Initially targeted at EU candidate countries and potential candidates, a version of the Principles has been developed for European Neighbourhood countries. Monitoring reports Launch of Government at a Glance: Western Balkans Government at a Glance: Western Balkans , launched on 8 July 2020, presents new comparisons on key public governance indicators across the region and to OECD and EU countries, and convenes ministers to reflect on the key takeaways from the publication, what lessons to draw for COVID-19 crisis management and future reform efforts post-COVID 19. Awarding public governance initiatives in the Western Balkans in the context of coronavirus (COVID-19) SIGMA and the Regional School of Public Administration (ReSPA) have initiated the Public Administration Awards to recognise successful governance initiatives in the Western Balkan region. The 2020 Awards will focus on successful responses to address the coronavirus (COVID-19) crisis in order to identify, recognise and learn from inspiring practices in the region. Conference for ENP South region administrations on reopening public services after the coronavirus (COVID-19) pandemic On 10 June 2020, SIGMA organised a virtual conference with participants from ENP South administrations to exchange on their reopening experience after the pandemic. Detailed government guidelines ensure the safety of civil servants returning to work and of users entering premises to obtain services in person. Discussion on common challenges and innovations in HRM will continue. Conference for IPA region administrations on human resource management during the pandemic In April 2020, SIGMA held a virtual conference with participants from the Western Balkans and Turkey to exchange experience of HR management during the pandemic. The expansion of telework and flexible working protect civil servants while ensuring continuity of the public service. Discussion of common challenges (on-line recruitment, return to offices) will continue. Public procurement rules during the COVID 19 crisis The paper analyses the basics of application of the procurement rules for the needs of combating the corona virus outbreak in the light of the EU public procurement directives and GPA, and gives a short overview of some examples from the EU Member States.
