In 1985, she was the first Hispanic woman elected to the Miami City Commission where she served as Commissioner and Vice Mayor until 1989, when she resigned her Commission seat to seek the Democratic nomination for the 18th Congressional DistrictIn 1991, Rosario incorporated Rosario Kennedy Associates, Corp., a governmental consulting firm that provides strategy and implementation on legislative issues for local and national clients. Rosario’s legislative experience and “insider” knowledge of the City of Miami and Miami-Dade County governmental infrastructures have served her clients well.
