Invitation for Expression of Interest (EOI) for Individual Consultants

PROCUREMENT SPECIALIST (2 POSTS)

1. This request for Expressions of Interest follows the General Procurement Notice (GPN) of this project that appeared in UN Development Business (UNDB) issue number 692 of December 16, 2006.

2. The Government of the United Republic of Tanzania has secured funds from Development Partners towards the cost of the Financial Sector Support Project (FSP). It is intended that part of the proceeds of the funds be applied to eligible payments under the contract for Employment Services for Financial Management Specialist for the FSP and Housing Finance Project (HFP).

3. The main objective of this assignment is to provide technical advice and manage all stages of the procurement processes for Goods and Consultancy Services undertaken by BOT with regards to the implementation of the FSP and HFP Projects. The Procurement specialist will report to the Head of the Procurement Management Unit (PMU).

4. Duties and responsibilities of the Procurement Specialists:

(i) To develop and implement a cost effective procurement management system for the projects, including procurement plans in accordance with the World Bank Guidelines. The duties and functions of the Procurement Specialist will include, but not limited to:
(ii) To set up systems for procurement planning, implementation, monitoring and documentation for the projects as per required standards;
(iii) In consultation with the projects Technical Teams and the Head of the PMU, to prepare realistic, consolidated, updated annual procurement plans which are in harmony with the work plans and available funds;
(iv) To provide guidance in the preparation of detailed procurement plans in which key milestones are indicated and ensure the relevant columns are filled in as and when each stage is accomplished, and establish a simplified tracking system for monitoring procurement activities;
(v) To provide advice to project technical teams and beneficiaries at all stages of procurement to ensure that the projects procurement activities are carried out in accordance with the World Bank Guidelines;
(vi) To prepare Specific Procurement Notices (SPN) for the international and national competitive bidding procedures for procurement of goods as well as selection of consultants in accordance with the World Bank Guidelines and procedures for their posting in dgMarket and UNDB online;
(vii) Top provide guidance and coordination in the preparation of inputs (Terms of Reference, Schedules of Requirements and Specifications) to Prequalification Documents (PQD), Bidding Documents (BDs), and Requests for Proposals (RFPs) and other procurement documents;
(viii) To provide guidance and support in ensuring timely initiation of procurement processes, monitoring of the procurement processes and ensuring responses to procurement related queries are provided timely;
(ix) To provide professional advice in the procurement processes including: invitation and receiving of proposals and bids; procedures for opening of EOIs, proposals and bids; conducting the evaluation of EOIs, Proposals, Bids, etc and preparation of the associated evaluation reports; contract negotiations and preparation of contracts; and ensuring that the signed contracts are published and distributed to relevant parties;
(x) To advise evaluation committees in the evaluation of bids and proposals in accordance with the World Bank Guidelines and preparation of evaluation reports and recommendations for contract awards in accordance with the Standard Forms of Evaluation Reports, including obtaining the necessary clearances and finalisation of contracts for signature;
(xi) To propose and support implementation of mechanisms for ensuring that important procurement documents are filed and retained in the established procurement files;
(xii) To provide support in contract management, especially in monitoring contract execution, ensuring timely delivery of goods and consultants reports and other deliverables, and ensure compliance to provisions in contracts by all contracting parties;
(xiii) To attend to procurement queries, disputes and complaints as they may arise during the procurement processing;
(xiv) To provide technical support in preparation of monthly, quarterly and annual procurement progress reports, as shall be required, and ensure issues identified during the reporting period and actions taken to resolve them are clearly narrated;
(xv) To identify all possible inherent risks related to procurement, especially those related to fraud and corruption and propose appropriate measures to mitigate them; and
(xvi) To carry out any other procurement related functions as may be assigned by the Head of PMU.

5. Qualifications and experience:

(i) A degree in Procurement, Management, Economics, Engineering, Business Administration or any other related field from a recognized University;
(ii) A professional qualification in procurement will be an added advantage;
(iii) At least 5 years experience in executing procurement activities.
(iv) Understanding of the World Bank Guidelines for Procurement of Goods and Works as well as Selection of Consultants;
(v) Computer literacy including proficiency in use of Microsoft Office (Word Processor, Spreadsheets etc) and any other applications used in procurement;
(vi) Working experience in World Bank/IDA funded projects will be an added advantage;
(vii) Must be a person of proven honesty and integrity with no criminal record, result oriented and proactive.
6. Other required skills and competencies:

Fluency in spoken and written English is required.
Knowledge of Kiswahili language will be an advantage.
Very good communication skills, including the ability to communicate effectively with diverse audiences.
Very good interpersonal skills and ability to establish and maintain effective working relations with people in a multi-cultural, multi-ethnic environment with sensitivity and respect for diversity.
7. Terms and conditions of service
This is a project position supported by Donor Funds, for which contract terms are limited to the period of the project, and may be renewed subject to extension of the funding. The Procurement Specialist will be recruited by BOT for an initial period of twelve months and the contract may be renewed contingent upon project budgeting and satisfactory performance.
An attractive consolidated remuneration packages for the position will be paid in accordance with the projects budget.
8. The Bank of Tanzania (the Client) now invites eligible individuals to express their interest in providing the required services. Interested consultants must provide information indicating their professional capability to undertake the consultancy. Such information should include a detailed curriculum vitae, a description of similar assignments, experience in similar conditions, possession of appropriate skills, etc.
9. A short-list will be prepared on the basis of expressions of interest submitted to Bank of Tanzania in writing. The selection method will be in accordance with procedures set out by the World Bank Guidelines; Selection and Employment of Consultants by World Bank Borrowers, May 2004 revised October 2006.

The word Muslim means one who submits to the will of God, regardless of their race, nationality or ethnic background. Becoming a Muslim is a simple and easy process that requires no pre-requisites. One may convert alone in privacy, or he/she may do so in the presence of others.

If anyone has a real desire to be a Muslim and has full conviction and strong belief that Islam is the true religion of God, then, all one needs to do is pronounce the Shahada, the testimony of faith, without further delay. The Shahada is the first and most important of the five pillars of Islam.

With the pronunciation of this testimony, or Shahada, with sincere belief and conviction, one enters the fold of Islam.

Upon entering the fold of Islam purely for the Pleasure of God, all of ones previous sins are forgiven, and one starts a new life of piety and righteousness. The Prophet said to a person who had placed the condition upon the Prophet in accepting Islam that God would forgive his sins:

Do you not know that accepting Islam destroys all sins which come before it? (Saheeh Muslim)

When one accepts Islam, they in essence repent from the ways and beliefs of their previous life. One need not be overburdened by sins committed before their acceptance. The persons record is clean, and it is as if he was just born from his mothers womb. One should try as much as possible to keep his records clean and strive to do as many good deeds as possible.

The Holy Quran and Hadeeth (prophetic sayings) both stress the importance of following Islam. God states:

...The only religion in the sight of God is Islam... (Quran 3:19)

In another verse of the Holy Quran, God states:

If anyone desires a religion other than Islam, never will it be accepted of him; and in the Hereafter, he will be in the ranks of those who have lost (their selves in the Hellfire). (Quran 3:85)

In another saying, Muhammad, the Prophet of God, said:

Whoever testifies that there in none worthy of being worshipped but God, Who has no partner, and that Muhammad is His slave and Prophet, and that Jesus is the Slave of God, His Prophet, and His word[1] which He bestowed in Mary and a spirit created from Him; and that Paradise (Heaven) is true, and that the Hellfire is true, God will eventually admit him into Paradise, according to his deeds. (Saheeh Al-Bukhari)

The Prophet of God, may the blessing and mercy of God be upon him, also reported:

Indeed God has forbidden to reside eternally in Hell the person who says: I testify that none has the right to worship except Allah (God), seeking thereby the Face of God. (Saheeh Al-Bukhari)
The Declaration of the Testimony (Shahada)

To convert to Islam and become a Muslim a person needs to pronounce the below testimony with conviction and understanding its meaning:

I testify La ilah illa Allah, Muhammad rasoolu Allah.

The translation of which is:

I testify that there is no true god (deity) but God (Allah), and that Muhammad is a Messenger (Prophet) of God.

The first part of the testimony consists of the most important truth that God revealed to mankind: that there is nothing divine or worthy of being worshipped except for Almighty God. God states in the Holy Quran:

We did not send the Messenger before you without revealing to him: none has the right to be worshipped except I, therefore worship Me. (Quran 21:25)

This conveys that all forms of worship, whether it be praying, fasting, invoking, seeking refuge in, and offering an animal as sacrifice, must be directed to God and to God alone. Directing any form of worship to other than God (whether it be an angel, a messenger, Jesus, Muhammad, a saint, an idol, the sun, the moon, a tree) is seen as a contradiction to the fundamental message of Islam, and it is an unforgivable sin unless it is repented from before one dies. All forms of worship must be directed to God only.

Worship means the performance of deeds and sayings that please God, things which He commanded or encouraged to be performed, either by direct textual proof or by analogy. Thus, worship is not restricted to the implementation of the five pillars of Islam, but also includes every aspect of life. Providing food for ones family, and saying something pleasant to cheer a person up are also considered acts of worship, if such is done with the intention of pleasing God. This means that, to be accepted, all acts of worship must be carried out sincerely for the Sake of God alone.

The second part of the testimony means that Prophet Muhammad is the servant and chosen messenger of God. This implies that one obeys and follows the commands of the Prophet. One must believe in what he has said, practice his teachings and avoid what he has forbidden. One must therefore worship God only according to his teaching alone, for all the teachings of the Prophet were in fact revelations and inspirations conveyed to him by God.

One must try to mold their lives and character and emulate the Prophet, as he was a living example for humans to follow. God says:

And indeed you are upon a high standard of moral character. (Quran 68:4)

God also said:

And in deed you have a good and upright example in the Messenger of God, for those who hope in the meeting of God and the Hereafter, and mentions God much. (Quran 33:21)

He was sent in order to practically implement the Quran, in his saying, deeds, legislation as well as all other facets of life. Aisha, the wife of the Prophet, when asked about the character of the Prophet, replied:

His character was that of the Quran. (As-Suyooti)

To truly adhere to the second part of the Shahada is to follow his example in all walks of life. God says:

Say (O Muhammad to mankind): If you (really) love God, then follow me. (Quran 3:31)

It also means that Muhammad is the Final Prophet and Messenger of God, and that no (true) Prophet can come after him.

Muhammad is not the father of any man among you but he is the Messenger of God and the last (end) of the Prophets and God is Ever All-Aware of everything. (Quran 33:40)

All who claim to be prophets or receive revelation after Muhammad are imposters, and to acknowledge them would be tantamount to disbelief.

Comment: A few months ago, I began reading the Holy Qu'ran and trying to learn about Islam so that I might better understand what is being shown through the American media regarding the Middle East and Islam in particular. All of my life long past study of the Torah, the Psalms, the prophetic writtings of the Books of the Old Covenant, the study of the cannon of "accepted" Gospels, etc., had only led to more confusion than to answers. It seemed I was reading "histories" aimed at proving a particular agenda or personal bias rather than hearing the Word of God and how to live according to those Words. Praise be to Allah, as the Holy Qu'ran cleared up all of my confusion, answered all of my questions and clearly showed me the Truth. Praise be to Allah for your website which also helped me to learn about the basic beliefs and practices of Islam. After having read the Holy Qu'ran and studying at your website, I located a mosque and made my profession of faith in the Oneness of Allah and in His messenger, the prophet Mohammed, peace and blessings of Allah be upon him. Comment: Thankyou so much to all the people of this site, I have finally recited the testimony of shadahaada(I can't spell) after a month of realizing that Islam was the true religion. At first I fealt nervous to declare, because in my country, muslims are so hated because of the wars in missle east and several terrorist attacks; but I was approuched by another muslim and they told me that I am actually in one of the best situations to become a muslim. They told me that the Qu'ran says that those who were willing to suffer for God will mae god love him or her even more so, and that if I was truely willing to give all for god and suffer for him, then I would be rewarded in heaven for my trueness to him. Comment: I am a young catholic girl who changed to muslim 7 months ago. i do not regret anything that i did. i like islam because when i was young i would sit and read the bible and to me there were only stories in the holy quran there are stories but they tell you how to live happy and how to do the right thing and go to heaven. i belive that islam is not everyone's cup of tea but i think people get the wrong impression on islam because people refair to the 9/11 when the plane crashed into the twin towers in the usa. but there are good and bad in every religion but i am know happy and believe that i did the right thing changing to islam. i now pray 5 times a day and hope one day i will be able to fullfil my dream and go to mekka and madina to do pilgrimage. thank you for talking the short time in reading this email i hope people have got there own opinions on this but remember that it is not every one's cup of tea and also that you should help each other because it is there own choice. thank you rowaida

I pray to almighty that the believers that are reverting to "Islam" should continue with their faith and always follow the light of Deen and Sunnah. May god help all of us and the people coming to Islam and show the right path and brotherhood and mutual harmony. well my notion says that the persons who are new to Islam should immediately perform hajj coz i have noticed that when all Muslims gather in the Arafat a person feels proud of being a Muslim and my strong belief is that after coming back from Makkah and Madina a person automatically realizes that Islam is the best religion and in fact the only religion where there is no caste no color no creed and all of the persons stand in one line to pray to god without having knowledge of the person's nationality or caste standing next to him. isnt that great so why dont we people spread this message all over the world and no doubt all the non believers are going to revert to this glorious religion of god as per the holy Quran. Comment: I started reading the Qur'an a while ago. I have studies the Torah and Christian Bible all my life, but there were many inconsistencies. I started studying Islam and reading the Qur'an a few months ago and it so very clearly explains all the questions I had about the previous Scriptures. So two weeks ago I recited the Shahada. Comment: This proves the Power of God Almighty and His endless mercy. Everything that happens has got its reasons every single person is not honored like these ones who shared their stories with us! Recently, I have been watching a documentary on the National Geographic Channel where it was stated that one day the poles will change their places due to certain processes that are happening inside the Earth. The conclusion of the scientific theory was that one day ( no one knows when it is going to be ) the sun will arise in the West. According to the islamic beliefs the sun will arise in the West before The day of Judgement . Those people are too close to the truth but they do not want to admit it. ( I hope they will realize it ) The proofs are everywhere around us... May Allah be Merciful to those who converted to the only true religion. May god bless you and all the muslims... Comment: Alhamdu lillah. Thank you so much for this site. This has helped me tremedously in learning of my faith. I recently recited the shahada and I am proud to say I am a muslim sister now. I am still learning. I have not started to wear my hijab yet but hopefully in the next week I will learn how to wear it. I thank Allah (most merciful) for everything in my life everyday the five times im required and occasionally at the middle of the night. I am still learning how to pray the correct way. It is very hard due to not knowing any arabic so for now I am saying my surahs in english, but I will be attending university where I will be learning arabic and getting involved with more of my muslim sisters and brothers through school. I have just found there is one mosque in my town so I hope to be going to friday prayers.Thank you for opening my eyes to Islam. Allah bless you all and everyone who converts to Islam. May Allah lead you on the straight path.
