The Women’s Empowerment, Development and Gender Equality Plan 2013−2016 is the fourth gender-focused plan formulated by the Philippines since 1989; the first ones being the Philippine Development Plan for Women (PDPW 1989−1992), the Philippine Plan for Gender-Responsive Development (PPGD 1995− 2025),and the Framework Plan for Women (FPW2004−2010). Reports on the implementation of these plans indicate that many of the gender concerns they raised have been addressed.However, there are still many issues that need attention and resolution and recent developments have given rise to yet new issues requiring new solutions. PCW-DILG-DBM-NEDA Joint Memorandum Circular 2013-01: Guidelines on the Localization of the Magna Carta of Women The JMC 2013-01 contains comprehensive guidelines to localize the provisions of RA 9710 or the Magna Carta of Women (MCW) Act of 2009. It prescribes the creation and/or strengthening of institutional mechanisms to facilitated the identification of gender-specific gaps and entry points for gender mainstreaming in social and administrative structures of LGUs. The Philippine Commission on Women-GREAT Women Project partnered with the Protected Areas and Wildlife Bureau of the Department of Environment and Natural Resources in the development of this Tool Kit which aims to provide information to LGUs and protected area managers in preparing and developing their ecotourism management plans and ensuring that ecotourism strategies are gender responsive. This handbook provides the necessary information on how the stakeholders, particularly the LGUs, will develop and pass a GAD Code based on the gender issues and concerns in their respective localities based on consultation with their women constituents and the women s empowerment and gender equality agenda of the government. The GAD Code shall also serve as basis for identifying programs, activities, and projects on GAD. The book includes the Philippine Commission on Women s Memorandum Circular No. 2009-1 (Guidelines on the Formulation, Implementation, Monitoring and Evaluation of a Gender and Development Code). Launched by the Gender Equality Committee (GEC) for Media, this kit contains three books which are: Code of Ethics for Media (Book 1); Guidelines to Protect Women from Discrimination in Media and Film (Book 2); and Gender Equality Guide (Book 3).
