palestino en la Argentina. Y el orgullo de haber sido el Embajador del Mártir Presidente Yasser Arafat. Una lágrima me corrió al besar por última vez el óleo de la Virgen María, Reina de Palestina, entronizada en la Embajada en el año 2003. From the First Office to the First Palestine Embassy

It was a commitment to my principles of dignity for the Palestinian people, to my Master and our Nations Father, Yasser Arafat, and to my own exile of over half a century. I will be critical and assertive. The objective was highly noble. To establish an office for the Palestine Liberation Organization-PLO in Argentina that would safeguard a legitimate right of the Palestinian people-such was the purpose. It was a formidable challenge. The first step was to establish our diplomatic relationships with the Argentine Government. The second, a lifetime dream, was to open the first Palestine Embassy in Buenos Aires. Boycotts, conspiracies and threats were the order of the day. It was not pleasant, and it was even more painful knowing that the same Palestinian internal front, a group of plotters blinded by personal ambition, went far beyond the objectives of our own people. All of this was the high price to pay. The decision had already been made. There was no stopping the silent scheme. Each blow made me stronger and encouraged me to go ahead. I will, on principle, spare certain details-the very heart of the strategy, the lobby, the contacts and the commitments made to different renowned people in order to succeed.
The projection bore fruit. In 1985, on a low-key profile, I opened the First Palestinian Office in Rosario City, Argentina, the second major city in the country. It was an old-looking house located at Avenue Carlos Pellegrini 1618.
With mixed feelings of frustration and achievement, our voice began to make its way through Buenos Aires, the Argentine provinces, and abroad by way of the first Palestine Information Office. It also reached our Palestinian highest authorities. This hard yet very neat work very much impressed Commander-in-Chief Yasser Arafat and filled others with concern. It certainly went down in history.
The relentless militancy had its results. In 1990, I was ready for the next challenge. On my return from Tunisia, and with Commander-in-Chief Arafats support, I opened the first Delegation for the PLO in Argentina. It was a modern three-storey building located at Yerbal 1020, in the neighborhood of Caballito in Buenos Aires. It was a major, yet risky, move. Although we had no official recognition from the Argentine Government, it raised no objections. The Palestinian presence was critical to eliminate the defamatory myths surrounding the PLO and the just liberation fight. The highly accommodating premises fulfilled our expectations. I purchased the furniture without any funding from my Government. The PLO temporarily paid the rent. Then, the unexpected happened. Following the 1991 Gulf War, pressures brought about the PLOs economic downfall and a long-lasting reduction in budgetary allocations for external offices. A lack of financial resources, together with general indifference and the indifference of those next to me, forced me to leave the building in 1995. It was a very traumatic and humiliating episode. I absorbed the high financial cost, and was left with the bitter taste of loss and fear that I might not be able to achieve my objective.
The lack of a place, the severe budgetary crisis, the war climate in the Arabic Gulf (1991), the two terrorist attacks suffered by Argentina first on the Israeli Embassy (1992) and then on the Jewish institution AMIA (1994 )causing accusatory looks on the PLO, together with a lack of diplomatic recognition by Argentina and the strong pressure by Israel against recognition of the PLO, all left me walking on the razors edge.
I doubled my efforts. True to a Palestinian proverb (the blow that does not break your back pushes you forward), I continued my work on the media and my clarification activities. I overcame difficulties, indifference and pressure, while looking, with no money to spend, for a rented place to reopen the office and seeking the recognition of the PLOs diplomatic status by the Argentine Government.
Persistence lit the light of hope. In 1995, the Argentine Government informed me of its desire to officially recognize the PLO. That same year, I put an end to my exile and returned to my country. There, I broke the news to President Arafat (who had returned in 1994) and received Argentinean Chancellor José Mario Guido Di Tella in Gaza. Back in Buenos Aires, and already an accredited Ambassador by a decree of our President Yasser Arafat, I submitted my credentials and developed a diplomatic action plan.
My wish was fulfilled. In 1996, I signed the first agreement of our bilateral relations and the acceptance of the official opening of our Palestinian Mission. I knew that those relations would at first be low-key and only of a representative nature. They would also be fraught with difficulty and Israeli pressure. With time and perseverance, after lobbying contacts on a highly personal basis and holding several meetings with the Foreign Ministry, I received from Argentina, between the years 2000 and 2004, the document recognizing the office of Ambassador and its precedence, immunities and the diplomatic upgrade repositioning our Mission, which would no longer be an international organization, into the diplomatic corps along with the rest of the embassies. We were almost granted State recognition. The process of reestablishing diplomatic relations was extremely complex.
My Palestinian heart was filled with happiness. In 1996, I rented and opened a new representation office, the PLO and the Palestinian National Authority-PNA having already been granted recognition by Argentina. The office was in a sober apartment located at Mendoza 1821, 8th floor, in the neighborhood of Belgrano, in the Federal Capital. I thank my fellow Brother Mr. Horacio Munir Haddad, of Argentine and Lebanese descent, for being so generous in renting the new office. However, the financial crisis was not over yet.
I perceived that, in spite of the significant progress made, the fragile economic situation jeopardized the continuity of our Palestinian presence with rented offices. We needed our own piece of property for the Palestinian people which would assure permanence and stability.
The Embassy
This is a separate chapter altogether. How can I explain it or write about it? There was a great deal of coming and going, lobbying and counter lobbying, difficulties, maneuvers, disappointments and oppression. Once the existing pressure was removed, diplomacy prevailed.
The strategy set the dream in motion. In late 1996, the Argentine Government granted me the assignment of a piece of property for our Embassy along with the possibility of choosing from several buildings. I selected one that posed the most challenges, but which was best suited for my Palestinian people. It was an imposing hundred plus year old construction right smack in the middle neighborhood of Norte a four-storey building located at Riobamba 981 Street in Buenos Aires City. It was in deplorable condition and its interior was in ruin. Restoring it was another challenge. I knew that I could not obtain financial resources from my Government or a local subsidy, and the Argentine Government was my only hope. Mr. President Arafat thanked Argentinas gesture in writing.
The expectation was obtained. The efforts made were decent, and backstage stories were thorny and passionate. Renovation works on the building began in 1997 as part of a public bidding process conducted by the Argentine Government. The initial budget did not fulfill expectations. The building covered 1,800 square meters, and I wanted to recover all of its beauty and splendor. The works lasted almost three years. There was a great deal of difficulty; however, I persevered to the last detail.
* I wanted to keep its French style as a historic monument for the city. The beauty of its interior was restored with imported wallpaper, golden arrangements, marble and carpets. There was a large Residence and Office for the Ambassador. There were also several offices; reception rooms, including a Meeting Room: Jerusalem, a Conference Room: Martyrs, a Flag Room: Yasser Arafat, and a Library: Dalal Al Mogharabi; servants quarters; two apartments for guests and an apartment for the Consulate; a covered barbecue area; a paddle court; eleven bathrooms; four kitchens; automatic gates; two elevators; and a set of fine arrangements that enhanced the beauty of the building, with completely restored gardens and terraces. All of those who saw the property before and after the changes were and are still amazed at such large-scale restoration efforts. It was something to be proud.
During reconstruction, I realized that the gardens and terraces lacked plants and that the furniture I had brought from the other offices was not enough. Without any money from my Government, I forced myself to plan the new challenge. After I made several contacts, the city Mayor donated beautiful palm trees and nice-looking interior and exterior plants. Another interesting story was that of the furniture. Having received no money from my Government, and after much searching and dealing with attitudes of indifference, I received a donation of some office furniture from the Argentine Government (in accordance with Article 53 on unused furniture). Although it was in very poor condition, with efforts I restored.
In 1999, Palestine already had due Diplomatic Representation in Argentina, with a important palace worth over $ 10 million dollars. Fortunately, my Palestinian Government had to make no investment. The Embassy is, undoubtedly, the best Palestinian Embassy in the world and can compete with the best foreign embassies in Buenos Aires. A big thanks to my Family for their sacrifice and support. I am very thankful to Argentina and the Argentinean people, thank Mr. Carlos Saul Menem, former President of Nation and also to Mr. Fernando de la Rúa, the then mayor of the City of Buenos Aires. To those who have been with me through good times and bad times, I give my thanks... To those who were disloyal, who conspired and betrayed, I offer my understanding.
Bittersweet were the sensations of happiness and tears. My eyes were able to clearly see an old dream come true. On November 15 of 1999, our Independence Day, I held our Palestinian National Flag up in my own hands in the front yard of the building and Inaugurated the first Palestinian Embassy with a reception that had no precedent in the Argentine diplomatic history. More than 1,800 people attended, including diplomats; sectors of the national, provincial and local government; intellectuals; the clergy; etc., all crowding the street and the building. At 8:35 PM, the then Mr. President of Argentina, Carlos Saul Menem, cut the Palestinian and Argentine ribbons, thereby renewing Palestinian hopes and aspirations. The Palestinian continuity and presence had been assured.
During the inauguration, I planted an Olive Tree as a symbol of Peace in the Embassys gardens. I called for dignity, peace and coexistence. I urged and pushed for the opening of the Argentine Embassy in Palestine. In 2005, Mr. President Nestor Kirchner signed a decree to open an Argentine Representation Office in Palestine. Finally Argentina shipment its first Ambassador in 2008. The fixed objective was obtained.
The efforts and sacrifices were not in vain. My heroic and martyred Palestinian people deserved it and was proud to see our national flag wave in the very heart of Buenos Aires. President Yasser Arafat was moved when I showed him the picture of his Embassy. We were both filled with emotion.
During my mandate, the Embassy was a basis for Palestines diplomatic relations with Argentina and the embassies of fellow countries. Our Embassy was a home for every Palestinian and descendant in exile, for Arabs and men who love dignity. It served as a place for book presentations, the exhibition of works of art and pictures, conferences on Palestine and in general, for receptions and meetings attended by renowned figures. It was the space for dialogue and peace; for intellectual, religious, social and political gatherings. Apart from the extensive diplomatic and cultural programs, annual receptions were held on occasion of the Palestine National Day, with the presence of over 1,500 celebrated figures. Our Embassy is to be remembered as the one with the most convening power in the diplomatic and institutional arena. -All of the above is sufficiently supported by official Documentation-
At the end of my mission in May of 2006, I said goodbye with a reception in the Embassy, which was attended by more than 1,800 personalities. I left the office with a clear conscience of having, in the last two decades through diplomatic and intellectual efforts, restored bilateral relations and opened the first Palestinian Office previous to the Embassy of Palestine State with a building of its own, and of being the First PLO Representative and the First Palestinian Ambassador in Argentina, and Ambassador of the Martyr Leader President Yasser Arafat. A tear rolled down my cheek when I kissed for the last time the oil painting of the Virgin Mariam, our Lady of Palestine, enthroned in the Embassy in 2003. Strengthened, I sensed Palestines triumph in the words of our Nations Father and Martyr Yasser Arafat: Mountains cannot and will never be moved by the wind (9/11/2008). وثيــــقة للتـــــاريخ
منذ المكتب الأول الى السفارة الفلسطسنية الأولى في الجمهورية الأرجنتينية
السفير سهيل هاني ضاهر عقلأول السفير لدولة فلسطين في الأرجنتين كان التزام الدم والجذور... دماء قدسـية وجذور فلسطسنية... التزام لمبادئي وشرف لشعبي الفلسطيني كان تعهدي مع معلمي مع أب الوطن ياسر عرفات كان عهدي لنزوحي الشخصي لنيف ونصف قرن.
سأكون صريحا وحاسما... الهدف كان كبيرا بنبله: تأسيس مكتب منظمة التحرير الفلسطسنية في الأرجنتين لخدمة الحقوق الشرعية للشعب الفلسطيني كان هو الهدف...
لم يكن تحدي سهل... فالخطوة الأولى كانت إقامة علاقات دبلوماسية مع الحكومة الأرجنتينية والثاني كان حلم حياتي: إفتتاح أول سفارة لفلسطين في بوينس آيرس.
المقاطعة الدسيسة والتآمر والتهديد... كانوا عوامل ثابتة وملازمة... ولم يكن بالموضوع المسر بل مدعاة لألم أكبر كونه من صميم عمق الجبهة الفلسطينية وتوسـل المتعامين بسعيهم للتسلط الذاتي المتجاوز للمصالح الخاصة لشعبنا. كان لكل هذا حصـته في جل ثقل وفادح ثمن. كان القرار قد تم اتخاذه... فلا من أمر أو من شخص بقادر على الحد من أو إيقاف المسيرة الصامتة. كل ضربة مخالفة جعلتني أكثر قوة ودفعتني للمتابعة.
للأخلاقية وحفاظا على الروح الأساسية للإستراتيجية اللوبي الاتصالات والالتزامات مع عدة شخصيات وعلى أعلى المستويات بغية الوصول لإنجاح الهدف.
السعي أعطى ثماره... وبشكل متحفظ وعلى مسؤوليتي الخاصة إستأجرت وفتحت أول مكتب فلسطيني في الأرجنتين عام 1985 وذلك في مدينة روساريو (الثانية من حيث الأهمية في الأرجنتين) في بيت من الطراز القديم قائم في 1618 على شارع كارلوس بيلليغريني. ومن هذا المكان دفعت قدما قي 1989 "النادي الإجتماعي الثقافي الفلسطيني في روساريو" (ما تثبته الوثائق والصور).
بخليط من الإحباطات والنجاح ومن هذا المكتب للإعلام الفلسطيني بدأ صوتنا يسمع بثبات في بوينس آيرس في داخل وخارج البلاد. كما ووصل الى قيادتنا الفلسطينية. كان عمل طويل وشاق جذب بشدة اهتمام القائد ياسر عرفات وأحرج كثيرا آخرين. هذا بقي مجسما بالتاريخ.
من الجهاد غير المتزعزع فاضت النتائج. وفي عام 1990 هيأت تحد جديد... بضمان إحتياطي مكتوب من قبل القائد عرفات بعد عودتي من تونس وفي بناء حديث من ثلاث طوابق رقم 1020 من شارع جيربال في منطقة كاباجيتو من العاصمة بوينس آيرس إفتتحت أول ممثلية منظمة التحرير الفلسطسنية في الأرجنتين. كان تصميم قوي وخطر في آن... لم يكن هناك اعتراف رسمي من قبل الحكومة الأرجنتينية ولكن الحكومة تحمـلته (ما تثبته الوثائق والصور). وفي عام 1993 تم الإتفاق لبعث "الغرفة التجارية الأرجنتينية-الفلسطينية".
التواجد الفلسطيني كان موضوع أساسي لهدم الأساطير السفسطائية المفترية والتي تعرضت لها منظمة التحرير الفلسطسنية كما والصراع العادل لشعبنا الفلسطيني من أجل التحرير. العقار الفخم المستأجر غطى تطلعات مكتب منظمة التحرير الفلسطسنية في مدينة بوينس آيرس. بدون أية ميزانية من حكومتي وجدتني مجبرا على شراء كل تجهيزات المكاتب والسكن. الأجارات تم دفعها من قبل منظمة التحرير الفلسطسنية منذ 1990 لغاية 93. من ذلك العام ولغاية 1995 ومن هذا العام وإلى أواسط 1999 كان علي تحمل أعباء أجار المكاتب.
بدون ترقـب... بعد حرب الخليج 1991 جلبت الضغوط العجز الإقتصادي منظمة التحرير الفلسطسنية... ولسنوات إقتطاع من ميزانيات المكاتب في الخارج. إرثي المالي الهش ولامبالاة جماعتي والعامـة أجبروني على ترك بناء المكتب والسكن الخاص في عام 1995 بصورة مؤسفة جارحة مؤلمة و محقـرة وصدور حكم مؤسف بالإخلاء. الثمن الإقتصادي الفادح تخملته شخصيا" مع كل تكاليفه (ما تثبته الوثائق). كما ومرارة طعم الخسارة وكان التخوف من عدم الوصول الى تحقيق الإلتزام بالهدف الذي وضعت.
لعدم وجود العقار الإختناق الاقتصادي جو الحرب في الخليج العربي (1991) المحاولتين الإرهابيتين اللتين عانتهما الأرجنتين: في السفارة الإسرائيلية (1992) وفي المؤسسة اليهوديـة أميا "المؤسسة التعاونية الإسرائيلية الأرجنتينية" (1994) ما وجـه الأنظار الإتهامـية منظمة التحرير الفلسطسنية. وزاد الطين بلـة عدم وجود اعتراف دبلوماسي من الطرف الأرجنتيني إضافة الى الضغوط القوية من قبل اللوبي الإسرائيلي كي لا يتم الإعتراف منظمة التحرير الفلسطسنية تركني على حافـة توازن خطرة.
وحسب تعبير المثل الفلسطيني "الضربة التي تكسر الظهر تدفعنا الى الأمام"... ضاعفت الجهود وتابعت قدما" ساعيا بنشاط إعلامي توضيحي مقبول متجاوزا كل العراقيل واللامبالاة والضغوط ساعيا جهدي بالرغم من عدم وجود مخصصات مالية من قبل القيادة الفلسطينية- لإستئجار عقار وإعادة إفتتاح المكتب ساعيا" لإستصدار إعتراف الحكومة الأرجنتينية بالمستوى الدبلوماسي الراهن منظمة التحرير الفلسطسنية.
المثابرة أضاءت نور الأمل... ففي عام 1995 أعلمتني الحكومة الأرجنتينية عن رغبتها باعتراف رسميا منظمة التحرير الفلسطسنية. قطعت منفاي ذاك العام وعدت الى بلادي للمرة الأولى عام 1995 لإعلام الرئيس ياسر عرفات ولاستقبال وزير الخارجية الأرجنتيني " خوسيه ماريو غيدو دي تيلا " في غزة. وعدت من فلسطين مزودا بقرار الرئيس ياسرعرفات بتعييني سفيرا له في الأرجنتين... قدمت أوراق إعتمادي وهيأت الأعمال الدبلوماسية.
وتوصلنا الى ما تقنا اليه... ففي عام 1996 صدقت على أول اتفاق في علاقاتنا الثنائيـة والموافقة على الإفتتاح الرسمي لبعثتنا الفلسطينية في الأرجنتين. كنت أعرف جيدا بأن هذه العلاقات البدائية الغضـة ستكون على مستويات تمثيلية دنيا ومحفوفة بالعقبات وعثرات الضغوط الإسرائيلية.
أفعم قلبي الفلسطيني بالسعادة... ففي عام 1996 وقد بات واقعا ملموسا إعتراف الأرجنتين منظمة التحرير الفلسطسنية - السلطة الوطنية الفلسطينية إستأجرت شقــة وافتتحت ممثليـة جديدة في الطابق الثامن من العقار رقم 1821 القائم في شارع مندوسا من حي بيليغرانو من العاصمة الإتحادية بوينس آيرس. أسجل هنا شكري الخاص للأخ الأرجنتيني-اللبناني الدكتور هوراسيو منير حداد لسخائه باسئجار السدة الجديدة... واستمرت أزمة الميزانية والمخصصات.
مع الوقت والمثابرة... وبعد تشكيل لوبي خاص بي عبر الإتصالات ومن خلال الإجتماعات والسعي في الخارجية الأرجنتينية تمكنت من التوصـل الى أعلى مستويات الإعتراف الدبلوماسي من قبل الخارجية الأرجنتينية... يكاد يكون على مستوى دولة. وبين 2000 و 2004 تم التوصل الى تقدم ملحوظ من الناحية الدبلوماسية. وأخيرا" في عام 2004 سلــمتني حكومة الأرجنتين وثيقة اعترافها النهائي بمنصب السفير بدل ممثل مع حق الأولوية والحصانة والتقدم في التشريفات ما أعاد تسمية بعثتنا من المنظمات العالمية الى السلك الدبلوماسي مع السفارات. فتغيرت لوحة السيارة من (بعثة خاصة) الى (سلك دبلوماسي). إعتراف أوشك أن يكون بدولة. إقامة العلاقات الدبلوماسية كانت معقـدة للغاية في كل الإتجاهات. في حينه بلــغت هذا التغير الناجح الى قيادتنا مرسلا النص الرسمي وبطاقة الإعتماد الدبلوماسي الجديدة الممنوحة لي.
أدركت أنه بالرغم من هام المكاسب الدبلوماسية فالوضع الإقتصادي الهش وعدم وجود ميزانية معتمدة لا بد أنه سيضع إستمرارية وجودنا الفلسطيني ما دمنا في مكاتب مستأجرة. كات لا بد من إيجاد عقار خاص لسفارتنا ما يؤمـن الديمومة.
الســـفارة
هي فصل بحد ذاته... كيف يفسر ماذا يحـرر... الكثير من الذهاب والإياب لوبي ولوبي معاكــس صعوبات مناورات خيبات أمل إحباط وإختناق... لسعات متواصلة لدرجة أن بعضا من جماعتي لم يكن ليسرهم أي تقدم. ضغوط كثيرة تحطمت والدبلوماسية انتصرت.
الاستراتيجية حلــقت بالحلم... قد كان من الأهون لي أن أطلب بيتا" مستعارا" لأعمال السـفارة بالرغم من ذلك كان مدعاة إهتمامي التأكد على وجود عقار خاص لفلسطين... فبعد حج ومحجــات لاقتناء عقــار في أواخر عام 1996 وبعد الكثير من الجهد توصلت الى تمنحني الحكومة الأرجنتينية عقارا لسفارتنا حتى وتركت لى إمكانية الإختيار بين عدة عقارات. إخترت الأكثر تعقيدا ولكن الأليق بشعبنا الفلسطيني. بناء مهـم عمره بعض قرن من زمن في صميم الحي الشمالي (باريو نورتيه) الشهير في بوينس آيرس. قصر من أربعة طوابق مشيد في شارع ريوبامبا رقم 981. حالته يرثى لها وداخله خراب كامل. وكانت عملية تأهيله من جديد تحــد كبير آخــر. كنت أعلم بعدم إمكانية الحصول على المورد المالي الداعم من قبل قيادتنا ولا الحصول على المساعدات المحلية وبأن الحكومة الأرجنتينية هي رجائي الوحيد... وبكتاب خطي شكر الرئيس عرفات هذه اللفتة الأرجنتينية.
حصلنا على ما كنـا نطيق اليه... الجهود المبذولة كانت مشرفة ومن خلف الستائر كانت شائكة ومتحمسة حتى توسلنا الى إقناع الحكومة الأرجنتينية لإعادة تأهيل بناء السفارة الفلسطينية العتيدة. وبدأ ترميم العقار في عام 1997 بموجب مناقصات علنية مفتوحة للحكومة الأرجنتينية والشركات المساهمة بها. الميزانية المبدئية المقترحة لم تكن تفي بما نأمل يه ونصبوا إليه. كان عقارا تقرب مساحته من 1800 متر مربع ومناي كان إستعادة ما أمكن من جماله ورونقه... وكانت ثلاث سنوات تقريبا من عمليات ترميم وتحديث العقار. كان هناك الكثير من الكدر والإنزعاج ولكنني لم أترك حتى أدق التفاصيل إلا وصار إنجازها.
*إستحوذ على اهتمامي الطابع الفرنسي للبناء كصرح تاريخي للمدينة. الداخل إستعاد رونقه إذ صار كساء جدرانه بالورق المستورد بروزات وتفاصيل مذهـبة الرخام والسجاد وسكن للسفير فخم وواسع طاولة مهمة لمكتب للسفير. عدة غرف للمكاتب... قاعات وصالات للإستقبال قاعة "القدس" للإجتماعات قاعة "الشهداء" للمحاضرات قاهة "باسر عرفات" للسارية قاعة "دلال المغربي" للمكتبة. والملحقات: شقتين للزوار وأخرى للأعمال القنصلية. مكان خاص في الحدائق للجلوس للطعام وشي اللحم في المناسبات. وساحة صغيرة للبادل: كرة المضرب على الحائط وأحد عشرة حماما" أربعة مطابخ أبواب متحركة مصعدين وعدد من التفصيلات الفنية التي صار تنفيذها في في البناء وحدائقه وسطوحه مع أشجارها ونبتاتهاا. الكثيرون ممن عرفوا -السابق واللاحق- (ما كان عليه البناء وما آل اليه) تعجبوا من الطريقة المعتمدة للتوصل الى ما وسل اليه. كان هذا مدعات حقيقية للإفتخار. (هناك صور للبناء قبل الترميم 1996 وبعده 1999).
خلال عمليات إعمار وترميم البناء وجدت أن الحدائق واالسطوح هي بدون أية نبتة. من ناحية أخرى المفروشات التي كانت عندي من المكاتب الأخرى لم تكن بكافية. وبدون أية مخصصات من حكومتي وجدتني أحضر مادة تحد آخر. وبعد الكثير من الإتصالات رئيس حكومة المدينة آنذاك - فرناندو دي لاروا - في عام 1999 قدم أشجار نخل جميلة جدا و شتلات من الزرع رفيعة المستوى الخارجية منها والداخلية.
أما من حيث المفروشات فهذه قصة أخرى تجذب الإهتمام. فنظرا لعدم وجود إعتمادات ومخصصات من قبل حكومتي بشأن مفروشات وكساء السفارة سعي ... وكثرة لامبالاة حصلت من الحكومة الأرجنتينية على بعض المفروشات المكتبية المستعملة (بموجب الفضل 53 المتعلق بالمفروشات الخاصة بالدولة غير المستعملة وإصلاحهاغير إقتصادي للحكومة الأرجنتينية. كما يشير اليه المستند الذب قدموه لي). وبالرغم من أن المفروشات كانت في حال يرثى لها بجهود كبيرة تم ترميمها أخذا على عاتقي نكاليف الإصلاح والترميم (ما تثبته الوثائق وصور المفروشات على حالها السابق).
في عام 1999 كانت فلسطين ممثلة كما يليق بها وبديبلوماسيتها في الأرجنتين و قصر هام تزيد قيمته عن عشرة ملايين دولار أمريكي (10.000.000$). ولحسن الحظ أن حكومتي لم تتكلف أي رؤوس أموال في هذا العقار. وأعلم أن حكومتي ستوفـر أجارا شهريا بحدود الخمسة عشر ألف دولار أمريكي (15.000$). وبدون أي تردد أقول أنها أفخم سفارة فلسطينية في العالم ومضارعة لأفخم السفارات الأجنبية في بوينس آيرس. شكرا" لعائلتي لتضحياتها ودعمها لي... شكرا للأرجنتين... شكرا" للشعب الأرجنتيني... شكرا لمن كان رئيسا لجمهورية الأرجنتين آنذاك الدكتور كارلوس منعم... شكرا" لمن حكم مدينة بوينس أيرس -الرئيس السابق- الدكتور فرناندو دي لاروا... شكرا" لمن رافقوني في ضراء الأوقات الصعبة... ولغير الأوفياء ولمن تآمروا وخانوا... لفهمـــي!
إحساسات حلوةمــرة فرح ودمــوع. وبلورت عيناي صحوة النجاح من حلم طويل... ففي الخامس عشر من موفمبر تشرين ثاني 1999 يوم إعلان الإستقلال بيدي رفعت للمرة الأولى في واجهة المبنى علمنا الوطني ودشـنت أول سفارة لدولة فلسطين بحفل استقبال لا سابق له في الذاكرة الدبلوماسية في الأرجنتين. حضره أكثر من ألف وثمانمئة (1800) من الشخصيات: دبلوماسيين مسؤولين رسميين من الحكومة الفيديرالية والمحلية والمحافظات رجالات الفكر والدين و ممثلين عن مؤسسات الجالية العربية والإخوة الفلسطينيين الخ. ملؤا الشارع والمبنى. وفي الساعة الثامنة وخمس وثلاثين دقيقة مساء 20.35 قطع رئيس الجمهورية الدكتور كارلوس منعم الشريط الفلسطيني والأرجنتيني معلنا تدشين الأمل والشوق الفلسطينيين. تأمين التواجد الفلسطيني في الأرجمنين عبر سفارته بات أمرا وطيدا.
أثناء حفل الإفتتاح زرعت في حدائق السفارة "شجرة زيتون من أجل السلام" في فلسطبن والقدس و دعوت الى الكرامة السلام والتعايش. حثثت ودفعت الحكومة الأرجنتينية على افتتاح سفارة أرجنتينية في فلسطين. وفي هذا الموضوع بالتحديد و بعد الكثير من الإتصالات والطلبات مع عدة رؤساء أرجنتينيين تم التوصل عام 2005 أن يوقــع الرئيس "نيسطور كيرشنر" القرار لإفتتاح ممثلية أرجنتينية في فلسطين. الرئيس الأخ أبو مازن شكره. وشخصيا" شكرته أنا بكتاب خاص وعلنا عن طريق الإعلام. وأرسلت الأرجنتين أول سفير لها الى فلسطين في أكتوبر تشرين أول 2008. تحقق الهدف... فالأرجنتين وفلسطين عادلتا مستوى علاقاتهما البديلوماسية المتبادلة.
الجهود والتضحيات لم تذهب باطلا"... شعبي الفلسطيني البطولي والقتيل هو أهل لها وأنا لمتأكد من أنه قد شعر بالفخر لرؤية الراية الوطنية الفلسطينية ترفرف في صميم قلب العاصمة بوينس آيرس. الرئيس ياسر عرفات غلبته العاطفة في رام الله عندما أطلعته على ضورة سفارته واحمر عيوننا...
أثناء إدارتي: أ) كانت السفارة قاعدة للعلاقات الدبلوماسية لفلسطين مع الأرجنتين ومع سفارات البلدان الصديقة. ب) كانت السفارة القاعدة لمباشرة العلاقات الدبلوماسية المتبادلة بين فلسطين وجمهورية الباراغواي عام 2000 الموقع عليها بين الأطراف المعنية في عام 2005. ت) كانت السفارة القاعدة للإتصالات المتكررة مع جمهورية الأرغواي لإقامة علاقاتنا الدبلوماسية. ث) كانت السفارة بيت كل فلسطيني ومن أصل فلسطيني في المنفى. لكل عربي وللرجال محبي الكرامة. ج) كانت السفارة مكان اتصال مع الحكومة الفيدرالية وحكومات المحافظات وبعض الحكومات الأجنبية. ح) كانت السفارة قاعدة إتصال مع رؤساء البلديات النواب وممثلي الشعب في المجلسين الفدراليين وفي مجالس المحافظات. خ) من السفارة تم التوقيع اتفاقيات التعاون مع الحكومات كــما والمبادرة في زرع "أغراس الزيتون من أجل السلام" والتي صار غرسها في 34 أربع وثلاثين مدينة. د) كانت السفارة المكان الحصين لتقديم الكتب و إقامة المعارض الفنية والمرئية. ذ) كانت السفارة المكان الأمثل للمحاضرات حول فلسطين للإستقبالات الرسمية وللقاء شخصيات بارزة. ر) كانت السفارة المكان الرحب للحوار والسلام للقاء رجالات الفكر والدين... الإجتماع والسياسة. ز) و إضافة الى البرامج الدبلوماسية والحضارية تميزت الإستقبالات السنوية لليوم الوطني الفلسطيني بحضور أكثر من 1500 ألف وخمسمئة شخصية في كل من حفلات الإستقبال. وتبقى في الذكرى بأنها السفارة الوحيدة بأقوى استدعاء في الوسط الدبلوماسي والمؤسساتي. س) ومن السفارة دفعت قدما "المركز الثقافي الأرجنتيني الفلسطيني" لتوحيد وجمع الإخوة الفلسطينيين. وفي عام 2005 ومن السفارة صار التلاحم وإيجاد "مركز الصداقة الأرجنتيني-الفلسطيني في روساري محافظة سانتا فيه". ش) وبسعي دبلوماسي توصلت الى تسمية وتدشين شارع بيت لحم وخمسة شوارع باسم فلسطين في الأرجنتين. أما في العاصمة بوينس آيرس فقد توصلت الى أن يتقاطع شارع فلسطين مع شارع (إسرائيل) وقد صار تدشينه في نقطة التقاطع بتاريخ 11/تشرين أول-أكتوبر/1995. ص) كما أنني تمكنت من إستصدار طابعا" بريديا" أرجنتينيا" يحمل اسم "بيت لحم 2000 - فلسطين" والذي صار تقديمه رسميا" بحضور رئيس الجمهورية الأرجنتينية وذلك بتاريخ 29/سبتمبر- أيلول/1999. (الطابع الأرجنتيني الوحيد لغاية الحين والذي يحمل إسم مدينة مقــدسة ودولة عربية). ض) ومن ناحية الإنتاج الثقافي: كتبت خمسة كتب و أكثر من أربعمئة مقالة و ما يقارب من الخمسمئة محاضرة وكاتدرا جامعية من أجل شعبي ووطني. وكل ما اتيت على ذكره تثبته الوثائق الرسمية والصور.
بانتهاء مهامي في مايو أيار 2006 ودعتني بحفل استقبال في دار السفارة وما يزيد عن الألف وسبعمئة(1700) من الشخصيات المدعوة. كان وداع مشحون بالعواطف التي تقبلت فيه محبة وعواطف الناس كما وصار تسليمي "وثيقة اعتراف وتقدير" لعملي مرفق بأكثر من مئة وخمسين توقيع وموجه الى سيادة الأخ الرئيس أبو مازن. وفي حينه صار إرسال المستند الى سيادته.
رب رؤية مؤلفة عما صار إنجازه بمرور الزمن وضعته الجريدة الرئيسية في الأرجنتين "كلارين" في مقابلة مطولة حول انتهاء مهامي تبرز قائلة: "السفير سهيل هاني ضاهرعقل دخل من الباب الخلفي للدبلوماسية واليوم يذهب بحفل وداع بقصر سان مارتين (الخارجية الأرجنتينية)". الصفحة 33 من جريدة كلارين الصادرة يوم الجمعة 19/مايو- أيـار/2006. هذا يعني الإحترام لقضيتنا الفلسطينية العادلة الذي صار التوصل اليه.
تركت السفارة وضميري صاف... وقرابة ثلاثة عقود من العمل اللائق منذ بدء الجهاد الدبلوماسي والفكري تم التوصل الى العلاقات المتبادلة وافتتاح أول مكتب فلسطيني درجا" الى أول سفارة لدولة فلسطين في مبناها الخاص. الرضى من أنني كنت أول ممثل لمنظمة تحرير فلسطين وأول سفير فلسطيني في الأرجنتين... والفخر بأنني كنت سفير الشهيد الرئيس باسر عرفات. نفرت دمعتي عند تقبيلي لآخر مرة إيقونة العذراء مريم "ملكة فلسطين" التي تم تنصيبها في عام 2003. متشددا" رفعت ألحاظي الى علمنا الوطني الفلسطيني ما رغعت بيدي واستبشرت انتصار فلسطين في كلمات أبي الوطن الرئيس الشهيد ياسرعرفات: "الجبال لا يمكن إزاحتها ولن تزاح بعاصف" (11/09/2008.
