After large scale VRS and Restructuring of Business Areas (BAs),requirement of GM level officers come down drastically. There is no need forany DGM level ITS officers on deputation as 1550 AGM/DGMs with 25 to 30 yearsof experience is available in BSNL. About 230 ITS Officers are working inexcess in BSNL on deputation (135 as per deployment plan) and about Rs 11.5Crores per month is spending for this. Excess ITS Officers working in BSNL ondeputation should be sent back to DoT.They were deployed in BSNL for a maximum periodof 10 years, on a diminishing basis. By the end of 2022-23, their deputation inBSNL and MTNL will end and the number of ITS Officers on deputation will becomeZero. As per the Cabinet decision, BSNL/MTNL has to make its own Officers readybefore the end of 2022-23.The Officers on deputation are handling the HR matters in BSNL for yearstogether and they are not allowing the BSNL Executives to get promotion to DGMlevel or higher posts for justifying their deputation and continue with that.BSNL Executives are allowed only for Look after or Adhoc or Provisionalpromotions for years together, in all the Cadres. This can be verified in BSNLfrom the fact that no regular promotion taken place after the VRS and thousandsof Officers are on LA arrangement, today also. This situation will change onlywhen HR activities in BSNL is handled by BSNL own Officers.Request to remove discrimination in grant of JAG Selection Grade PayScale to absorbed Group ‘B’ Executives in accordance with DOT letter dated26.08.2008 and DPE OM dated 24.12.2012 and inclusion of the same in EPP 2007.Earlier, Group A absorbed Executives werealso in the IDA pay scale of Rs.17,500-400-22,300 (E-6). However, when DOTallowed IDA scale of Rs.18,500-450-23,900 (E-7) w.e.f. 01.10.2000 insupersession of the IDA scale of Rs.17,500-400-22,300 (E-6), Executives absorbedas Group A officers were allowed IDA Scale of Rs.18,500-450-23,900 but thisscale was not extended to the Executives absorbed as Group B officers inviolation of the decision of DPE as well as the administrative department,inspite of clarification No. 2 issued by DOT vide letter No.A-11013/26/2008-Admn.II/Abs. Cell dt. 01.10.2008 which provides that IDA payscale of Rs. 18,500-450-23,900 in lieu of the earlier IDA pay scale of Rs. 17,500-400-22,300in BSNL is also applicable to the officers already absorbed in BSNL.
