CITY OF SAGINAW STATEMENT ON PATROL OFFICER CALL INS July 20, 2020 SAGINAW, MI – The City of Saginaw is aware that several Patrol Officers with the Saginaw Police Department have called in sick for the day shift for Monday, July 20, 2020. The Command Officers scheduled for today’s shift have reported for their assigned duty. Several Patrols Officers also called in sick Friday, July 17 for the evening shift and again on Saturday, July 18 for the day shift. Saginaw Police Chief Bob Ruth has requested the assistance of the Michigan State Police and the Saginaw County Sheriff’s Department to help with patrol. Both agencies have been very supportive to offer assistance. For the nightshift of Friday, July 17, the MSP provided 11 MSP troopers, a sergeant and a K-9 unit and the Sheriff’s office assigned seven sheriff’s office personnel to assist. The MSP and Sheriff’s Department are offering similar assistance for today’s shift. Saginaw Police Chief Bob commented on the partnership, “Both the MSP and the Sheriff’s Department have been quick to respond and offer assistance. We are very appreciative of their commitment to the City of Saginaw.” Ruth stated residents can be assured the City is safe and assistance is available. “We want residents to be confident that the streets are being patrolled and if there is a need to call 911, they will have a prompt response time, regardless of what uniform the responding officer is wearing.” The City of Saginaw is investigating the reason for the patrol officer call ins and hopes for a prompt resolution to the situation. CITY OF SAGINAW RECEIVES GRANT FUNDING FOR ASPHALT ART INITIATIVE The City of Saginaw, in partnership with the Great Mural Project, has been awarded a $25,000 national grant from Bloomberg Philanthropies. The Asphalt Art Initiative grant is intended to revitalize and beautify underutilized public spaces, improve street safety, and to promote collaboration in Saginaw. The City of Saginaw is one of sixteen cities, out of over 200 applicants, awarded this grant from Bloomberg Philanthropies. The Asphalt Art Initiative not only seeks to create vibrant public spaces but also looks to build city capacity by working with artists and community groups on projects involving transportation infrastructure. From this funding, the City and members of the Great Mural Project will create a collage of colorful murals on the streets, intersections, and crosswalks of Saginaw, or vertical surfaces of transportation infrastructure like utility boxes and traffic barriers. The Great Mural Project has been very active in creating art in Old Town and downtown Saginaw over the past three years, including the recent mural along the Court Street Bridge underpass. Through this grant and the art it creates, the group hopes to remake Saginaw streets, improve public safety, inspire people, attract visitors, and enhance the quality of life for residents. CITY OF SAGINAW STATEMENT ON USE OF FORCE INCIDENT July 14, 2020 SAGINAW, MI – The City of Saginaw became aware of a recent incident which involved one of its police officers and an individual that had been arrested for criminal activity and taken into custody. After the preliminary review of information regarding the situation, the City has taken prompt action by suspending the police officer indefinitely, without pay, while an internal investigation is being completed. Due to the COVID-19 pandemic, many community fireworks shows have been canceled throughout the Great Lakes Bay area. If residents choose to use their own fireworks at home, the City of Saginaw reminds residents to be safe and use good judgment when handling fireworks, including ground and handheld sparkling devices. Saginaw Fire Chief Chris Van Loo cautions residents, “Be safe and avoid fire-related injuries and fire-related destruction of property. Even sparklers should be used with caution as the average temperature may exceed 1,800 degrees. Have a backup plan with a charged water hose or bucket of water in case of emergency. Let's make this 4th of July a fun and safe holiday. Remember, alcohol and fireworks do not mix.” Chief Van Loo also provided these additional tips to ensure a safe and enjoyable 4th of July: Never allow children to play with or ignite fireworks. Never stand directly over fireworks when lighting. Never light fireworks indoors. Never try to re-light or pick up fireworks that have not ignited fully. Do not wear loose clothing while using fireworks Always stand several feet away from a lit firework. Always read the directions and warning labels on fireworks. According to the Consumer Product Safety Commission, nearly 13,000 Americans are injured by fireworks annually with an average of eight deaths ranging in age from 4 to 57. Sparklers are one of the leading causes of injuries and can burn at 2,000 degrees — hot enough to melt glass. The updates to the policy include clearer emphasis on when certain use of force tactics are or are not allowed, adding requirements regarding de-escalation of any police-citizen encounter, and highlighting the current requirements for officers’ duty to intervene in and report improper conduct. "In Saginaw and across the country, George Floyd's death at the hands of Minneapolis police has sparked important conversations about race and the role of police in America," said Tim Morales, City Manager. "In Saginaw, we have been working for years to build a police department that reflects the values of our community and embraces the forward-thinking policies and practices of 21st century policing. By updating and releasing the SPD's use of force policy we take an immediate and meaningful additional step to improve our practices. The City of Saginaw is pleased to once again host a Neighborhood Association Action Group (NAAG) meeting for area residents. The meetings were previously canceled due to COVID-19 restrictions. The City of Saginaw is pleased to announce plans for reopening municipal buildings, parks and properties. At the June 8 City Council Meeting, City Manager Tim Morales explained the reopening timeline which will occur in stages. The reopening process began this week and will continue throughout the month of June. The process will occur in stages as more employees report to work, and the city implements new safety precautions in municipal buildings. The plan is to have all city offices and facilities be completely reopened to the public on July 1. City Offices will remain closed to the public through June 30 while the city completes additional precautionary measures to ensure the safety of our citizens and employees. The City of Saginaw Convenience Station, located behind the Public Works building at 1435 S. Washington Avenue will reopen this Saturday, June 13, 2020 from 8:00 am to 12:00 pm for City of Saginaw residents. For the safety of our employees and citizens, all residents are asked to wear a mask when visiting the convenience station and adhere to social distancing guidelines. The City of Saginaw is pleased to reopen the convenience station for City of Saginaw residents. Due to COVID-19 restrictions, the convenience station was closed in April and May. This Saturday, City of Saginaw residents may drop off recyclables, building materials, furniture, trash and other miscellaneous items at our convenience station drop off site. Staff will not accept roofing shingles. Residents must show a valid Michigan driver's license or identification as proof of residency. In addition to the requirement to wear masks, customers utilizing the convenience station are encouraged to have materials pre-sorted in the trunk of their vehicle or truck bed to allow staff to easily access and remove materials. Staff will not remove materials from back seats. At the June 8 Saginaw City Council Meeting, council members voted unanimously to adopt a resolution condemning racism. To begin the meeting, Mayor Floyd Kloc made the following statement: "Before we start the regular business of council tonight, I want to address directly the members of the public who have joined this Saginaw City Council virtual meeting tonight, or who will view it later. Certainly by now pretty much everyone has heard, and seen, the tragic events in Minneapolis, Minnesota involving the death of George Floyd caused by the actions of a police officer. Not only was his death avoidable had proper use of force been employed, but it was preventable had the other 3 officers present intervened to uphold their sworn duty to protect every member of the public, no matter their skin color. Today, your city council meets for the first time since George Floyd’s death and the many protests that have happened worldwide since. It is unfortunate that our schedule required a 3 week hiatus at this critical time, but it did. Nevertheless, we are meeting today. And in meeting today I believe it is imperative for this council, as a body, to condemn the discrimination, systemic racism, and social inequality that has marked so much of the black community’s experience in this country for over four hundred years, and for us to dedicate ourselves to doing everything we can to eliminate those evils from our city. Together with Mayor-Pro-Tem Moore and with the help of the City Manager’s office, a draft resolution has been prepared for council’s consideration tonight, and during the later Additional Motions portion of our meeting I will be moving approval of this resolution for discussion by council, and hopefully for its adoption." The City of Saginaw is committed to safety for all residents and making the City of Saginaw an enjoyable community for all. In response to recent complaints regarding the illegal use of fireworks, the city has established an email address for citizens to lodge fireworks complaints. Members of our S.C.E.N.I.C. Inspections Division, in cooperation with the Saginaw Police and Fire Departments, have established a Fireworks Enforcement team that will be patrolling areas of the city effective immediately to increase enforcement. Citizens can also call 9-1-1 to lodge complaints. Violations of the fireworks ordinance is a civil infraction which carries up to a $1,000 fine. In the wake of recent tragic incidents involving police use of force and other issues, the legitimacy of the police has been questioned in many communities. The City of Saginaw understands the need for community involvement in policing and the need to review procedures and police interaction with citizens.. Racism has eroded trust and goodwill throughout our nation. However, we believe the future of policing in the City of Saginaw is ripe with potential. Now more than ever, our policing must continue to place an even greater emphasis on police-community partnerships, and a strong focus on equity, transparency, and accountability. The focus of the Saginaw Police Department has been about building personal relationships, being proactive in addressing community concerns and working with partners to innovate new approaches to police work. The City of Saginaw remains committed to diligently addressing how we handle citizens and taking steps to improve community relations. These steps include working with Saginaw County Community Mental Health Authority to develop training on dealing with individuals who are mentally ill, increased availability of less lethal equipment, as well as the purchase and implementation of body cameras for all road patrol officers. The police department now has School Resource Officers in local schools and Victim Services Advocates to better serve the citizens of Saginaw. The department has also established a partnership with the Saginaw Branch NAACP to produce public information videos to educate youth on how to communicate with the police. The SPD conducts Implicit Bias training on a regular basis and is the site for monthly prayer meetings for local clergy. Other steps include the development of the Saginaw ALPACT committee, which is comprised of leaders and members of the community, civil rights and civil liberties organizations, and leaders from the law enforcement community. This committee meets bi-monthly to examine issues affecting police and community relations to ensure equitable enforcement of laws including: racial profiling, police discretion, use of force, recruitment and training, citizen complaint processes, community partnering, and police leadership. Several leaders and organizations have contacted the city with suggested changes that should be implemented by the Saginaw Police Department. The Saginaw Police Department maintains a use of force policy that is consistent with current national and legal standards. It is periodically reviewed by SPD command staff and the city attorney to ensure it remains in proper form. The policy takes into consideration a use of force continuum developed by the National Institute of Justice and contains guidelines as to how much force may be used against a resisting subject in a given situation. SPD Officers receive consistent training and understand that they are only allowed to use a level of force that is objectively reasonable to bring an incident under control. Actions such as those taken by the officers in Minneapolis are not contemplated by any policy of the Saginaw Police Department. On Friday, June 5, 2020 at 10:00 am, Saginaw Police Chief Robert Ruth will hold a press conference to discuss the efforts of the Saginaw Police Department and the Saginaw ALPACT Committee. The press conference will be held in the front lobby of the Saginaw Police Department, 612 Federal Avenue, Saginaw. ALPACT represents "Advocates and Leaders for Police and Community Trust" and is comprised of leaders and members of the community, civil rights and civil liberties organizations, and leaders from the law enforcement community. The Saginaw ALPACT committee meets bi-monthly to examine issues affecting police and community relations to ensure equitable enforcement of laws including: racial profiling, police discretion, use of force, recruitment and training, citizen complaint processes, community partnering, and police leadership. ALPACT meetings are co-chaired by Saginaw Police Chief Robert Ruth and Cal Talley, Special Assistant to the Provost at SVSU. Friday's press conference will include comments from local law enforcement and ALPACT committee members including representatives from the NAACP, Mexican American Council, local clergy members, and the Michigan Department of Civil Rights. Members will address the current state of affairs of law enforcement in the Saginaw community and ways to produce a more trusting and positive relationship between the community and law enforcement. The warm weather in Saginaw brings many wonderful things, including road improvements and construction. Beth London, Deputy Director of Public Services, and the Engineering Division have provided City Council and citizens with an update on future road and construction projects in the city. Carolina Street, Adams Boulevard, and N. 6th Avenue. Citizens will also notice work on several railroad crossings and complete reconstruction on Niagara Street and Hardin Street. There will also be several ADA sidewalk ramps installed and sidewalk replacements in the city during 2020. The mission of the City of Saginaw is to provide high quality services to ensure an inclusive, safe, and vibrant community in which to live, work, learn, and play. Although these projects can cause detours and travel delays, better roads enhance travel and safety in our neighborhoods and ultimately lead to the long-term greater good of our community. Residents are reminded to have all properly prepared materials placed at the curb no later than 7 am on their regular collection day. The City of Saginaw’s convenience station will remain closed until the executive order is lifted. If the order is lifted on June 12, the next drop off date for City of Saginaw residents is tentatively scheduled for Saturday, June 13 8:00 a.m. to noon. The City of Saginaw is committed to maintaining basic operations that are necessary to sustain or protect life in our city. All operations maintaining in-person activities must adopt social distancing practices and other mitigation measures to protect employees and citizens. Read more. The Saginaw City Council approved the Proposed Budget for Fiscal Year 2021 at the May 18, 2020 City Council Meeting. The fiscal year for the City of Saginaw is from July 1 to June 30. The FY 2021 proposed budget reflects the City’s commitment to provide quality services to residents, while preserving the City’s long-term financial viability. The total citywide budget is projected to be $124.81 million which represents a $4.56 million, or 3.8% increase from the 2020 approved budgeted levels. The General Fund Budget for FY 2021 is projected to be $36,273,633. The FY 2021 Proposed Budget is very conservative. The City will realize a few additions, reallocations, and reclassifications to staffing for FY 2021. The City will increase public safety staffing by adding one additional police officer and one additional firefighter in FY 2021. The City is also budgeting for the contractual wage increases, step and longevity increases for city employees, as well as increases in benefit costs such as healthcare and pensions. Although the budget is balanced, there are many challenges that the City of Saginaw must face and overcome in order to be in a positive position for the future. One of the largest variables that will affect the FY 2021 budget is the COVID-19 pandemic. The city will closely monitor spending due to a reduction in revenues and unforeseen costs of COVID-19 related expenses. This impact will drive budgetary decisions going forward. The FY 2021 budget also addresses funding in both water and sewer operations toward replacement of the lead and copper galvanized lines. Finally, funding for the Other Post-Employment Benefits (OPEB) and Pension Liabilities remain a concern for the City of Saginaw. The FY 2021 budget continues to address funding of these unfunded liabilities and allocates funds towards both obligations. Read more. Due to safety and health concerns surrounding the COVID-19 pandemic, Saginaw’s Splash Park, located in the Frank N. Andersen Celebration Park, will remain closed until further notice. "The COVID-19 pandemic has created a very challenging time for everyone, and the near future looks uncertain as we continue to work through the phases of the state’s MI Safe Start Plan," said Phil Karwat, Public Services Director. "It takes weeks of preparation to get the Splash Park open, with safety and cleanliness being the city's highest priorities." Jay Gustin, Acting Facilities Administrator, commented on the announcement, "This was not an easy decision to make and much thought and discussion was involved. We understand that many families look forward to this free outdoor activity every summer, but the health and safety of our guests and staff remains our top priority. We must proceed with caution." City Manager Tim Morales commented on the uncertainty of the situation, "Only time will tell if we will be able to open for the summer of 2020. Deebo is doing well given his circumstances and had a follow-up veterinary visit today. There is some swelling due to the trauma and the muscles that were torn from the knife that had to be surgically corrected. As you can see from the attached photos, Deebo has multiple stitches external as well as internal along with a drain tube sewn in place to reduce pressure and reduce swelling. The drain tube was scheduled to be out today but was left in place by Deebo’s family veterinarian due to the concerns with the swelling. Deebo appears to be in good spirits and just wants to play with his little brother K9 “Emmett”, however, due to restrictions Deebo cannot play or return to work under the Doctors orders. On the positive side, we have been receiving so many well wishes and support from people across our community and the country beyond. January 30, 2020 SAGINAW, MI – The Treasury Division has partnered with the Information Services Team to enhance customer service at City Hall. To make paying your bill as convenient as possible, citizens now have several options when making payments at City Hall. The City now offers Interactive Voice Response to make payments via phone using Mastercard, Visa or Discover. Customers can pay water bills, property taxes and special assessments from their phone by dialing 833-440-8683. The automated system takes users through step-by-step instructions to pay over the phone. A processing fee of 3% for debit/credit cards, $3.00 for echeck will be charged per transaction. Citizens can also pay on line using the City's Point and Pay system. The user friendly system allows citizens the option to pay bills using Mastercard, Discover,or Visa, schedule recurring payments, and sign up for ACH payments. City of Saginaw residents voting by absentee ballot will notice something different this election cycle: the envelopes. The noticeable change is from the “craft brown” envelopes to a white envelope with a blue stripe on the side that will arrive at the voter's home. The envelope to return the ballot to the City Clerk's Office will have a green stripe on the side. The newly designed envelopes are a result from the Bureau of Elections (BOE) working with the U. S. Postal Service to ensure the integrity of processing with automated equipment. The blue and green stripes will assist postal workers in quickly identifying which envelope needs to be delivered to a voter or to a municipal clerk. The BOE also made the wording more concise and easy to understand. This design is now the statewide standard for elections. December 17, 2019 SAGINAW, MI – The Fiscal Year 2019 Annual Audit for the City of Saginaw was presented by Yeo & Yeo CPAs and Business Consultants at the December 16, 2019 City Council meeting. The Annual Audit included a complete review of the financial statements of the governmental activities, business-type activities, each major fund, component units, and the collective remaining fund information for the City of Saginaw for the fiscal year ending June 30, 2019. The City was able to grow its General Fund Balance, as Yeo & Yeo reported that it is now equal to 21% of our expenditures, which is in line with guidelines set by the Michigan Government Finance Officers Association. Together, local businesses across numerous industries can reinforce who we are as a city and help spread the news of the great OPPORTUNITIES in Saginaw. The marketing campaign strategically highlights the unique offerings of Saginaw by splashing this message throughout the city. Residents will begin to see this message pop up throughout the community in various forms – banners, billboards, social media and online. Community organizations are also invited to use the new logo treatment and help share the positive message. To develop this campaign, the City conducted research including stakeholder interviews and an online survey, which collected more than 1,000 responses to learn more about the general attitudes of residents towards Saginaw’s redevelopment progress. To meet the requirements for cleaner shipments of recyclables, the material sorting facilities must become more attentive and accurate in the removal of contaminants.
