El Paso’s largest spike to date is being reported Sunday with 441 new COVID-19 cases, bringing the cumulative total to 11,573. The total number of deaths remains at 179. To date, 7,413 residents have recovered from the virus and active cases significantly rise to 3,981. Additionally, 46 percent of the newest cases are made-up of residents in their 20s and 30s. Residents in their teens and younger made up 15 percent of the new cases and those in their 60s and older made up only 14.4 percent of the latest cases.     ALBUQUERQUE, N.M. (AP) — State health officials are charting a recent surge in coronavirus cases in the Albuquerque area as New Mexico nears 17,000 reported cases of the COVID-19 illness. The Albuquerque Journal reported Sunday the number of infections tallied by the New Mexico Department of Health nearly doubled from mid-June to mid-July in Bernalillo County. That includes the state’s most urban area, and compares with a 60% increase statewide over the same period. State Human Services Secretary David Scrase calls it an almost a vertical line uptick in recent cases, and says it might stem from Fourth of July gatherings. MEXICO CITY (AP) — Farmers once again have clashed with Mexican military forces to protest releases of water from a Mexican dam to repay a water debt owed to the United States.  Video posted by Rep. Mario Mata Carrasco showed tear gas canisters being fired over the heads of protesters Sunday at the Las Virgines dam in in the northern border state of Chihuahua. Farmers in Chihuahua say they need the water for local crops. But under a 1944 treaty, Mexico owes the United States about 415,000 acre-feet (512 million cubic meters) that must be paid by Oct. 24.    SANTA FE – New Mexico state health officials on Sunday announced 241 additional COVID-19 cases and 2 deaths. As of today, there are 161 individuals hospitalized in New Mexico for COVID-19. This number may include individuals who tested positive for COVID-19 out of state but are currently hospitalized in New Mexico. Stewart says agility will be key as schools will need to be ready to shift gears depending on the pace of the virus. The discussion came as health officials acknowledged that New Mexico's rolling average of positive COVID-19 cases has not been good.   SANTA FE – New Mexico state health officials on Saturday announced 280 additional COVID-19 cases and 4 deaths, including a resident of the Good Samaritan Society facility in Las Cruces. (AP) — New Mexico has received permission from neighboring states to access stored water after little rainfall, low runoff and high temperatures dried out some sections of the Rio Grande. The Albuquerque Journal reported that the Middle Rio Grande Conservancy District and the state can now access more than 12 billion gallons stored in the El Vado Reservoir. The water is stored under the Rio Grande Compact agreement between New Mexico, Texas and Colorado. A district water official said supply for part of the Rio Grande valley would have run out without this approval. Agencies are expected to hold back use if the region receives significant rainfall.  LOS ALAMOS, N.M. (AP) — Authorities say a woman was seriously injured when she was attacked by a bear which approached her and her husband as they were comet-watching on the deck of a northern New Mexico ski area's lodge. The state Game and Fish Department said the bear chased the woman before attacking her in the parking lot of the ski area on the outskirts of Los Alamos. The woman was hospitalized for multiple injuries, including several broken bones and a collapsed lung. The department said police shot and killed a bear found eating trash in the vicinity. A lab will analyze DNA samples to see whether that bear attacked the woman.  Listen Listening... 4:14 Commentary: Tuesday the New Mexico Restaurant Association sued the Governor, challenging her order prohibiting indoor dining. (Wednesday morning NMRA’s CEO discussed the situation with me on radio, repeating, “we’re not challenging the science” without mentioning the lawsuit.) The case is politically-motivated. NMRA’s lawyer is Angelo Artuso. He has written that “Roe v Wade decided (wrongly), using both tortured language and logic, that pre-born humans are NOT ‘persons’ within the meaning of the Fourteenth Amendment.” Actually, “pre-born humans” exemplifies tortured language.   Commentary: A fundamental assumption underlying libertarianism is the person’s sovereignty over their own physical bodies. This idea is the foundation of the right to private property, which is ownership over the product of one’s physical body. Personal sovereignty also provides the fundamental logic to the adage, “Your right to swing your fist ends at the tip of my nose,” or to rephase in a way more relevant to the time of COVID, “Your right to spiel virus ends at my nasal cavity.” For libertarians and libertarian fellow travelers, like me, these are always the hardest questions, how to reconcile conflicting rights. Where does the right to swing end and the nose begin? It is a hard question, not easily answered. Listen Listening... 3:11   Commentary: When I moved to Las Cruces in 2002, The Whole Enchilada Fiesta was the one annual event that was listed in all of the national tour guides. When founder Roberto Estrada decided to retire the giant ladle in 2015 at the age of 78, it left a void.  In 2013, the city held its first Country Music Festival, a three-day event featuring both local and national artists held on the streets downtown. It was before construction of Plaza de Las Cruces, at a time when the city was still struggling to breathe life into the downtown area.   Commentary: Recently, a judge denied a request made by the Lujan Grisham Administration that the Yazzie lawsuit be dropped. That lawsuit claims that New Mexico’s K-12 system is “inadequate.” Many would argue that our K-12 system has long been “inadequate” due to the State’s poor outcomes. We wholeheartedly agree that New Mexico’s education system has long been “inadequate,” though the issue is not a lack of funding. The ongoing COVID 19 pandemic has exposed the many inadequacies of our K-12 system as well. Parents (and when schools closed this spring, I had two children in public schools) were abruptly forced into the role of home-school teacher in March.
