The Agua Dulce Town Council welcomes you.The Agua Dulce Town Council is a California nonprofit organization and exempt from Federal income tax under section 501(c)4 of the Internal Revenue Code.  The Council relies on donations for its nominal operating expenses.

Agua Dulce (Spanish for "sweet water") is an unincorporated community in Los Angeles County, California, nestled in the Sierra Pelona Valley, 44 miles north of Los Angeles, and just north of Santa Clarita. It has an elevation of 2526 feet (770 m), a geographic area of approximately 25 square miles (65 km²),  and a population of about 4,000. 

This is the official site of its Town Council.


Next Meeting: VIRTUAL via ZOOM

In an effort to reduce the spread of COVID-19, the regularly scheduled meetings of the Agua Dulce Town Council will be virtual via ZOOM until further notice.

The regular meetings are held on the second Wednesday of the month.  The November 10, 2021 meeting format will be conducted via ZOOM.  The administrative portion of the meeting is held at 6:30 pm with the general community meeting beginning at 7:00 pm.  Both meetings are open to the public.  Meeting details will be included on the Agenda.  

The November meeting will feature a presentation from RTG Investments.  This project was formerly known as the Coussouis/Pratty development.  There are 2 Tracts:  Phase 1 is 68 homes on 164 acres. Phase 2 is 247 homes on 742 acres.  Total of 315 homes on 742 acres.  Approval is based on bringing in municipal water and installation of sewers with a waste water treatment facility.  Click HERE to get the 2007 approal documents.  Staff from Regional Planning will be on hand to field questions.  Be sure to attend to hear the updates to the project.

***Gardens of Paradise:  Notice of Public Hearing:  LA County Board of Supervisors:  Tuesday, January 25, 2022*** 

It’s important for the commissioners to hear from as many people as possible, even if you don’t live close.  Testify on behalf of your community and the well-being and peace of your community.  Call in and let them know that this community is not the right spot for this venue.  Supervisor Barger has spent a lot of time, money and effort on this and we want to make sure those efforts aren’t threatened if there is not a large showing of opposition. 

On July 21, 2021, the Conditional Use Permit (CUP) for Gardens of Paradise was denied again due to inactivity by the Regional Planning Commission.  This upheld the Regional Planning Hearing Officer's denial from April 20, 2021.  The applicant, Shaul Yakovi, has appealed the denial to the Board of Supervisors.  The CUP was filed in 2012 to authorize a special event facility, caretaker's residence, and related facilities.

Update from Election Committee Chair-Rosie Heffley

October 23, 2021 was the deadline for write-in candidates to submit the required documents and fees.  There were no write-in candidates.  Therefore, because all eligible, verified candidates are unopposed, they are elected by acclamation and an election will not be held.  The new Council members will take office and be sworn in at the December 8, 2021 meeting.  Don Henry, Scott Keller, and Chris Yewdall will have 2 year terms.  Kathryn Segura will be filling the one year term created by a vacancy.  Congratulations to the new and returning Council members!  Thank you for your service to the community!

Regional Planning Commission:  Disaster Recovery Ordinance: October 27, 2021, 9:00 AM Online hearing can be accessed at this link:  http://planning.lacounty.gov/agenda/rpc  On September 28, 2021 click on the Zoom meeting link.

The Disaster Recovery Ordinance establishes regulations for the orderly recovery of residents, businesses, and property in the unincorporated areas after a disaster. The ordinance expands existing regulations for temporary housing for residents displaced by a disaster and establishes procedures for the replacement of buildings and structures and the reestablishment of uses damaged or destroyed by a disaster. The ordinance will amend Title 22 (Planning and Zoning) in order to speed recovery in the unincorporated communities of Los Angeles County after a disaster.

Reducing displacement of residents by allowing temporary housing and for rebuilding single-family residences.Encouraging the recovery of business and property by allowing replacement of buildings and structures and reestablishment of uses.

County of Los Angeles Kicks Off Safety Element Update for Unincorporated Communities

Los Angeles County Department of Regional Planning is kicking off the update to the Safety Element by hosting an introductory webinar on March 24th from 6:00 – 7:00 p.m. Pre-register today to attend this Zoom webinar! The webinar will provide a background on the Safety Element and requirements from the State. Attendees can learn more about the project and provide feedback to help inform strategies that support community safety in the event of climate disasters.

The Safety Element is part of the Los Angeles County General Plan, a long-range planning document that guides development in the unincorporated communities of Los Angeles County. The Safety Element is one of several documents which helps the County plan ways to reduce risks from and respond to natural hazards and climate change.

Greater advance preparation is needed as climate-induced wildfires, heat waves, flooding, and severe weather affect communities across the state. All cities and counties are now required by California state law to address climate adaptation and resiliency in their safety elements.

The Interim and Supportive Housing Ordinance (ISHO) aims to encourage the development of housing for people experiencing homelessness (shelters, transitional housing, and supportive housing), and to support temporary vehicle living. The draft ISHO includes a few components, including proposals to: comply with State law regarding shelters, transitional and supportive housing, and other housing types for specific populations; streamline shelter and accessory shelter review by allowing them by-right in certain zones where appropriate; clarify review of accessory overnight safe parking lots; streamline temporary and permanent conversion of hotels, motels and youth hostels to transitional housing and shelters that meet certain criteria by allowing them by-right in zones where appropriate; and expand parking options for recreational vehicles.  Click HERE for more information.

Interim and Supportive Housing Ordinance and Wastewater from Occupied RVs

The 2020 Greater Los Angeles Homeless Count identified 66,436 people experiencing homelessness - a
12.7% increase from the previous year. The impact of homelessness can be seen in communities
throughout the County.

In response, the County has initiated several strategies to address the crisis.
Please join the County of Los Angeles for an upcoming town hall to discuss the Interim and Supportive
Housing Ordinance (ISHO), and the County’s greater efforts to address wastewater from occupied RV’s.
These town hall meetings are for the residents of the unincorporated communities of the Antelope Valley
to ask questions and provide input to the County. Staff from the LA County Departments of Regional
Planning, Public Health and Public Works, as well as the Homeless Initiative team, the Los Angeles
Homeless Services Authority and the Sheriff’s Department will be in attendance.

UPDATE:  November 2020 Election:  There are (3) seats on the Town Council that will have a term expiring on December 2020 for the 2021 open seats.  Don Henry, Scott Keller, and Ed Porter. 

Due to the uncertainty and current concerns with COVID 19 outbreak, and in keeping with the Los Angeles County's "Safer At Home" order that remains in place to combat the Virus outbreak, it is the recommendation of the ADTC Election Committee, the November 2020 Elections, be suspended until the COVID 19 Virus is under control, the Committee also recommends, the above incumbents remain at their current posts until the  Agua Dulce Town Council is back to business as usual.

TITLE 22 TUNE UP PROJECT

A public hearing with the Regional Planning Commission is scheduled on Wednesday, October 14, 2020 at 9:00 A.M on proposed amendments to Title 22 – Planning and Zoning – of the County Code to make various technical changes, as part of a project called Title 22 Tune Up. The proposed Ordinance makes amendments where necessary to correct discrepancies and typographical errors, clarify provisions, remove redundant language, streamline procedures, remove outdated provisions, reformat/reorganize a limited number of sections for readability, and be consistent with State law and other County regulations.  This will be the first in a series of periodic technical updates to Title 22.

For this 2020-21 Tune Up cycle, amendments are proposed for the following:

In September 2019, Agua Dulce incumbents Mary Johnson, Candy Clemente, Lou Vince, and Troy Fosberg, declared the intent to run for the Agua Dulce Town Council, the applications wer filed in a timely manner, and all applicants qualified to fill the four open seats onthe Council.  No other applicants applied.

The Agua Dulce Town Council Bylaws state:  If th Write-In Candidates deadline has passed and there are no eligible, verified Write-In Candidates; and eligible, verified candadates are unopposed or there is less than a full slate of candidates; those eligible verified candidates shall be elected by acclamation and an election will not be held.  

The Election Committee wishes to extend our congratulations to the incumbents.

3/21/19:  This just in:  Cemex Mega Mining in Soledad Canyon contract CANCELLED!

A U.S. Department of the Interior review board has denied Cemex Inc.‘s appeal of a 2015 Bureau of Land Management decision that canceled the company’s mining contracts in Soledad Canyon.

The 49-page Interior Board of Land Appeals ruling announced Wednesday upheld the BLM’s 2015 decision, effectively ending a 20-year battle between Cemex and the city of Santa Clarita over planned development of a giant, mountain-flattening sand and gravel mining operation in Soledad Canyon, in the eastern corner of Canyon Country.

This just in from the Los Angeles County Sheriff's Department:  Antelope Valley Off Highway Enforcement Program

The Los Angeles County Sheriff’s Department’s Palmdale and Lancaster Stations patrol the largest geographical area within Los Angeles County. They cover an area of approximately 1,300 square miles and serve approximately 340,000 community members. They patrol the cities of Palmdale and Lancaster and all the unincorporated county areas in the Antelope Valley. The largest area of our responsibility lies in rural towns surrounding both cities. Those areas include: Acton, Agua Dulce, Leona Valley, Elizabeth Lake, Lake Hughes, Green Valley, Littlerock, Pearblossom, Llano, Lake Los Angeles, Quartz Hill, Antelope Acres, Fairmont, Hi Vista, Wrightwood and areas of the Angeles National Forest. These townships make up over 1,100 square miles of rural desert and mountain areas.
 
In order to tackle the high volume of off-highway vehicle complaints, the Palmdale Station Off-Highway Vehicle (OHV) team was created in the year 2000, initially concentrating on the issues within the City of Palmdale by Palmdale Station personnel. Over several years the team's area of patrol expanded to cover the entire area of Northern Los Angeles County, therefore, the OHV team has increased in size accordingly.

 The team added personnel from Lancaster Station and Community Partnerships Bureau in order to patrol more frequently and effectively. The Antelope Valley OHV team now consists of one lieutenant, three sergeants and nine deputies. They currently use both stations and the Quartz Hill Substation to deploy from and respond to OHV complaints and conduct routine patrols. The Sheriff’s Department’s Community Partnerships Bureau is a county funded unit and concentrates on quality of life issues in the unincorporated areas. The OHV team deploys throughout the week to handle OHV complaints, which are called in by the public to either Palmdale Station, Lancaster Station or the 5th District County Supervisor’s Office.

 The Antelope Valley OHV team, through Palmdale Sheriff’s Station, is currently applying for a grant through the California State Parks and Recreation Division. The Grants and Cooperative Agreement Program allows for a 30-day public review and comment period. This period provides an opportunity for the public to review the preliminary applications submitted to the Off-Highway Motor Vehicle Recreation (OHMVR) Division for consideration during the current grant cycle. We encourage people to view the application and submit comments and questions. The Antelope Valley State Parks and Recreation Off-Highway Vehicle Grant Application can be viewed at Palmdale.lasd.org under Featured Services/Off Road Enforcement Program.

Land Water Conservation Fund

At the December Meeting, the Council will seeking approval to contact Congressman Knight to permanently reauthorize the Land Water Conservation Fund. The Land Water Conservation Fund (LWCF) is funded from lease payments on offshore oil and gas exploration and drilling. No money comes from taxpayers. Over the last 17 years, nearly $36 million from the LWCF has been used to acquire and permanently protect about 23,000 acres along the Pacific Crest Trail.
Agua Dulce is lucky to have the Pacific Crest Trail (PCT), a National Scenic Trail, traverse through our community. However, part of the trail is on Agua Dulce Canyon Road, a dangerous 4 mile walk for hikers and treacherous for equestrians. In an effort to improve safety for both hikers and equestrians on the Pacific Crest Trail in the Agua Dulce area the US Forest Service has an acquisition program to reroute the trail off Agua Dulce Canyon Road and move it to a safer trail corridor to protect trail users and open space. There are still 229 acres to be acquired in the Agua Dulce area to complete the safer PCT re-route. Securing money through the Land Water Conservation Fund will help to ensure the re-route can be completed.  For more information click HERE.

November Ballot Measure W Parcel Tax for Safe, Clean Water

The Safe Clean Water Program would be funded by a parcel tax, based on the amount of impermeable areas on your parcel of land, such as paved surfaces or built areas. Qualifying low-income seniors and non-profit organizations would be eligible for exemptions from the tax, and public schools would pay nothing by law.

Incumbents Candy Clemente, Troy Fosberg, Mary Johnson, and Lou Vince all filed to re-run for another 2 year term.  No other candidates filed and no write-in candidates filed within the timeframe.  There will be no election.  All the unopposed candidates will be declared elected by acclamation.  The new terms start in December 2017.

COMMUNITY MEETING:  Protecting Water and Private Property Rights:   SB1263 Prohibiting Hauled Water for New Construction presented by Pacific Legal Foundation

On September 30, 2016, Governor Brown signed SB1263 prohibiting the use of hauled water for new residential construction.  That bill infringes on property rights by limiting property owners ability to build on land relying on hauled water, ultimately rendering their land worthless.  This bill will prohibit construction of single family homes where it is not possible to connect to a nearby water system and where access to groundwater is cost-prohibitive or impossible.  Pacific Legal Foundation is a non-profit organization established for the purpose of defending and promoting individual and economic freedom in the courts.  Attorneys from Pacific Legal Foundation will be on hand to discuss their proposed lawsuit and how it relates to properties in Agua Dulce and Acton.  To learn more about Pacific Legal Foundation:  https://www.pacificlegal.org/

Neighborhood Watch Program:

Are you interested in starting a Neighborhood Watch Program? The program calls upon residents to step forward to organize your neighbors into a cohesive unit working toward the goal of building a safer, crime-free neighborhood. Neighborhood Watch groups discuss neighborhood crime problems with the objective of developing solutions to local problems. 

Gary Hebdon, Chairman of Agua Dulce Disaster Planning has agreed to coordinate those interested in forming a Neighborhood Watch Program.  A minimum of 20 people must express interest and attend the first meeting.  That meeting date and location will be determined once the interested parties have contacted Gary Hebdon at heb@thevine.net

In September 2016, incumbents Don Henry, Ed Porter, and Scott Keller declared their intent to run for the Agua Dulce Town Council Election.  Their applications were filed timely and verified to fill the 3 open seats on the Council.  No other applicants applied.  There were no Write-In candidates that applied.  Therefore, all eligible, verified candidates were unopposed and shall be elected by acclamation.  Don Henry, Ed Porter and Scott Keller will be installed at the December meeting.

Hauled Water Initiative for Single-Family Residential New Development Draft Environmental Impact Report is released.

The County of Los Angeles has completed a Draft Environmental Impact Report (DEIR) to evaluate environmental impacts of the adoption of a proposed ordinance to allow hauled water as the primary source of potable water for new single-family residential construction in unincorporated areas of the County of Los Angeles, where there is no available service from a public or private water purveyor and where it has been demonstrated that an on-site groundwater well is not feasible. This project is referred to as the proposed initiative. The 50-day public review period for the Draft EIR starts on Tuesday, May 31, 2016, and ends on Wednesday, July 20, 2016.

Public meetings: The County will host two public meetings to provide a review of the EIR process, conclusions of the Draft EIR, and to solicit written comments on the Draft EIR. THIS JUST IN FROM LA COUNTY ANIMAL CARE AND CONTROL

Residents in unicorporated areas of Acton and Agua Dulce will be subject to field licensing enforcement for their cats and dogs by the County of Los Angeles Department of Animal Care and Control (DACC) beginning June 15, according to a news release from DACC officials.

Field enforcement efforts are designed to ensure that residents' dogs and cats are in compliance with mandatory licensing requirements, spay/neuter, and microchipping. Additionally, California law requires that all dogs over the age of four months be vaccinated against rabies and licensed. The County of Los Angeles requires the same for all cats. As of Jan. 1, 2014, puppies may be vaccinated at three months but are not required to be vaccinated until four months of age.  Securing a dog or cat license assists animal control agencies if a pet becomes lost.

Pet owners must be in compliance with licensing, spay/neuter, and microchipping if they reside in unincorporated areas of Los Angeles County (as well as within cities that contract with the county and who have adopted the county’s Title 10 ordinance). Residents not in compliance will be subject to license fees, delinquency charges, and a $40 field enforcement fee (to offset the cost of the department’s field services). In order to avoid penalties, be sure your pet is licensed.  Residents can secure a new license by printing the application here and mailing it to DACC, or by visiting local county animal care centers.  Residents may also renew online if their pet’s license is not delinquent. Information on licensing fees can also be found on the website.

DACC offers low-cost vaccination/microchips clinics (microchips are now $15, which includes an AVID registration) and low-cost assistance (for individuals who qualify) for spay and neuter surgeries.

The Agua Dulce Town Council co-hosted community meeting with Los Angeles County Department of Parks and Recreation to find out what type of park and recreation facilities the community is hoping to add, repair, or expand.  This was the community's chance to direct park funding for the next decade.

RALLY AGAINST HIGH SPEED RAIL IN OUR COMMUNITY!

This very important community meeting will be held to bring attention to the proposed SR 14 Corridor alignments currently under environmental review by the California High Speed Rail Authority. It also provides an opportunity to highlight alignments within the East Corridor that are currently being evaluated. The goal of this meeting is to draw community members from all affected communities along the SR 14 Corridor and increase support to ensure that all appropriate and technically feasible alternative routes are fully considered as part of the environmental review process.

BOARD OF SUPERVISORS UNANIMOUSLY APPROVE REVISED COMMUNITY STANDARDS DISTRICT!

March 4, 2014:  In effort to keep Agua Dulce rural and equestrian-friendly, the Los Angeles County Board of Supervisors unanimously approved a revision to Agua Dulce's Community Standards District, part of the county’s Title 22 - Planning and Zoning of the Los Angeles County Code. 

Being part of Los Angeles County, a gigantic, urban, metropolitan county, Community Standards Districts allow small communities like Agua Dulce to establish their own development standards and set of regulations that protect and preserve their unique community characteristics.  The revised standards approved by the Board of Supervisors on March 4, 2014 will maintain low density development, minimize urban infrastructure, protect sensitive resources, maintain and enhance the pedestrian and equestrian trail system, and preserve the archeological, historical, agricultural, equestrian, cultural, and geologic features that are unique to Agua Dulce.  A special thanks to Supervisor Antonovich for supporting the community’s intent to strengthen the standards to maintain our distinctive rural character.  The community of Agua Dulce has been working on the revisions for many years, and the Agua Dulce Town Council is proud the new standards are finally in place for protection and preservation of our distinctive lifestyle.

DARRELL READMOND MEMORIAL DEDICATION AT VASQUEZ ROCKS

November 20, 2013:  Darrell Readmond (1932-2005), former Agua Dulce Town Council member (1993-94, 1999-2004) and trails preservation activist was honored at a fitting memorial near the Darrell Readmond Trail at Vasquez Rocks.  The unique multi-faceted memorial consists of a decorative hitching post, a memorial placard, and bronzed prints of his boots along with bronzed hoof prints of his faithful horse, Denny.  For those of us lucky enough to have crossed paths with Darrell, we have all been touched with his passion and commitment to the rural and equestrian lifestyle.  For those who never met Darrell, the memorial provides an opportunity to cross the path he and his horse took in blazing trails and protecting trails for the future.

The County of Los Angeles Department of Animal Care and Control will host a community meeting to discuss the upcoming proposed horse care ordinance that will go before the Board of Supervisors in November.  They plan to host four meetings around the County.  The details of the Santa Clarita/Newhall meeting are below:

PROJECT INFORMATION: The project is a comprehensive update of the Los Angeles County General Plan. The project includes goals, policies, implementation programs and ordinances. The project covers the unincorporated areas of Los Angeles County and accommodates new housing and employment opportunities in anticipation of population growth in the County and the region. The General Plan Update focuses growth in the unincorporated areas with access to services and infrastructure and reduces the potential for growth in the County’s environmentally sensitive and hazardous areas. The project will replace the adopted General Plan. NOTICE OF PREPARATION: A Revised NOP for the EIR, which describes the project and outlines the potential environmental impacts, has been prepared. THIS JUST IN FROM US FOREST SERVICE:  BARREN RIDGE RENEWABLE TRANSMISSION PROJECT (BRRTP)

The Forest Supervisor of the Angeles National Forest has signed a Record of Decision (ROD) for the Barren Ridge Renewable Transmission Project (BRRTP). The ROD will allow the Los Angeles Department of Water and Power (LADWP) to construct 13 miles of powerlines, and upgrade an additional 17 miles. The selected route is the San Francisquito Canyon utility corridor. Please click on the project link to see the ROD and a legal notice. The Final Environmental Impact Statement is available at: http://www.ladwp.com/ladwp/cms/ladwp009508.jsp. This decision is subject to administrative review (appeal) pursuant to 36 CFR Part 215. Only that portion of the project affecting National Forest System lands is subject to appeals. Community Climate Action Plan (CCAP)About climate change and AB 32

Over the past 50 years, changes in the global climate, such as temperature increases and sea level rise, have accelerated. There is strong consensus amongst most of the scientific community that these changes are the probable result of man-made greenhouse gas (GHG) emissions. Changing climatic conditions as a consequence of excess GHGs in the atmosphere may cause unique impacts on California and Los Angeles County, including higher energy bills, increases in the number of extreme heat days, and sea level rise.

In 2006, California adopted Assembly Bill (AB) 32, the Global Warming Solutions Act, as an effort to address the effects of climate change. AB 32 establishes a statewide goal to achieve 1990 GHG emissions levels by 2020. The AB 32 Scoping Plan suggests a unique role for local governments and communities in helping achieve statewide GHG reduction goals.

Overview of the CCAP

Climate action plans include an inventory of greenhouse gas (GHG) emissions and measures for reducing future emissions to achieve a specific reduction target. Los Angeles County is currently preparing a CCAP to mitigate and avoid GHG emissions associated with community activities in unincorporated Los Angeles County. The CCAP will address emissions from building energy, land use and transportation, water consumption, and waste generation. The measures and actions outlined in the CCAP will tie together the County’s existing climate change initiatives and provide a blueprint for a more sustainable future. Ultimately, the CCAP and associated GHG reduction measures will be incorporated into the Air Quality Element of the Los Angeles County General Plan 2035.

Purpose of the CCAP

The CCAP will identify emissions related to community activities, establish a greenhouse gas (GHG) reduction target consistent with AB 32 and provide a roadmap for successfully implementing GHG reduction measures selected by the County. Importantly, the CCAP will recognize the County’s leadership and role in contributing to statewide GHG emissions reductions. Actions undertaken as part of the CCAP will also result in important community co-benefits including improved air quality, energy savings, and increased mobility, as well as will enhance the resiliency of the community in the face of changing climatic conditions.

HIGH DESERT CORRIDOR

The High Desert Corridor (HDC) project is considering construction of a new multi-mod al link between State Route (SR)-14 in Los Angeles County and SR-18 in San Bernardino County. This project would connect some of the fastest growing residential, commercial and industrial areas in Southern California, including the cities of Palmdale, Lancaster, Adelanto, Victorville and the Town of Apple Valley. While recent economic conditions have slowed growth throughout California, projections show that there will be significant growth in the HDC area again in the future.

In anticipation of this future growth, combined with existing congestion on east/west corridors such as I-210, I-10, SR-60 and SR-138, the California Department of Transportation (Caltrans) and the Los Angeles County Metropolitan Transportation Authority (Metro) partner agencies initiated the HDC Environmental Impact Statement/Report (EIS/EIR) in September 2010. The purpose of this environmental effort is to study alternatives for improving traffic congestion, goods transportation, and air quality in the region.

UNITED STATES FOREST SERVICE RELEASES "DRAFT SUPPLEMENTAL ENVIRONMENTAL IMPACT STATEMENT (SEIS), SOUTHERN CALIFORNIA NATIONAL FORESTS LAND MANAGEMENT PLAN (LMP) AMENDMENT

The proposed amendment affects Angeles, Cleveland, Los Pdres, and San Bernardino National Forests.

The proposed amendment would revise land use zone allocations for select Inventoried Roadless Areas within the four forests and amend LMP monitoring protocols. The Draft SEIS considers alternatives for the land use zone allocations and monitoring, as well as the No Action alternative.   The Draft SEIS is available for review and comment on the project website at:  http://www.fs.fed.us/nepa/fs-usda-pop.php?project=35130   The comment period will close on May 16, 2013. !!!!!  THE UPDATED AGUA DULCE COMMUNITY STANDARDS DISTRICT  GETS APPROVED BY BOARD OF SUPERVISORS ON MAY 22, 2012!!!!!  

On May 22, 2012, the Board of Supervisors unanimously approved the recommendation of the Regional Planning Commission (RPC) to amend the County Code to update the Agua Dulce CSD as reflected in the draft ordinance and incorporate the requests of the Agua Dulce Town Council into the CSD and instructed County Counsel to prepare an ordinance amending the County Code as recommended by the RPC.

General description of proposal:

Project No. R2010-00446-(5) to update the current Agua Dulce Community Standards District, which is intended to help preserve the community character by addressing minimum lot size, residential and commercial development standards, street improvements, public trails, signage, the allowance of cargo shipping containers, the expansion of allowable home-based occupations, an increase in the number of dogs, and significant ridgeline and hillside management protection.

County enters into "Non-Exclusive Commercial Waste Collection Franchise"  Trash Hauling/Trash Bins 

Los Angeles County Public Works Department is in the process of implementing a Proposed Non-Exclusive Commercial Trash Collection Franchise System for customers that utilize dumpster/roll-off trash collection services that are within County unincorporated areas.  The non-exclusive franchise system will replace the current open-market system starting July 1, 2012 to enable the Department to meet recent changes in State law and provide enhanced trash collection and recycling services. Under the system, all waste haulers will be able to continue service in unincorporated areas provided they meet minimum performance and customer service standards.  Below is a copy of their FAQ and a PowerPoint on the proposal:
