One of the more intrusive forms of court interventions is the use of a consent decree – a settlement agreement filed in federal court between plaintiffs and the local government agency in charge of the police. The Congressional Research Service defines mass shootings, as multiple, firearm, homicide incidents, involving 4 or more victims at one or more locations close to one another. How can gun violence be reduced? Do body-worn cameras improve police behavior? What policies might reduce incarceration rates? To address these controversial questions, this course takes an evidence-based approach. This means examining successful data analyses when available––and understanding why they are successful––, as well as understanding when the analyses or data are insufficient to answer questions. The course introduces the history and composition of the criminal justice system, and focuses especially on crime prevention, policing tactics, detention, trial, forensic science, punishment, and recidivism.
