Who We Are

Uganda Local Governments Association (ULGA) is the national Association of Districts and Lower Local Government Councils whose prime objective is to unite and strengthen the local governments and build their capacity for efficient and effective delivery of public services to the population. The Association champions the principles of gender, equity, sustainability, efficiency, accountability, and transparency in local government management. ULGA cherishes local democracy and development and the need to strengthen political and administrative governance and accountability and to improve the image of local governments in Uganda.

ULGA STRUCTURE

The Association accomplishes its mandate through the Annual General Meeting, the Executive Committee and the Secretariat.

THE ANNUAL GENERAL MEETING: THE EXECUTIVE COMMITTEE: REGIONAL REPRESENTATION:

This is the supreme organ of the Association. Its headed by the Patron, who is appointed by the Annual General Meeting. The AGM comprises of:

all District Chairpersons,all Chief Administrative Officers,all District Speakers,one sub-county representative per district,two urban council regional representatives.

The EXCOM serves for of two years, subject to renewal on individual merit by the Annual General Meeting. Members comprise of:

the President of the Association as its Chairperson,a Vice Presidentfive regional District Chairpersonsfive regional Speakers, and five regional Chief Administrative Officers.

is comprises of five regions that facilitate ULGA’s regional representation and flow of information from members to the Secretariat. The five regions are Northern, Central, Karamoja, Eastern and Western.

Message From ULGA President

On behalf of the ULGA Executive Committee and the Secretariat, I greet you.

Allow me to start with a word of appreciation to the Ministry for having organized for this meeting of Political Leaders in Local Government since our last engagement. The last time we met in this same venue under the arrangement of the Ministry was on 8^th July 2019. At this point allow me to underscore the importance of more regular interactions with you our Ministry. Honorable Minister, We look forward to having quarterly engagements in the least that can be an avenue of assessing our own performance and the challenges we encounter and also receive the recommendations from the Quarterly Performance Review of the CAOs platforms. This will build bridges, strengthen coordination between the Ministry, the CAO’s Office, and the Political Leaders, empowering the latter to improve their oversight role.

Today we converge to reflect and develop ways and means to unlocking the potential of Local Governments as engines for Local Economic Development and Social transformation in our Country. Honorable Minister and Delegates, Local Economic Development has been identified globally as a key requirement for the attainment of a relevant decentralization. Local Economic Development promotes commercial activities and investments at community level, which in turn trigger growth in household incomes hence contributing to the eradication of SDG 1, the Fight against Poverty.
