Following Union rules and regulations, this game will be deemed a forfeit by the visiting team, as the game could have been played. We understand that schools will have concerns surrounding Covid-19 and the mitigation process that each school takes. Again, we have no softball player to date that has tested positive for Covid-19 and have no concern with any of our players. Below are our procedures that we developed with the Henry County Public Health team for testing and quarantining individuals due to COVID-19.1. Untested. Persons who have not received a test proving or disproving the presence of COVID-19 but experience symptoms may return if the following four conditions are met:a. They have not had a fever for at least 72 hours (that is three full days ofno fever without the use of medicine that reduces fevers); andb. Other symptoms have improved (for example, when your cough orshortness of breath have improved); andc. At least ten (10) calendar days have passed since your symptoms firstappeared.d. A student/athlete will be excluded from practice and competition according to the guidelines stated above unless proof of a negativeCOVID-19 test is provided to the school.2. Tested positive with symptoms. Persons who experience symptoms and havetested positive for COVID-19 may return to practice/competition if the following threeconditions are met:a. New London Community School District 2 weeks ago Covid-19 Softball update,This morning we received news from the family of our student athlete that their daughter’s test results came back negative. This is great news for our athlete, family and community. We know that this year will be very trying at different times and we must lean on the professionals and data that will help guide us in our decision-making process. What we found from several hours of conversations yesterday with both the Girls Union and the Henry County Health Department is that we need to act on each case individually. The Girls Union reported that 20 schools have dealt with a Covid-19 case thus far this season. Out of those 20 school 15 have continued to play their season without quarantine because they have practiced social distancing at all times, sanitized properly, and adhered to all other protocols. The Girls Union also shared that out of all 20 schools there has not yet been a case of player to player transmission. Our district’s leaders, coaches, players, families, and community need to be recognized for working together to keep every person safe.There is no “one size fits all” policy or practice that a School District can adopt and put into place to stop this virus. However, we as a district and community need to take preventative measures to control it the best we can. It is important to make sure we continue to practice the guidelines that have been set for us all. With this in mind we will continue to monitor our expectations during practices and games, so we are ensuring the safest environment for everyone. West Burlington spectators will sit in the along the 3rd base and left field side and use the bathrooms attached to the pressbox. New London spectators will sit along the 1st base and right field side and use the bathrooms in the admin building beyond the right field fence. Only designated players from the defensive team will retrieve foul balls and return to the defensive dugout. West Burlington varsity players will stretch and throw on the practice football field at 6:30 PM and New London players will be allowed to stretch and throw at 6:45 PM. These decisions have been made in correspondence with the Henry County Health Department, Iowa Girls High School Athletic Union, and parents. We have had one softball player come into close contact with a summer non-athlete/student that has recently tested positive. This player has been recently tested and is waiting on their results. To take extra precautions we have postponed our softball game with West Burlington until next Thursday, July 9, 2020. Upon receipt of the results being negative or positive the school will work with the Henry County Health Department to determine the future of the season.We have interviewed the two students and their parents to help make further decisions as well. These families have taken it upon themselves to self-quarantine their other siblings from participating in youth baseball/softball until their 14 days are complete or a negative test is provided. Through our review we found no information that would support needing to make any changes or regulations to our baseball program. Tonight they will travel to West Burlington to play. Please understand that providing information is important, but upholding students and families privacy and confidentiality is even more important. The document was created in partnership with the Iowa Department of Public Health (IDPH) and highlighted ten health and safety recommendations. Many who have read through these recommendations feel that the guidance didn’t provide enough safety measures for everyone attending school, from students to employees, especially in comparison to what some other states are requiring. Since March 16, when school was first closed due to the Covid-19 pandemic, we have seen each state take a different approach to how they would mitigate and control the spread of the virus. We know that we continue to see positive cases across Iowa. To date, we have seen 81 positive cases in Henry County (this information can be found at coronavirus.iowa.gov/pages/case-counts). Scroll down and click on Henry County and then data will be provided.In conjunction with the Department of Education, the New London School District has developed our own individualized Return to Learn Plan with three distinct parts: a plan for face-to-face learning, a plan for hybrid or 50% capacity learning, and a plan for virtual learning. These plans not only identify several specific points of need, but also highlight the academic and health/safety of our students and employees. Our plan is due to the Department of Education on July 1, 2020, and after we review it with our entire staff, we will then share it with our families and community members. We are including the guidance from the Iowa Department of Education in this document, so that you can see the state’s recommendations. Please understand that each local school district has the opportunity to provide additional measures to their individual plan; we have done so. Our intentions of sharing the information below is to not upset anyone, but to provide a clearer understanding of the guidance that was provided to all Iowa schools. If you’d like to comment on this post, please do so, but we’d like to see constructive comments, not complaints. We welcome feedback as we work through this process.Iowa Department of Education Guidance June 25, 2020Reopening Guidance for Schools Purpose This guidance was created in partnership with the Iowa Department of Public Health (IDPH) as a resource for administrators to safely open districts and nonpublic schools. It must be used in conjunction with all proclamations issued by the governor and guidance provided by the IDPH.Planning Districts and nonpublic schools may plan for reopening using the Return-to-Learn Support Document as a resource. The Health and Safety section, in particular, is relevant to reopening facilities. There are Health and Safety modules for district leadership teams and for school personnel that support health and safety in school that align with the Return-to-Learn Support Document. Schools must put plans in place to protect staff and students at higher risk of developing illness. Whenever children are together in school or in the community, there is a risk of spreading communicable disease. Additional changes in health practices and measures by schools can create a culture of safety in the prevention of entry or spread of communicable disease, while minimizing disruption of access to educational programs, protecting the confidentiality of students and staff, and preventing discrimination. July 1 Beginning July 1, school districts and accredited nonpublic schools may begin offering all school activities. The following health and safety requirements should be implemented: HEALTH AND SAFETY 1. Consistent with IDPH guidance and school policies, staff or students who are ill should stay home. 2. The Centers for Disease Control and Prevention (CDC) does not recommend that schools screen students and staff upon entering the building. One symptom is not necessarily indicative of communicable disease. Some individuals may be ill and have no symptoms. 3. Teach and reinforce washing hands with soap and water for at least 20 seconds following CDC guidance on when and how to wash your hands. If soap and water are not readily available, teach and reinforce use of a hand sanitizer that contains at least 60% alcohol (if applicable or age appropriate) using CDC guidance. 4. Requiring face coverings for all staff and students is not recommended. Allow the personal use of cloth face coverings by staff and students. Teach and reinforce the prevention of stigma associated with the use or non-use of facial coverings to support a respectful, inclusive, and supportive school environment (CDC). 5. Schools should protect the confidentiality of employees and students/families in their personal health who may or may not wear a face covering. Local decisions or policies related to facial coverings are made in collaboration with the school's local public health, current proclamations issued by the governor, and legal counsel. 6. Provide the appropriate personal protective equipment (PPE) and training for employees who have a medium- to high-risk of exposure or as determined by their job-related tasks (OSHA Workplace Guidance, CDC). Teach and reinforce the prevention of stigma associated with the school personnel use of PPE to support a respectful, inclusive, and supportive work environment (CDC). IOWA DEPARTMENT OF EDUCATION GUIDANCE Iowa Department of Education guidance should be viewed as advisory unless it's specifically authorized by state statute, according to Iowa Code section 256.9A. This does not apply to administrative rules, declaratory orders, or materials required by federal law or courts. Page | 2 7. The words schools use when communicating matter. If a district is going to require more than what Department guidance outlines, they should only do so in consultation with public health and legal counsel. Schools are reminded that when not using the Department’s guidance word for word, they should indicate this was a locally-determined distinction. 8. Schools may not be able to guarantee that physical distancing can be met in all school settings throughout the entire school day, during school activities, or with transportation. This is similar to when children congregate in their community. It is important for schools to implement preventative health changes that can be sustainable and done with fidelity (examples: have a plan if a student or staff member becomes sick; educate and encourage students and staff on a range of preventative health practices to reduce risks associated with communicable disease spread; and use your emergency operations plan for communicable disease outbreaks). 9. Post signs on how to stop the spread of illness, properly wash hands, and promote everyday protective measures. Signs are available on the CDC and IDPH websites. Communicate with your school community on preventative health and safety measures while maintaining confidentiality of students and staff. 10. Have a general framework for routine cleaning practices of facilities, high touch surface areas, cafeterias, concession stands, health offices, and buses following CDC guidance and any state or federal sanitation regulations. Schools must also adhere to the Department of Inspection and Appeals (DIA) School Concession Stand Guidance. ILLNESS REPORTING Schools should communicate with student families that if there is a health concern, the family should speak with a health care provider. Maintain confidentiality in received reports of any staff member or student having a communicable disease or illness. Contact your local public health agency directly related to reports of communicable disease and draft communications prior to sending them out to the school community. 1. Contact tracing and self-isolation may be required upon recommendation by public health. Ensure you have a plan in place to support the needs of staff and students who may be impacted. This includes knowing how to contact your local department of public health and maintaining information about attendance and class schedules with contact information if needed for exposed or affected students and staff. SCHOOL DISTRICT CLOSURE SF 2310 authorizes school boards, if the governor proclaims a public health disaster, to close a school district due to an outbreak of COVID-19 in the school district or any school district attendance center. Decisions to close are made at the local-level in collaboration with public health.RETURN-TO-LEARN Beginning July 1, all school districts and accredited nonpublic schools may begin implementation of their submitted and approved Return-to-Learn plans. ...
