CCD Virtual Briefing on The ADA at 32: Achieving Accessible, Integrated, and Affordable Housing for People with Disabilities
People with disabilities may make up 20-25% of the US population, but disabled people and their diverse unmet housing needs have yet to be at the forefront of federal housing policymaking. Disabled people of all ages, disproportionately nonwhite and poor people with disabilities, are acutely impacted by the nation’s housing crisis and face staggering barriers from high costs, continued segregation, institutionalization, lack of supply, extreme rates of inaccessibility, sky rotting rates of discrimination, among others.

CCD and NHLP Letter To HUD
As rents soar across the country and the market becomes increasingly competitive, it is critical to keep HUD housing programs accessible to people with disabilities. The National Housing Law Project and the Consortium for Constituents with Disabilities write today to urge HUD to adopt our regulatory recommendations related to the treatment of disbursements from Special Needs Trusts (SNTs) and to illustrate how HUD’s current interpretation of its income rules is creating harmful outcomes for assisted families. HUD must amend 24 CFR Sec. 5.609(c) to clarify that disbursements of principal from SNTs are excluded from income if the source of the funds were otherwise excluded.

The purpose of this letter is to request that the Administration take all necessary and sufficient steps to ensure that federal agencies are held accountable for achieving digital accessibility (an outcome that should have been achieved years ago). To accomplish this goal, we ask that there be real consequences for those agencies that continue to renege on their legal obligations under Section 508 of the Rehabilitation Act and fail to meet the clear expectations in E.O. 14035 to ensure digital accessibility.
