The Maritime Academy of Asia and the Pacific is now authorized by the Commission on Higher Education to offer a new maritime program, Bachelor of Science in Marine Engineering and Electrotechnology or BSMEE.

BSMEE is a double program that addresses the educational and training requirements set forth in STCW Regulations III/1 Certification of Officers in Charge of Engineering Watch (OICEW) and III/6 Certification of Electro-technical Officers (ETO) and combines the competence standards as per Table 1-III/1 and A-III/6.

Graduate of the program is qualified for dual certification as OICEW and as ETO aboard ship.

MAAP continues in its pursuit of excellence with the opening of the Center for Advanced Maritime Studies (CAMS). It is a joint project of the AMOSUP under Dr. Conrado Oca together with the Seafarers Promotion Fund managed by the All Japan Seamens Union (AJSU) under Capt. Yoji Fujisawa, and the International Mariners Management Association of Japan (IMMAJ) under Mr. Tsutomu Izuka.

This is the fulfillment of the vision of the late Capt. Gregorio S. Oca, founding chairman of MAAP and president of AMOSUP, who along with VADM Eduardo Ma. R. Santos, AFP (Ret.), sought to improve the lives of Filipino seafarers by expanding welfare services through education and training.

CAMS is headed by an accomplished Technical Superintendent in the person of its AVP for Post Graduate and Executive Director, C/E Rodolfo D. Paiso, MSBM along with the pool of experienced management level officers with graduate degrees. And to ensure that students get global exposure and the benefit of different instructional approaches, CAMS has a visiting professor program with well-qualified foreign lecturers who will deliver special seminars on their specialization.

Mission

The Center for Advanced Maritime Studies offers high level educational programs and courses aimed to raise the professional and academic qualifications of Filipino Merchant Marine Officers to prepare them become effective Ship Superintendents and Managers or Academic Supervisor ashore.

CAMS shall also conduct research to solve real life problems and issues that will contribute to the development of the maritime industry and to propagate new process and technology to its stakeholders.

Program Offering

CAMS offer the following graduate programs:

Master of Science in Marine Transportation (Marine Superintendent); and Master of Science in Marine Engineering (Technical Superintendent.

These are the first vertically articulated maritime graduate degree programs in the Philippines, incorporating the competence requirements of a Marine or Technical Superintendent as per DNV Standard 3.301.

Graduates of these programs possesses the qualifications and competence of a Marine Superintendent or Technical Superintendent and as academic supervisor in a maritime higher education institution.

ProceduresENROLLMENT OF UNDERGRADUATE PROGRAMS Midshipman to log-in at MAAP On-line Enrollment System (OES). Midshipman to accomplish OES-Profiling. Midshipman to present verification code to the Office of the Registrar. Midshipman to accomplish OES Clearance. Midshipman will secure Enrollment Form from the Office of the Registrar through his/her MAAP OES personal account.

Note: All midshipmen/women are required to submit their school credentials from their previous schools upon enrollment to the Office of the Registrar. Also, the Office of the Registrar will post memorandum in your respective areas regarding the schedule of enrollment.

ENROLLMENT OF GRADUATE PROGRAM Student to fill-up CAMS Student Profile and submit credentials as instructed. Student to fill-up Enrollment Form upon endorsement by the CAMS on the courses to be enrolled. Student will receive Official Enrollment Form from the Office of the Registrar.

Note: Only students endorsed by the CAMS Executive Director will be entertained. Kindly coordinate to CAMS for the Admission Process.

ONLINE APPLICATION FOR GRADUATION Graduating student may Apply for Graduation by clicking this (Online Application for Graduation Form). Graduating student shall coordinate to the Department of Shipboard Training regarding processing of his/her Final Grade Report, Placement Report and Notarized Certificate of Validation, Assessment and Approval. Graduating student shall coordinate to the Department of Academics regarding removal of INC of his/her COMPRE, if incomplete. The Completion Form (Undergraduate Program) will be sent thru email by request. Graduating student shall coordinate to the Department of Academics regarding offering of Safety 2 courses. If the graduating student was enrolled in AY 2012-2013 or earlier (i.e. Class 2016 or earlier), he/she shall submit in PDF format the Certificate of Completion for UT-OIC-NW Part A, Function 1 and 3, if Deck Cadet and UTOIC-EW Part A, Function 1, 2 and 4, if Engine Cadet at registrar@maap.edu.ph. Graduating student shall submit the following documents required for the application of CHED Special Order Number in PDF Format to registrar@maap.edu.ph: Certificate of Sea Service Seafarers Record Book Passport with Immigration Stamp of departure and arrival Crew List with ship stamp and coast guard stamp Training Record Book (Personal Detail Page) The Registrar will forward your application for graduation to the Academic Council and Training (ACAT) for deliberation. The Registrar will notify the graduating student through email regarding his/her application for graduation status and/or any instructions from Academic Council and Training (ACAT). The MARITIME ACADEMY OF ASIA AND THE PACIFIC (MAAP) was envisioned and established by Capt. Gregorio S. Oca, the visionary founder, the President of AMOSUP (Associated Marine Officers and Seamens Union of the Philippines) to be at par with the best maritime education and training institutions in the world.

MAAP, which was founded in January 14, 1998, is designed to be a world-class maritime academy hence; it is equipped with state-of the-art facilities compliant to the requirements of the STCW (Standards of Training, Certification and Watchkeeping for Seafarers).

The academy is accredited by the Commission of Higher Education (CHED), offers four-year scholarship grants in Bachelor of Science in Marine Transportation and Marine Engineering, a five-year courses in Integrated Maritime Studies, Bridging Program for Marine Engineering, and postgraduate course as to qualified applicants selected nationwide through competitive entrance requirements. Through appropriate arrangement with various sponsors and donors, every graduate is assured of employment aboard commercial ships plying the foreign trade.

The AMOSUP Seamens Training Center (ASTC) on the other hand, which is accredited by the Maritime Industry Authority (MARINA) STCW Office, and the Technical Education and Skills Development Authority (TESDA), was established to carry out programs and services to benefit Unions members and their dependents.

ASTC was established in 1972. It conducted its first orientation seminars and training courses in 1973, with emphasis on trade unionism, dignity of the profession, duties and responsibilities to the Union, to the employer, to the country and other subjects on the never ending technological changes affecting working conditions onboard modern vessels.

Owing to the vision of Capt. Oca, the support of Stolt-Nielsen, Norwegian Shipping and Offshore Federation, and other unions and private organization, the training center continuously improved and upgraded its quality of service and kept on increasing the number of courses being offered.

A Governing Board composed of AMOSUP, Private Sector, Danish Shipowners Association, Norwegian Shipowners Association, Japanese Shipowners Association (JSA), All Japan Seamens Union (AJSU), International Transport Workers Federation (ITF), International Maritime Employees Committee and the Filipino Association of Marines Employment (FAME) run the Maritime Academy of Asia and the Pacific.

As to date, MAAP sits on a 143 hectare site upon the inauguration of the IMMAJ-PJMCC Campus last April 7, 2009 equipped with the first cutting-edge maritime simulators and laboratories in the Philippines. In 1960s, moved by the unjust working conditions of the Filipino Seafarers, Capt. Gregorio S. Oca formed the Associated Marine Officers Union of the Philippines (AMOUP) for the protection of officers working on board commercial ships.

Guided by similar principles and united by the same vision AMOUP unified with Associated Seamens Union of the Philippines (ASUP) forming the Associated Marine Officers and Seamens Union of the Philippines (AMOSUP) in 1972. From 1972 up to the present, AMOSUP has championed the rights of the Filipino seafarers by negotiating CBAs with foreign shipping companies which has become the standards and by providing unparalled programs and range of essential services to its members and their dependent.

Presently,. AMOSUP-PTGWO-ITF embarks its most ambitious project to date, an academy where the best breed of merchant marine deck and engine officers in the world can be found - the MARITIME ACADEMY OF ASIA AND THE PACIFIC-KAMAYA POINT.

Answering the plight of seafarers working in the overseas shipping companies, Capt. Gregorio S. Oca organized the ASSOCIATED MARINE OFFICERS AND SEAMENS UNION OF THE PHILIPPINES (AMOSUP) in 1961 to :

To unite all Filipino Seafarers and to educate them to cooperate in every movement which tends to benefit the organization; To impress upon the membership, employers and the whole world that it is to the advantage of all concerned that workers be organized.; To work for the upgrading of the standard of all licensed and unlicensed officers and seamen in this country and to work for the establishment of adequate wage standard, international or national level, sufficient to provide a decent living to every seafarers and their families; To create, maintain, operate , staff and equip a Seamens Center, Hospitals and Training Centers and other projects which would attain and give maximum services to the members and their families and; To train Filipino seafarers from the vast unemployed so that they may attain the quality standards required by the world shipping industry and to develop them through educational programs, seminars and training to qualify for higher positions of responsibilities.

For these objectives and mandate of the Constitution and By-laws of the UNION, the AMOSUP Seamens Training Center was established in 1972.

The AMOSUP SEAMENS TRAINING CENTER (ASTC) is one of the organizations of the ASSOCIATED MARINE OFFICERS AND SEAMENS UNION OF THE PHILIPPINES (AMOSUP). ASTC first conducted seminars in 1973 to emphasize unionism, pride in their profession, their duties and responsibilities in their Union, to their country and other subjects on the never ending technological changes affecting working conditions on board modern vessels of today.

The AMOSUP Seamens Training Center (ASTC) is one of the most equipped training centers in the country nowadays. ASTC also acquired the state of the art equipment such as a Full Mission Bridge Simulator with ECDIS and fifteen (15) other own ships with ARPA and Radar Equipment, eight of which with state-of-the-art ECDIS. It also has a Full Mission Desktop Engine Simulator with Cargo Handling capability for VLCC, LNG and Chemical Tankers. In addition, ASTC also possess its own fire fighting infrastructures and equipment for firefighting courses.

The center is accredited by MTC, MARINA, TESDA and other government and private agencies. ASTC is also recognized by PRC as an assessment center for SSBT and ERS. And to continuously improve and upgrade the quality of its services, the training center carries out upgrading programs and services which will improve the competence and proficiency of Filipino seafarers and make them globally competitive in their field.

The MAAP Simulator Center was established as a department on 12 May 2005 pursuant to Memorandum Circular 2005-20.

MSC Mission

The MAAP Simulator Centers mission is to train/enhance seafarers, midshipmen and clients through simulation to ensure that they possess the necessary skills and expertise to comply with the requirements of STCW, regulatory and statutory requirements.

Extension Service:

Training Course for Simulator Instructors and Assessors (IMO Model Course 6.10)

Training Course for Simulator Instructors and Assessors Course (IMO model course 6.10) by the Maritime Industry Authority (MARINA), in cooperation with the Maritime Academy of Asia and the Pacific (MAAP), is a 5-day course (43 hours), intended for MHEIs and MTIs as part of the Administration-approved requirements for simulator instructors and assessors. This endeavor intends to augment the capacity of the faculty members of the CHED approved MHEIS to fully comply with CMO Nos. 31 and 32 series of 2013.

The conduct of the IMO Model Course 6.10 at MAAP is a Corporate Social Responsibility (CSR) of AMOSUP and FREE OF CHARGE for the participants and considered as Extension Services of MAAP. Only Board and Lodging is charged to the participants for the 5-day duration of the whole course. Participants taking the Course are endorsed by MARINA.

Duration Period of Training: 5 days (43 hours)
Venue of Training: Maritime Academy of Asia and the Pacific, Mariveles, Bataan
Qualification of Trainee: Open for all Maritime Instructors who completed IMO Model Course 6.09, IMO Model Course 3.12 and/or Simulator-based training/s
Course Fee: The training is FREE, inclusive of insurance of trainees while on training. Trainees are to pay Php 3,500.00 for meals and accommodation. For those trainees that will not avail the accommodation they will pay Php 2,500 for meals only.

Conduct of Integrated Simulator Training to Midshipmen

The MAAP Simulator Center (MSC) and Department of Academics in collaboration with MIITD are conducting the Integrated Bridge/Engine Simulator Training for MAAP cadets. The said training is conducted every weekend that commences every Friday at 1700H and ends every Sunday at 1200H. Per schedule, there are 72 cadets involved (36 per campus) every weekend; composed of 1st Class Midshipmen who act as Captains/Chief Engineers, 2nd Class Midshipmen who act as Chief Officer/1st AE or Officer-on-Watch, 3rd Class Midshipmen as watches and the 4th Class Midshipmen as observers and assistants to the duty watches.

The Integrated Bridge and Engine Simulator Training Program was primarily designed because of the training needs of seafarers with the use of Bridge and Engine Simulator as per STCW Section A-I/6 and Section B-I/6. It is patterned to the IMO Model Course 1.22 Ship Simulator Bridge Teamwork for Deck and IMO Model Course 2.07 Engine Room Simulator and Engine Teamwork for Engine. Bulk of the exercises is concentrated on the bridge and engine teamwork as one whole vessel using the integrated system of MAAP Bridge and Engine Full Mission Simulators both on East and West Campus. The MAAP Midshipmen will be trained with the use of MSC Deck and Engine Forms and Checklist to be filled up as part of MAAP policies same as the SMS used by shipping companies.

The Bachelor of Science in Marine Engineering is a higher education degree program that deals with the study of marine propulsion system, its operation and maintenance as well as controlling the operation of the ship and care for persons on board at the operational level of marine engineering.

Authority to Operate

In accordance with the pertinent provisions of Republic Act (RA) No. 7722, otherwise known as the Higher Education act of 1994, and by the virtue of Commission en Banc (CEB) Resolution No. 006-2017, the Government Authority is granted to Maritime Academy of Asia and the Pacific (MAAP) to operate the BS Marine Engineering (BSMarE) Bridging Program for BSME, BSEE and BSECE, effective January 10, 2017.

Program Educational Objectives

Provide and equip students with knowledge, understanding proficiencies, skills, competencies, attitudes and values to qualify and prepare them for Examination, Assessment, Licensing and Certification as Officer-in Charge of an Engineering Watch (OIC-EW) in a manned engine-room or designated duty engineer officer in a periodically unmanned engine-room on seagoing ships powered by main propulsion machinery of 750 kW propulsion power or more; and Produce graduates who are qualified to pursue a professional career or advanced studies in a related maritime field of specialization

Program Outcomes

Demonstrate the ability to perform the competence at the operational level under Section A-III/1 of the STCW Code; Apply knowledge in mathematics, science and technology in solving problems related to the profession and the workplace; Work in a multi-cultural and/or multi-disciplinary team; Understand professional and ethical responsibilities; Communicate effectively in oral and written English; Understand the impact and implications of various contemporary issues in global and social context of the profession Engage in lifelong learning and keep abreast with the developments in the field of specialization and/or profession; Use appropriate techniques, skills and modern tools in the practice of the profession in order to remain globally competitive; and Conduct research using appropriate research methodologies

Duration: Ten (10) months in-house maritime education and training for BSME to BSMarE

In line with the directives of pioneer MAAP President VAdm Eduardo Ma R Santos, AFP ( Ret) to document all MAAP initiatives and strong linkages both local and international, the Department of Research and Extension Services (DRES), established on May 3, 1999 , became the External Relations Office (ERO) in January 2014, with Prof. Angelica M. Baylon as its Director, still under the Office of MAAP President. Research and Extension Services offices were made two separate offices under the Academics Department who shall ensure that all faculty members would have research outputs every semester. The reorganization was intended for better management and focus on key areas for development. The establishment of ERO under the Office of the President is anchored on the belief that creating, building and sustaining strong relationship with the external community, maritime industry and universities local and globally, will improve the Academys maritime education training (MET) capacity and competitiveness. Networking with key partners around the world is crucial for MAAP to be truly globally competitive

Vision

By year 2020, MAAP thru ERO shall be recognized as a reputable higher maritime education institution with its performance indicated by having highly satisfied/sustained stakeholders/clienteles (feedback thru letters; commendations; sponsored invitations etc); accredited by local and international bodies on various aspects, successful funded projects/activities and recognition, awards and grants received on various concerns, making MAAP known in the local and international arena.

Mission

ERO plans, initiates, monitors and evaluates MAAP external linkages and networks that are relevant in enhancing the quality of its programs /projects and activities in collaboration with reputable external partners;

Objectives

ERO aims to support the MAAP vision, mission and objectives, most especially in terms of strengthening national and international linkages and partnerships. ERO pro-actively develops cooperative relationships with relevant contacts - maritime education and training officials, faculty members, facilitators, government officials and other maritime stakeholders to maintain the Academys reputation, while paving the way for future maritime partnerships and opportunities

Guiding Philosophy

External Activities at MAAP which are in partnership with external partners or linkages are carried out in accordance with the directives of MAAP President as well as current trends for innovative development. External activities and expansion of external contacts are important conditions for the creation of an effective system of quality management which allow meeting of excellent education standards. In order to enter the educational international market and arena, MAAP carries out the following tasks:

Development of cooperation with external organizations and educational establishment which are either maritime or non-maritime; Implementation of external educational , extension and research projects /programs; Organization of external international visits , internships , business trips and conduct of international seminars, conferences and other events in partnerships with external entities; Preparation of MOUS and MOAs and arrange signing either in MAAP or in any agreed venue; Hosting of local or international conferences , seminar-workshops and symposia; Submission of MAAP entries for awards /recognitions; Preparation of proposed projects for funding.MAAP-ERO Manual
