MEXICO CITY, Mexico (CNN) -- Mexico lowered its health alert level Monday, citing improvements in the battle against swine flu.

The level was lowered from red, or "high," to orange, or "elevated."
"The measures we have taken, and above all the public's reaction, have led to an improvement," Mexico City Mayor Marcelo Ebrard said at a news conference.
"But I insist that the virus is still present, that we need to remain on alert, and the resumption of activities will be little by little, not all at once."
But U.S. health officials cautioned that the H1N1 virus is still on an "upswing" in the United States. And the World Health Organization warned that after the number of cases begins to subside, the swine flu could return this year "with a vengeance."
The number of confirmed cases worldwide was expected to cross the 1,025 mark Monday. Earlier in the day, the WHO reported at least 985 cases across 20 countries. There were 26 reported deaths, including one in the United States, a Mexican toddler who was visiting relatives in Texas.
The U.S. Centers for Disease Control and Prevention reported 226 cases across 30 states.
New York Mayor Michael Bloomberg announced Monday that 10 more cases not counted in the CDC total have been confirmed, bringing New York City's total to 73. One school -- P.S. 177 in Queens -- remained closed Monday because of five confirmed cases there.
But St. Francis Prep School in Queens re-opened its doors.
"The school has been completely sanitized," St. Francis Principal Leonard Conway said in a letter to students and their parents.
More than 100 students were out sick two weeks ago; some were found to have the swine flu, becoming the first confirmed U.S. cases. The school shut down. Most of the students had mild symptoms, and all recovered, health officials said.
Students had mixed feelings about returning. Some said they weren't afraid, but one said, "I'm a little nervous."
"We're glad to see each other again," one boy added.
Bloomberg visited to the school to welcome them back.
In Mexico, where the worldwide outbreak began, officials said the wide-ranging closure of public venues might be lifted by Wednesday.

Mexican Health Minister Jose Angel Cordova Villalobos also announced that the country has confirmed another swine flu death, bringing the total in Mexico to 26. There are 727 confirmed cases in Mexico and 1,922 suspected cases, he said.
Swine flu continued to be found in new locations in the United States on Monday, with the Centers for Disease Control and Prevention reporting 286 confirmed cases in 36 states. It had reported 226 cases in 30 states Sunday. New cases were reported in Idaho, Louisiana, Maryland, North Carolina, Oregon and Pennsylvania.
In Atlanta, Georgia, the CDC cautioned Americans not to reduce their vigilance.
"I'm heartened by the Mexican authorities' reports, but I am very cautious," Dr. Anne Schuchat, the CDC's interim deputy director for public health, said Sunday. "I know that influenza can be surprising, and the time course here in the United States is later. We believe we're just on the upswing here."
Because cases began earlier in Mexico, it would make sense for that country to see its peak sooner, she explained.
A spokeswoman for the U.S. Marine Corps base at Twentynine Palms in California said two new cases of the flu were confirmed by the CDC late Sunday. The two Marines show no symptoms but are being kept in isolation, spokeswoman Jennie Haskamp said. One other case had been confirmed at the base.
The U.S. Defense Department also reported that a crew member stationed aboard the amphibious transport dock ship USS Dubuque in San Diego, California, was confirmed to have swine flu and was ashore. The department said there were 13 other "probable" cases among Dubuque crew.
California officials were looking into a suspected case at a prison. Authorities suspended visitation and other "non-essential activities" at Centinela State Prison in Imperial County after an inmate was suspected of having the virus. The case has not been confirmed.
As hard as they are pushing to contain the outbreak, health officials in the United States and worldwide are working around the clock to develop a vaccine.
They're learning from the swine flu pandemic of early last century.
"In 1918, the Spanish flu showed a surge in the spring and then disappeared in the summer months, only to return in the autumn of 1918 with a vengeance," WHO spokesman Gregory Hartl said Sunday. "And we know that that eventually killed 40 million to 50 million people."
It is unknown whether the current swine flu would come back in a more dangerous form. But health officials said they are not taking chances.
This is no time for complacency," U.S. Secretary of Health Kathleen Sebelius said Sunday. "We want to stay out ahead of this."
In addition to the fatalities, the spread of the virus -- scientifically known as Influenza A (H1N1) -- has strained relations between some countries and re-ignited religious and ethnic tensions in others.

Some had traveled to China aboard the same flight that carried an infected Mexican man -- the country's first confirmed case.

In Hong Kong, about 200 hotel guests and 100 staff members at the Metropark Hotel remain under quarantine until Friday after health officials determined that a guest there had contracted the H1N1 virus.
"We go down to the lobby for food and then back to the room to eat your food," said Leslie Carr, a British man who is one of the 300 stuck at the hotel. "Not many people are downstairs hanging around to talk or discuss anything."
China has denied discriminating against Mexicans, saying it is exercising proper precaution to prevent the spread of the virus. Hong Kong, in particular, is extra careful after a SARS outbreak in 2003 killed almost 300 people.
"In view of the lack of data ... we have to be very cautious," said Yuen Kwok-Yung of Hong Kong University. "I believe that as time goes by, we can change our strategy."
Meanwhile, hundreds of farmers in Egypt threw rocks and bottles Sunday at police who were following government orders to cull all the country's pigs. U.N. officials have said the move will not stop the spread of the virus, and the country has not recorded any case of H1N1.
Although Egypt is a predominantly Muslim country, the pigs mostly belong to the Coptic Christian minority, fanning religions tensions.
