Luego en el 1998 se aprobó la Resolución Concurrente del Senado Núm. 11, que estableció las funciones principales de la OSL: atender consultas legales, redactar anteproyectos de ley, realizar estudios e informes relacionados a legislación, traducir leyes, entre otros.Finalmente, se derogó la Ley que creaba el Centro Legislativo de Análisis Fiscal e Innovación (CLAFI). De esta forma se establecieron las funciones, deberes y facultades de la OSL.
