A LEGEND PASSES AWAY:With profound grief, we announce that Com.V.Subramanian, affectionately called by all as VS, expired today after a few days in hospital. Com.VS was one of the organisers of AIBSNLOA Tamilnadu Circle and was Secretary of AIBSNLOA Kumbakonam District. Though he remained a source of inspiration and driving force in AIBSNLOA, he had always avoided being in limelight. In his early career, he was a mass leader in Thanjavur SSA and worked for uplift of the then DoT employees, particularly the casual mazdoors. He was a man of a few words but those words worked miracle in the minds of the workers. Known for absolute discipline and honesty, he carefully chose the path of righteousness during his career as BSNL executive. He commanded respect among basic members and leaders alike. His demise is a huge loss for AIBSNLOA as well as the entire BSNL workers in Tamilnadu. Around 60 delegates and well wishers attended the conference. The Association flag was hoisted by our beloved General Secretary Com Rakesh Sethi. The Circle Secretary welcomed all to the conference. Com.P.Ramachandran , our CHQ President inaugurated the conference with his eloquent narration of facts and figures. Com.K.Rajasekaran, Advisor CHQ, Com.M.Balasubramanian CHQ Vice President, Com. In his Special address Com Rakesh Sethi spoke on the present scenerio in BSNL, a number of speculations on BSNL Revival plan, financial crisis in BSNL and the activities of other unions/ associations. The Circle Conference discussed the proposed agitational programs by some of the unions and associations and resolved that our CHQ/GS will take a final call on our participation in future agitations on common issues, taking into consideration all the issues involved. The policy should be available to BSNL retirees too: VIEW LETTER :CHQ WRITES TO SECRETARY DOE ON PENSION CONTRIBUTION BY BSNL TO THE GOVERNMENT OF INDIA IN RESPECT OF ITS EMPLOYEES PERMANENTLY ABSORBED IN BSNL::We understand that the DoPT order dated 19.11.2009 limiting pension contribution to actual basic pay drawn, is a considered decision, based on the above principle and the fact that the VII CPC introduced Pay Matrix instead of the then existing Running Pay Band and Grade Pay system. For example, Grade Pay 1 to 5 comes under Pay Band 1 with Rs.5200-20200. As there is no possibility of any Government Servant on transfer to Foreign service to reach the maximum of the pay band, DoPT restricted the pension contribution to the actual pay drawn w.e.f. 1.1.2006, the date of implementation of Government decision on the recommendations of VII CPC. In BSNL too, due to availability of time bound financial upgradations every 4 to 5 years, no one will reach the maximum of his present pay scale. In contrast to the usual Open Session format, a BSNL customer Shri Ramesh C Kumar, Director, Indian Commerce and Industries was honoured in the Open Session. In his office premises a landline has been working ever since the year 1915, initially installed by Oriental Telephone Company, then maintained by P&T Department, then the Department of Telecom and now BSNL. This is the oldest landline connection working in Chennai city, in the same premises for more than 100 years, seeing four generations, although the number has changed many times from three digits to the present eight digits. In his speech Shri Ramesh C Kumar said that he intends to keep it in the family. Director (HR) Ms. Sujata Ray had sent her Greetings message and Director (CFA) Shri Vivek Banzal had sent his Video Message, expressing their inability to be physically present in the Conference, although they very much wanted to be with us. When others were making merry over acceptance in principle by BSNL Board, the Executive Promotion Policy Amendment & Recruitment Rules to be implemented from 1.7.2018, AIBSNLOA was first among a few associations which demanded filling up of all existing vacancies in all grades before implementation of the EPP A&RR and sincerely worked for it. Supreme court orders on promotion with reservation and judgment of Ernakulam High Court came as timely boon. They elaborated on all the points mentioned in the letter and questioned DoT's stand that BSNL is not eligible for pay revision as per the 'affordability' clause, since the same DoT approved pay revision w.e.f. 1.1.2007 for MTNL employees when the 'affordability' clause was very much there in the Government decision on Second Pay Revision Committee and when MTNL was incurring losses consecutively for several years then. They explained the role of BSNL in all important government projects including Digital India, the fact that BSNL was incurring losses only because of it implementing the social obligation of the Government by providing financially unviable services in rural and remote areas. They mentioned that the MOSC expressed his desire to get the pay revision implemented for BSNL employees whenever BSNL employees met him during his tour across the country, but a section fo DoT officers were reluctant to pursue BSNL proposals on the matter. They requested the MP to use his good offices to impress upon MOSC/DoT for early settlement of the issue. Shri Parvesh Sahib Singh, MP has agreed to take up the matter with the DoT as well as the MOSC.. View Memorandum on Pay Revision View Memorandum on Tower company CMD said he was very much hopeful that pay revision will be implemented for BSNL employees this year itself. He mentioned that BSNL proposals for pay revision was approved by all the four independent Directors in BSNL Board as well as the DoT representative. He said that Hon'ble MOSC was in favour of pay revision to be implemented for BSNL employees. While admitting that there were two views among DoT officers, with one section insisting to demonstrate as to how BSNL will meet the extra financial burden, he said that though BSNL revenue has gone down during the last three quarters, all efforts are being made to increase the revenue in the present quarter. He pointed out that compared to other private operators, BSNL has been doing well financially. He believed that even Jio effect will not be long lasting. He therefore appealed to all of us to work together to concentrate on revenue growth by acting as Sales & Marketing Personnel in office and PR personnel outside office.On Tower company, he said that apprehensions about formation of separate tower company are unfounded and affirmed that the BSNL Tower Company Limited is a subsdiary of BSNL formed with the sole aim of increasing revenue. Any deviation from the stated goal in the Cabinet decision will require concurrence of the Cabinet itself. The role of strategic partner, if any in future, will be limited to only monetisation of the tower assets and there is no threat of privatisation, he said.To another query from us, he categorically stated that neither VRS nor reduction in retirement age is under consideration. Ganapathy Subramanian, ACS Com M.Manisekaran and ADS Erode Com Manian met CGM on 17-01-2018 and discussed the following issues:(1) Payment of temporary advance:We expressed our concern over long delay in payment of temporary advance for carrying out maintenance and development works by the executives. CGM assured that he would arrange for payment at the earliest possible date on getting fund.(2) Provision in SAP module to ensure status of final settlement of temporary advance: It has been told that the request would be referred to the authority concerned for process.(3)Online payment of Electricity charges: CGM told that this proposal was being taken up by finance wing for implementation..(4) Tariff for Electricity consumption of Exchanges: We reiterated for conversion of electricity tariff of Exchanges from ‘Commercial’ to ‘Industrial’ to save huge money for BSNL. CGM replied that this had already been addressed andnow it is known that tariff for private telecom service providers has been changed to ‘Commercial’ category. (5) Updation of online payment in BSNL portal; We expressed concern over delay in payment updation in BSNL portal. CGM agreed for writing to examine by the section concerned. (6) Providing LJUs/Rosettes,: For our request to provide LJUs/Rosettes for disconnected landlines CGM said that he will instruct all SSAs to arrange as required, (7)Tender schedule for providing manpower to infra maintenanceWe requested to ensure that tender schedule for providing manpower to infra maintenance having a clause that a person employed should have a good record of antecedents. CGM agreed to instruct for incorporating a clause in future tender schedules.(8)Providing Laser printers to CSCs:For our requestthat all CSCs should be provided with Laser printers, CGM assured that he will instruct all SSAs to provide Laser Printers to CSCs on getting fund.Meeting with PGM(Finance): Circle Secretary, Com.P.Duraisamy, ACS Com. Ganapathy Subramanian, ACS Com M.Manisekaran, OS Com R. Badrinath and ADS Erode ComManian met CGM on 17-01-2018 and discussed the following issues in detail:(1) Transfer order issued to AOs: We expressed concern over transfer order issued to AOs restricting to 5 SSAs. Hence we requested PGM(Finance) to re-examine the transfer order. PGM(F) clarifiedthat transfer order was issued to AOs from SSAs to adjacent SSAs where shortage is so acute so as not to dislocate the officers from long distance SSAs which will result more inconvenience to them. PGM furtherinformed that the transfer order is still not implemented and if any JAO outsider posting comes this transfer will not be required. He however did not agree for cancelation of transfer order. (2)Providing waiting list for request transfer: We requested to provide waiting list number to Com.Jothivel JAO for his transfer request transfer from Tirunelveli to Madurai. PGM assured to intimate the waiting list on receipt of application.(3)Request transfer to Madurai: We requested to consider the request transfer of Com.Karthikeyan JAO from Tiruchi to Madurai on medical grounds. PGM told that at present he could not accommodate anyone at Madurai as acute shortage prevails in other SSAs. (4) Payment of Temporary advance to Current accounts: WeInsisted temporary advance payment to the current accounts of the executives opened with Union Bank of India and not to their salary accounts.Further we requested to review the MOU with bank to ensure that no AMC for Debit cards and not to insist for linking Aadhaar number of individual to the company account. PGM(Fin) replied that our request will addressed and on receipt of account details temporary advance will be paid to the respective current account.(5)Reporting and Reviewing structure: We reiterated to re-examine the Circle administration order with reference to Reporting and Reviewing structure of DGMs in Finance wing of SSAs.PGM replied that as per convention from DOT days DGM(TR) has been reporting to the IFA (DGM-Finance) of SSA. We categorically pointed out that the Corporate office order does not say that DGM(TR) has to report to DGM(Fin) of SSA. Therefore this issue will be referred to Corporate office for clarification.
