Notice of Adoption

NOTICE OF ADOPTION OF A RESOLUTION

SUBJECT TO PERMISSIVE REFERENDUM

NOTICE IS HEREBY GIVEN that at a meeting held on the 4th day of August, 2022, the Town Board of the Town of Philipstown, Putnam County, New York, duly adopted a Resolution approving grant of title to and a temporary work easement on certain real property owned by the Town located on Sprout Brook Road to the County of Putnam, an abstract of which follows, which Resolution was adopted subject to permissive referendum pursuant to New York State of Town Law §64(2) and §91.

Abstract: The purpose and effect of the said Resolution is to approve grant of approximately 296 square feet of real property and a temporary work easement of approximately 171 square feet over a certain lot owned by the Town of Philipstown located on Sprout Brook Road in the Town of Philipstown, New York identified on the Tax Map as Section 83.17, Block 1, Lot 62.  The purpose of the proposed conveyance is to allow the County to undertake repair and reconstruction work on the existing bridge on Sprout Brook Road over the Canopus Creek.

Pursuant to Town Law §91, said resolutions shall not take effect until at least thirty (30) days after their adoption; nor until approved by the affirmative vote of a majority of the qualified electors of the Town voting on a proposition for its approval if within thirty (30) days after adoption of the said resolutions there be filed with the Town Clerk a petition signed, and acknowledged or proved, or authenticated by electors of the Town qualified to vote, in number equal to at least five per centum of the total vote cast for governor in the Town at the last general election held for the election of state officers, but which shall not be less than one hundred in a town of the first class nor less than twenty-five in a town of the second class, protesting against the said resolutions and requesting that the proposed sale of the said real property be submitted to the qualified electors of the Town for their approval or disapproval.

Copies of the Resolutions are available for public inspection on the Town’s website and at the Town Clerk’s Office, Town Hall, 238 Main Street, Cold Spring, New York 10516 during normal business hours.

Philipstown E-WASTE Program

This will be a 6-month pilot program at no charge starting Saturday August 13th.  At the end of the 6 months, we will evaluate this and determine whether to keep this open at no cost or if there will be a need to charge for this, per item, as all other municipalities are currently doing. Items can be dropped off at the Philipstown Recycling Center, 59 Lane Gate Road, Cold Spring on Saturday’s from 9am – 3pm.

DOT Update on the Construction on Route 9 over Clove Creek, Town of Philipstown

This past Tuesday, August 2nd, the stage 1 bridge deck was poured. The approach slabs should be completed Monday. The goal is to switch to stage 2 and have 2 lanes (one in each direction) sometime between August 15th and August 26th.

Philipstown Cooling Center – Friendship Center

The Philipstown Friendship Center, aka the Senior Center, will be open to those 60 and older as a cooling center until 6pm today,  Thursday 8/4 and Friday 8/5 from 10am to 6pm. The Town of Philipstown’s Town Hall is open both days 8:30-4pm. Both locations are handicapped accessible.

Philipstown Cooling Center – 8/4/2022

The Philipstown Town Hall will be open tomorrow, Thursday August 4 & Friday August 5, 2022 from 8:30am – 4:00pm. The second floor courtroom will serve as a cooling center for anyone looking to get out of the heat that is expected. If you have any questions, please call 845-265-3329.

CCA Update

The electricity supplier for Hudson Valley Community Power’s CCA program, Columbia, is no longer permitted to provide electricity supply to customers in NY State. As of July 19, participants in the Cities of City of Beacon, and Poughkeepsie, New York the Towns of Clinton, Town of Marbletown & Community, Town of New Paltz, Town of Philipstown, Red Hook, NY and Saugerties New York, and the Villages of Village of Cold Spring and Village of New Paltz, are being returned to Central Hudson’s standard electricity supply service.

You will not see any interruption in your utility service. No action is required.

You will receive two bills for July:

- The first bill you will pay the CCA electricity supply rate. See CCA rates here: https://www.hudsonvalleycommunitypower.com/rates

- The second bill will be Central Hudson’s July rate, around $0.0617/kwh

CCA participants have collectively saved $8 million on their electricity supply costs over the last year  since the renewal of this program in July 2021. That’s $300-400 savings for the average household.

This program also significantly reduced the community’s carbon footprint and helped to advance NYS clean energy goals!

The New York State Department of Public Service has initiated an independent administrative investigation into the actions of Columbia and its officers, agents and employees.

Food Scrap Program – Kit Replacement Bags Available

If you are a participant in the Philipstown Food Scrap Recycling Program and are in need of either Large or Small replacement bags, they are available for purchase at the Philipstown Town Hall in the Town Clerk’s Office. Large bags are 50/$8.00 and Small bags are 25/$3.00, cash or check ONLY. The office is open Monday – Friday, 8:30am – 4:00pm.

If you are not enrolled, you can still register at the Philipstown Town Hall Town Clerk’s office during business hours. Take home a kit for just $20.00.
