June 4, 2020Dear BG Community:I hope this letter finds all of you healthy and safe! This has been ahistoric spring for all of us. Our family members have had to become homeschool teachers, the district has had to shift to virtual instruction, and the school district has prepared and delivered 18,000 meals for our students since COVID-19 forced us to live differently!This year’s school budget has been the most difficult to prepare in any that Ihave worked on. I wanted to take some time to explain the drivers of the $20,167,516 budget, and that we are proposing a2.4% tax levy increase (not exceeding the tax cap) for the 2020-2021 school budget. This would increase your taxes by $4.00/month on a$100,000 assessment. While the overall budget is up 7% from last year, this has been offset by additional building aid and the use of reserves and fund balance. We have been working on the budget since November of last year and looked at it from many angles to see how we could be sensitive to our tax payers, but put out aproduct that will support our students.There are several factors we have had to account for during this budget season. These factors are: *flat aid*possible additional aid cuts of up to 20% throughout the 20-21 school year. For BG, this would be an additional loss of up to $1.6 million. *health insurance increase of $315,000 *increase debt service payment of $648,716(offset by aid the following year) *delay to the budget process and needed information due to the coronavirusPlease be assured, we have imposed significant cuts of nearly $800,000 before presenting the budget to the community. Through attrition and cuts we have lost 6staff positions.I would also like to remind the BG community to remind all taxpayers that this year, the school budget vote is via mail-in or drop off ballot. This is ahuge change and undertaking. The district must receive your mail-in ballot by Tuesday, June 9th at 5:00 p.m. You can drop off your ballot at Guilford Elementary School or at the Jr-Sr High School on Tuesday the 9th between the hours of 8:00-5:00 p.m. Please remember that ballots need to be returned in the signed ballot envelope and absentee ballot information is available on the school website.We have two board of education seats open. Jeanne Shields is the only candidate on the ballot with included lines for write-in candidates. Each taxpayer may vote for two people.And finally….please remember, abudget is just that, abudget. We must prepare for next year’s known expenses and also the unknown expenses due to aid loss or Covid-19. While this may not be the traditional ceremony held on the front lawn of the Jr-Sr High School, we will not let you leave these halls without the pomp and circumstance each of you deserves.Many of you have reached out to me with great ideas for graduation. The Jr-Sr High School will be handing-out Chromebooks for students in grades 7-12, Thursday, April 16 from 11am until 7pm at the MPR entrance. Please have your signed User Agreement to hand-in. Please be on the lookout for arobo-call with this information.Click here for the Digital Device Agreement Dear Parent/GuardianWhile the Bainbridge-Guilford CSD does not have aconfirmed case of COVID-19, caused by the novel coronavirus (SARS-CoV-2) in our schools, we are aware of concerns in the state about the spread of this relatively new virus.The district is closely monitoring this changing situation and following guidance from the U.S. Centers for Disease Control (CDC), the New York State Department of Health (NYSDOH), the Chenango County Department of Health and the New York State Education Department. Based on recent reports, COVID-19 is not actively circulating in New York State at this time. If the district becomes aware that astudent or staff member is diagnosed with COVID-19, it will immediately notify staff and parents/guardians. If astudent or staff member shows respiratory symptoms, we will follow our current practices for handling respiratory illnesses, subject to any additional guidance forthcoming.The district has infectious disease protocols in place and has been taking steps, such as cleaning and disinfecting throughout its schools, to minimize the spread of viruses and avariety of other illnesses. There are anumber of steps that students, staff and community members can take to minimize the spread of all respiratory illnesses, including COVID-19, according to the state Department of Health:• Wash your hands often with soap and water for at least 20 seconds. If soap and water are not available, use an alcohol based hand sanitizer. Heavily soiled hands should be washed.• Avoid touching your eyes, nose and mouth with unwashed hands.• Avoid close contact with people who are sick.• Stay home when you are sick.• Cover your cough or sneeze with a tissue, than throw the tissue in the trash.• Clean and disinfect frequently touched objects and surfaces.If you or afamily member begin showing symptoms of arespiratory disease and suspect it may be COVID-19, contact your healthcare provider. Before going to your healthcare provider’s office, inform them that acase of COVID-19 is suspected, and follow their advice.Local health departments will contact school if asuspected or known COVID-19 case emerges. The district is prepared to work with any affected families.In addition, New York has established aNovel Coronavirus Hotline, which can provide additional information. Call 1-888-364-3065 with questions or concerns about travel and symptoms. The district will continue to share information as it becomes available.Please know that, as always, the health and safety of our students and staff is our highest priority, and we will remain vigilant in our efforts to help prevent the spread of this illness.
