Bureau Brussels is a European public affairs boutique consultancy situated in the heart of Europe
We are a compact, flexible and creative company. Our strength lies in our dynamic team’s multi-disciplinary expertise and network, which is tailored to provide personal attention to our clients. The EU often seems like an impenetrable maze out of which unexpected threats and opportunities suddenly arise. These surprises can have a significant impact on the core activities of any organisation whether it is corporate, governmental or NGO. While certain legislation can have a positive impact, unanticipated legislation can also severely damage an organisation.
Besides being a public affairs consultancy, Bureau Brussels is also a hub for organisations representing their interests at the heart of European policy making. To find out more about our work and hub, please click below

This method allows Bureau Brussels’ team to engage in a broad range of topics from digital infrastructure to payments, health, and environmental matters. It consists of building a target-based strategy by scanning the horizon and managing your relations with European policymakers and other stakeholders active in your area.
This work is better known as ´lobbying´. To ´Lobby´ is to try to achieve a desired outcome or avoid an undesired outcome by entering into dialogues with relevant decision-makers.
Bureau Brussels’ expertise lies in bringing a different perspective through a tailored and creative bottom-up approach to helping you find solutions. Bureau Brussels seeks to provide guidance through our know-how and network. In practice this means that we will guide you every step of the way while you keep ownership of the approach. Please find below an illustration of our method.
STEP ONE STEP ONE
Daydream or nightmare (Best and worst case scenario)
Once you decide to take a seat at the table, we will help you define the issue based on your daydream or nightmare (best and worst case scenario) for your organisation. We will challenge you to identify what will be crucial for your organisation. How to achieve this will be addressed in the next steps.
STEP TWO STEP TWO
Issue determination & target definition
As there is an enormous amount of legislation and policy development ongoing at the EU-level, we will help you determine what issue is at stake, and help you define a very precise target in order to be as effective and efficient as possible.
STEP THREE STEP THREE
Arena scan and analysis
Once the issue and target are defined, Bureau Brussels will scan the horizon, which includes: opportunities arising from legislative developments, which stakeholders are active on the issue, as well as potential stakeholders and their position vis-à-vis the client’s. This scan serves as navigation tool.
STEP FOUR STEP FOUR
Strategy
Based on the arena analysis and the issues at stake, Bureau Brussels will develop a lean and mean public affairs strategy with the defined target as the focal point.
STEP FIVE STEP FIVE
Execution
Bureau Brussels assists your organisation every step of the way in the execution of this strategy. Lobby is exchange of expertise, and that expertise is within your organisation. Therefore, we recommend that the client represents its own organisation, while we will prepare, brief, report and accompany to meetings with stakeholders and policy makers.
STEP SIX STEP SIX
Culture
Cultural differences are an incredibly important aspect of an effective public affairs strategy. Often it is overlooked and becomes a stumbling block. Thus, we ensure you are conscious of cultural differences and help you navigate them. Our multicultural team will advise you on how to make culture an enabler instead of a barrier.
Registered consultancy
As integrity and transparency are essential to our firm’s work, Bureau Brussels is an accredited party to the Transparency Register and a member of the Dutch Association for Public Affairs.
