C’est l’un des taux les plus élevés de survie des Juifs dans l’Europe nazie. Ainsi que le rappelle Laurent Joly dans son introduction, les partisans de Pétain ont fait valoir dès son procès en 1945 qu’un tel résultat était dû à l’action du régime de Vichy, qui avait été un « moindre mal », y compris pour les Juifs – en premier lieu ceux de nationalité française. Que certains encore aujourd’hui soutiennent une telle thèse relève de la falsification de l’Histoire. 2À cette explication monocausale aucun historien sérieux n’accorde crédit. Tout en ayant travaillé sur la genèse des crimes de masse, y compris ceux du régime de Vichy, j’ai eu à cœur d’élaborer une analyse multifactorielle de la survie des Juifs en France en pensant tout à la fois le double processus de leur déportation et de leur non-déportation. Cela revient à faire valoir un écheveau complexe de facteurs politiques, géographiques, sociaux, culturels, sans oublier le contexte international. En voici une présentation synthétique. Ces investissements, publics et privés, devront être complètement alignés sur les ODD pour contribuer pleinement au développement durable. Dans ce cadre, il convient d’accorder à la jeunesse une place de premier rang dans les efforts de promotion et de mobilisation de ces investissements pour trois raisons: le développement de la sécurité alimentaire; la promotion de la valeur ajoutée des denrées alimentaires; et enfin l’évolution de l’emploi et du bien-être économique. The analysis concentrates on how politicians and journalists used the memory of Germans’ own migrations to legitimise rhetorically the political decision to open the borders and let more than a million people into the country, as well as to call for a welcoming attitude (Willkommenskultur) towards the refugees. It shows how, by doing so, they have contributed to the reframing of one of the founding identity narratives of the FRG, namely the one about ‘flight and expulsion’, and thus helped to redraw Germany’s identity boundaries in a more inclusive way. The very realization of future generations’ food security, the sustainable transformation of food systems and the combat against unemployment and distress migration all depend upon the successful implementation of strategies that make the agri-food sector more attractive for the youth. This, in turn, requires smart policy responses that will help young investors overcome the numerous barriers they face – access to finance, land, information and technical services, to name but the most crucial ones. Since 2017, FAO has provided support to African and South-East Asian countries in identifying key challenges for young agri-entrepreneurs and good practices through participatory capacity analyses and strategic planning processes which were carried out with, and for the youth. This report summarizes the main findings and lessons learned from FAO’s work with eleven African countries – Côte d’Ivoire, Guinea Conakry, Malawi, Mali, Mauritania, Mozambique, Namibia, Senegal, South Africa, Tunisia and Uganda. It identifies key challenges and policy recommendations regarding youth’s access to finance; land; technical services and information; as well as the engagement of youth in policy-making processes. The report also contains a set of five overall key policy recommendations for the empowerment of young agri-entrepreneurs. This working paper provides a brief outline of how the project Negotiating Diversity in Expanded European Public Spaces (PLURISPACE) addresses these matters. Our point of departure is that questions pertaining to the governing and recognition of diversity in Europe cannot be properly addressed without at the same time taking into account the multilevel character of European public space, the multiple characters of the groups (national/religion based etc.), and the multiple modes of integration. Within such a complex European space, we identify four policy/theoretical approaches to diversity management and understanding of public space: multiculturalism, interculturalism, transnationalism and cosmopolitanism. Each ‘ism’ has its own conception of public space, diversity, equality and solidarity. Our main aim is to contribute to the normativities that inform the theory and practice of integration and diversity governance in Europe. This paper proposes a framework for analysing the connections between formal and informal housing markets, both at the city-level in terms of the mechanisms that link the two housing markets, and at the individual-level in terms of the preferences of residents for whom informal housing is a possible housing choice. The framework identifies the mechanisms by which formal and informal housing markets are connected at the city-level, including competition, disamenity or negative spillover, and redevelopment or positive spillover. Informal housing in Mumbai serves as an empirical case to demonstrate the applicability of this framework. Results from field research suggest that the connection between formal and informal housing markets is dynamic – it can work in different causal directions, change over time and vary by scale. The preferences of residents in informal housing are diverse, and have varying implications for urban policy. This is because of the peculiar nature of its state–society relations, which are plagued by mutual distrust between the ruling Al Khalifa family, who hail from the country’s Sunni minority, and a great part of the Shia majoritarian population. As a result, the security apparatus, and the army in particular, recruits almost exclusively from the ruling family, its Sunni tribal allies, and foreigners. Totally insulated from the Shia society, the militaries never participated, nor will ever participate, in mass politics, which have been mostly driven by Shia-dominated protests. The noncompromise option taken by the incumbents following the mass protest of 2011 has entailed a shift toward a hard form of authoritarianism in which the security apparatus has emerged as a key actor of political control. The regime is increasingly militarized as the Al Khalifa militaries have acquired a growing weight in the politics of dynastic factionalism, with the militaries now being in crucial positions to influence not only the kingdom’s policies but also the internal balances within the ruling dynasty.
